In Knowledge Continuity Management (KCM), knowledge from highly experienced employees leaving the organization is particularly challenging to document, classify and organize so that it can be accessed, understood and used by the successor to that employee. Horizontal knowledge sharing (in the context of peer-to-peer networks) and vertical knowledge transfer (in the context of KCM) are distinguished in order to address some of the conceptual confusion in this field. Both Human Resources (HR) and Knowledge Management (KM) units contribute to KCM but they need to do so in a more integrated fashion. The complementary roles played by the KM and HR teams are analyzed in a case study to show how they can work in tandem to ensure knowledge continuity in an organization. Key recommendations are made on how to implement a comprehensive KCM strategy for tacit knowledge, including the role that can be played by information and communication technologies.

The emergence of new information and communication technologies (ICTs) has generated much debate both in and out of academia in relation to theories ranging from economic advancement to imperialism. In the context of the ‘low-income’ economies, a dominant discourse associated with ICTs persists. The discourse of development predicts that nations which have joined the global market will use ICTs to harness global knowledge that will enable them to be competitive and therefore attain development. This has led to change in policy from international to local as ICTs are embraced as the next big development tool. Recently however, there have been reports of more failures of ICTs initiatives than success as professionals in the industry complain about unsustainability of the systems. A genuine issue is that so far analysis of this discourse has tended to be economically or technically deterministic, with little attention paid to social and cultural perspectives. In order to understand how the role of norms, practices and politics of people in particular communities play in this discourse in ‘low income’ economies, over 1000 semi-qualitative questionnaires were analysed from five geographical locations in The Gambia. A key conclusion that has emerged from the research is that there are different attitudes towards the ICTs in the different locations, which vary from full acceptance to rejection of ICTs. Such diverse reactions are underpinned by the religion and information ecologies in which gender plays a critical part. This result challenges the ICT4D agenda, and might be applied to reports of unsustainable ICT initiatives, especially in Africa.

This study aimed to analyze the role of the irung-irung tradition in strengthening civic engagement of the younger generation of Cihideung Village. This study used a qualitative approach with the case study method. Data collection techniques used interviews, observations, and literature studies. The results showed that the traditional irung-irung procedure: praying together, marching to water resources, custom ceremonial process, sacrificing animals, eating together, and closing prayers, the younger generation’s involvement in the irung-irung tradition was more focused on the aspect of democracy through the positive role it plays, not yet at the traditional level, the strategy for strengthening the engagement of the younger generation was through the empowerment of youth and utilizing information and communication technologies.

The role NICTs are playing in the relations between Uganda’s central government and four of the kingdoms in the country is analyzed and placed in the historical context within which each kingdom has pursued a strategy for preservation and development of its people’s unique culture and ethnic aspirations. A convergence of cellular phone and FM radio designed by the Buganda kingdom to confront the central government with specific demands and the government’s response are examined. The less combative use of NICTs by Bunyoro-Kitara, Busoga, and Toro kingdoms is described. An analysis of how each antagonist uses NICTs for a hegemonistic agenda is presented and cast against the application of NICTs for good governance and the prosperity of citizens.

Information and Communication Technologies (ICTs) can provide a set of benefits to companies, such as efficiency gains in managerial activities, cost reduction and faster communication with consumers. The ICT literature has studies showing the positive impact that the IT adoption can generate on the company’s performance. ICT benefits are also extensive to small business, but their particular characteristics do not always support their adoption by these enterprises, especially when they are enterprises situated in developing countries. In this context, the aim of this paper was to identify how the ICT adoption and the ICT intention of use are in Brazilian small firms. We have used a case study and we have collected data from four enterprises. In order to collect the data, we used qualitative interviews, direct observation and documental analysis. The main results have shown that the owner’s characteristics, the understanding of the ICT benefits, the ICT complexity and the costs/time related to training people are factors associated with the ICT adoption and intention of use. Based on the literature review and on the empirical evidence, we have found that there is an opportunity cost related to postponing the decision of the ICT investments. We also discuss the role of geographical localization of the enterprises, which can contribute to the ICT literature.

The article discusses modern forms and methods of bibliographic activity in libraries. The role of modern information and communication technologies is explained. The information society places new demands on all social and communication institutions, including the activation of the formation of electronic document space, libraries and bibliographies. It is noted that the information society, the activation of the formation of electronic document space, puts new demands on all social and communication institutions, including libraries and bibliographies. New information technologies allow to significantly expand, deepen and diversify all forms of information and bibliographic services, which makes them faster, more efficient and more convenient. At the same time, it is explained that with the application of digital technologies, the category of information and bibliographic services is becoming a daily information service used by any reader of any library. Electronic catalogs are becoming powerful information systems to support the work of libraries and perform large-scale tasks.
