Sustainable Climate Change Adaptation in Indian Country

Abstract Much of the academic literature and policy discussions about sustainable development and climate change adaptation focus on poor and developing nations, yet many tribal communities inside the United States include marginalized peoples and developing nations who face structural barriers to effectively adapt to climate change. There is a need to critically examine diverse climate change risks for indigenous peoples in the United States and the many structural barriers that limit their ability to adapt to climate change. This paper uses a sustainable climate adaptation framework to outline the context and the relationships of power and authority, along with different ways of knowing and meaning, to illustrate the underpinnings of some tribes’ barriers to sustainable climate adaptation. The background of those structural barriers for tribes is traced, and then the case of water rights and management at the Wind River Reservation in Wyoming is used to illustrate the interplay of policy, culture, climate, justice, and limits to adaptation. Included is a discussion about how the rulings of the Big Horn general stream adjudication have hindered tribal climate change adaptation by limiting the quantity of tribal reserved water rights, tying those rights to the sole purposes of agriculture, which undermines social and cultural connections to the land and water, and failing to recognizing tribal rights to groundwater. Future climate projections suggest increasing temperatures, and changes in the amount and timing of snowpack, along with receding glaciers, all of which impact water availability downstream. Therefore, building capacity to take control of land and water resources and preparing for climate change and drought at Wind River Reservation is of critical importance.

AbstractA key strategy for agriculture to adapt to climate change is by switching crops and relocating crop production. We develop an approach to estimate the economic potential of crop reallocation using a Bayesian hierarchical model of yields. We apply the model to six crops in the United States, and show that it outperforms traditional empirical models under cross-validation. The fitted model parameters provide evidence of considerable existing climate adaptation across counties. If crop locations are held constant in the future, total agriculture profits for the six crops will drop by 31% for the temperature patterns of 2070 under RCP 8.5. When crop lands are reallocated to avoid yield decreases and take advantage of yield increases, half of these losses are avoided (16% loss), but 57% of counties are allocated crops different from those currently planted. Our results provide a framework for identifying crop adaptation opportunities, but suggest limits to their potential.

This research highlights the mismatch between food security and climate adaptation literature and practice in the Global North and South by focusing on nested case studies in rural India and the United States during the COVID-19 pandemic. The United States is one of the wealthiest countries in the world, but also has one of the largest wealth gaps. Comparatively, India has one of the largest populations of food insecure people. To demonstrate how adaptive food security approaches to climate change will differ, we first review the unique climate, agricultural, demographic, and socio-economic features; and then compare challenges and solutions to food security posed by the COVID-19 pandemic. While both countries rely on rural, low-income farmworkers to produce food, the COVID-19 pandemic has highlighted how agricultural and food security policies differ in their influence on both food insecurity and global hunger alike. Emphasis on agricultural production in developing regions where a majority of individuals living in rural areas are smallholder subsistence farmers will benefit the majority of the population in terms of both poverty alleviation and food production. In the Global North, an emphasis on food access and availability is necessary because rural food insecure populations are often disconnected from food production.

Flexible pavement design requires considering a variety of factors including the materials used, variations in water tables, traffic levels, and the climatic conditions the road will experience over its lifetime. Most pavement designs are based on historical climate variables such as temperature and precipitation that are already changing across much of the United States, and do not reflect projected trends. As pavements are typically designed to last 20 years or more, designs that do not account for current and future trends can result in reduced performance. However, incorporating climate projections into pavement design is not a trivial exercise. Significant mismatches in both spatial and temporal scale challenge the integration of the latest global climate model simulations into pavement models. This study provides a national-level overview of what the impact of climate change to flexible pavement could look like, and where regional focus should be placed. It also demonstrates a new approach to developing high-resolution spatial and temporal projections that generates hourly information at the scale of individual weather stations, and applies this as input to the AASHTOWare Pavement ME Design™ model. The impact of three different future climates on pavement performance and time to reach failure thresholds in 24 locations across the United States are quantified. Changes to projected pavement performance differ by location, but nearly all result in decreased performance under current design standards. The largest increases in distress are observed for permanent deformation measures, especially toward the end of the century under greater increases in temperature.

Although much research on climate change has focused on its disproportionate effects on the Global South, communities—particularly indigenous populations—within "developed" nations in the Global North can also face significant effects and inadequate assistance. One example is the native village and city of Kivalina in northwest Alaska. Through a case study of Kivalina, this article explores the gaps in U.S. policy for relocating Alaska Natives due to the effects of climate change. There is currently no policy in place—within the United States or internationally—for the resettlement of communities displaced by climate change. And in the United States there is no lead agency in charge of relocating displaced communities, despite several U.S. government reports stating that at least four Alaska Native villages, including Kivalina, must be resettled due to warming Arctic temperatures and erosion. This leaves government agencies in charge of assisting villages like Kivalina, such as the Federal Emergency Management Agency and the Army Corps of Engineers, who are responsible for helping ensure Kivalina's safety but are not empowered to innovate new procedures and holistically address what is an unprecedented problem: climate change. This has left Kivalina in what is termed here an administrative orbit, with residents made to work their way through a patchwork of various government programs and procedures that are time-consuming and often insufficient. In exploring these intra-national inequities, this article examines how a protocol specifically designed for those displaced by climate change, such as "climigration," could be merged with existing government efforts around emergency management to help prevent disasters before they occur, and to protect at-risk communities like Kivalina.Keywords: Disaster management; Alaska: environmentally induced migration; indigenous studies; resilience; displacement; relocation.
