This book reviews some of the most challenging developments in British society as they are understood by policy-makers and by academics. The key point is that academic debates identify a range of ways in which issues can be understood and tackled, but policy is typically based on a narrow subset of possible approaches. This is illustrated by discussion of climate change, demographic shifts, the response to greater ethnic and religious diversity, the debate about community and local area politics, democratisation, nudge, the international financial crisis, and the growth of popular disillusion with politics and politicians. These areas range across economic, social, and political issues. The book aims to contribute to our understanding of governance and particularly of how the ideas that lead the policy agenda emerge and are reinforced.

Non-technical summary Adaptation to climate change has traditionally been framed as a local problem. However, in recent years, adaptation has risen on the global policy agenda. This article contributes to the study of transnational climate adaptation through an investigation of international connectivity on climate adaptation between regional policy-makers. We examine the RegionsAdapt initiative, the first global commitment to promote and track the progress of regional adaptation. While adapting to climate change at the regional level is crucial, we suggest that transnational adaptation governance not only helps to promote adaptation measures, but also improves the process of tracking the progress of such action, its visibility and its aggregation.

Over the last decade the underperforming groups issues that have shaped thinking practice in schools have changed significantly. Today, a high level of education is no longer a luxury for some groups or social classes, but a necessity for every one in British society. Yet Black Caribbean heritage pupils' achievements lag far behind the average achievement of the majority of their peers and the gap is growing at the end of primary and secondary education. Despite much academic debate and policy makers' concern about underachievement in schools, the needs of Black Caribbean pupils have not been addressed in the education system and have been largely neglected. This research paper examines critically the national policy agenda, the extent of and reasons for underachievement of pupils of Black Caribbean heritage throughout each key stage in an inner city LEA. Statistical trends and patterns of performance are analysed by ethnic factors to illustrate differences in attainment. The paper questions the current national policy agenda for improving achievement for all pupils, and argues critically that the issues surrounding Black Caribbean pupils' underachievement are real and should not be underestimated in national policy formulation. Policy implications for government and for all concerned with school improvement are highlighted, as well as many practical suggestions.

This article reports findings of research into the far-reaching plan to ‘modernise’ the Scottish economy, which emerged from the mid-late 1950s and was formally adopted by government in the early 1960s. It shows the growing awareness amongst policy-makers from the mid-1960s as to the profoundly deleterious effects the implementation of the plan was having on Glasgow. By 1971 these effects were understood to be substantial with likely severe consequences for the future. Nonetheless, there was no proportionate adjustment to the regional policy which was creating these understood ‘unwanted’ outcomes, even when such was proposed by the Secretary of State for Scotland. After presenting these findings, the paper offers some consideration as to their relevance to the task of accounting for Glasgow's ‘excess mortality’. It is suggested that regional policy can be seen to have contributed to the accumulation of ‘vulnerabilities’, particularly in Glasgow but also more widely in Scotland, during the 1960s and 1970s, and that the impact of the post-1979 UK government policy agenda on these vulnerabilities is likely to have been salient in the increase in ‘excess mortality’ evident in subsequent years.

Evidence shows that global climate change is increasing over time, and requires the adoption of a variety of coping methods. As an alternative for conventional electricity systems, renewable energies are considered to be an important policy tool for reducing greenhouse gas emissions, and therefore, they play an important role in climate change mitigation strategies. Renewable energies, however, may also play a crucial role in climate change adaptation strategies because they can reduce the vulnerability of energy systems to extreme events. The paper examines whether policy-makers in Israel tend to focus on mitigation strategies or on adaptation strategies in renewable energy policy discourse. The results indicate that despite Israel’s minor impact on global greenhouse gas emissions, policy-makers focus more on promoting renewable energies as a climate change mitigation strategy rather than an adaptation strategy. These findings shed light on the important role of international influence—which tends to emphasize mitigation over adaptation—in motivating the domestic policy discourse on renewable energy as a coping method with climate change.

AbstractShared socioeconomic pathways (SSPs), developed at global scale, comprise narrative descriptions and quantifications of future world developments that are intended for climate change scenario analysis. However, their extension to national and regional scales can be challenging. Here, we present SSP narratives co-developed with stakeholders for the agriculture and food sector in Finland. These are derived from intensive discussions at a workshop attended by approximately 39 participants offering a range of sectoral perspectives. Using general background descriptions of the SSPs for Europe, facilitated discussions were held in parallel for each of four SSPs reflecting very different contexts for the development of the sector up to 2050 and beyond. Discussions focused on five themes from the perspectives of consumers, producers and policy-makers, included a joint final session and allowed for post-workshop feedback. Results reflect careful sector-based, national-level interpretations of the global SSPs from which we have constructed consensus narratives. Our results also show important critical remarks and minority viewpoints. Interesting features of the Finnish narratives compared to the global SSP narratives include greater emphasis on environmental quality; significant land abandonment in SSPs with reduced livestock production and increased plant-based diets; continued need for some farm subsidies across all SSPs and opportunities for diversifying domestic production under scenarios of restricted trade. Our results can contribute to the development of more detailed national long-term scenarios for food and agriculture that are both relevant for local stakeholders and researchers as well as being consistent with global scenarios being applied internationally.

Geoengineering, the “deliberate, large-scale manipulation of the planetary environment in order to counteract anthropogenic climate change” (Shepherd et al. 2009, 1), is attracting increasing interest. As well as the Royal Society, various scientific and government organizations have produced reports on the potential and challenge of geoengineering as a potential strategy, alongside mitigation and adaptation, to avoid the vast human and environmental costs that climate change is thought to bring (Blackstock et al. 2009; GAO 2010; Long et al. 2011; Rickels et al. 2011). “Geoengineering” covers a diverse range of proposals conventionally divided into carbon dioxide removal (CDR) proposals and solar radiation management (SRM) proposals. This article argues that “geoengineering” should not be regarded as a third category of response to climate change, but should be disaggregated. Technically, CDR and SRM are quite different and discussing them together under the rubric of geoengineering can give the impression that all the technologies in the two categories of response always raise similar challenges and political issues when this is not necessarily the case. However, CDR and SRM should not be completely subsumed into the preexisting categories of mitigation and adaptation. Instead, they can be regarded as two parts of a five-part continuum of responses to climate change. To make this case, the first section of this article discusses whether geoengineering is distinctive, and the second situates CDR and SRM in relation to other responses to climate change.

Abstract On the ground that climate change poses a great threat to societies and economies, it became evident for policy makers that attention should be given to the problem of adaptation, i.e. adaptation measures should be undertaken to minimize the adverse impacts of climate change. As the debate on the adverse impacts of climate change advanced at international level, states are taking actions at national, regional and local levels. Along with the increase awareness regarding importance of adaptation, regulations designed to prepare states to strengthen their resilience to climate change, has been developed in climate change treaties. Paris Agreement seems to be the first global agreement which addresses adaptation as one of its key goals and links it with mitigation efforts. The purpose of this article is to discuss the most important regulations and programmes within the regime established by the Framework Convention and the Paris Agreement concerning adaptation to climate change.
