Burn disease affects the functioning of almost all functional systems, having a negative effect on them due to the development of endotoxicosis and vascular disorders. At the same time, the greatest attention is paid to the shifts that form in the systemic hemodynamics, primarily in the coronary and pulmonary blood flow, which can cause the development and progression of life-threatening conditions. At the same time, the microcirculatory system is also undergoing changes, but these changes have been studied in much less detail. The aim of this research was to study the state of skin microcirculation in healthy and burned rats. The experiment was carried out on 20 adult male Wistar rats divided into two equal groups. The first group of animals (n=10) was a control group (intact), with its representatives there were not any manipulations, except for a single study of the state of microcirculation. Rats of the second (main) group (n=10) were simulated contact thermal burn using their own patented method. The assessment of microcirculation parameters in the main group of animals was carried out by laser Doppler flowmetry on the device "LAKK-M" on the 1st day (2-3 hours after the injury), on the third and tenth days after the burn period. It was found that thermal injury has a negative impact on the microcirculation system, which is seen in a decrease in the intensity of blood flow through small-diameter vessels. This is achieved by reflex vasospasm, reducing the release of nitrogen oxide by endothelial cells and activating precapillary sphincters, and simultaneously activating the shunting ways of cardiac shunt from the arterial directly to the venous channel, bypassing the capillaries. Thus, in the post-thermal period, a compensatory "robbing phenomenon" is realized in the border zone of the burn, which requires pathogenetic correction.

Problem setting. The issue of state regulation of cross-border cooperation turns out to be increasingly topical in terms of global European integration processes. Considering higher living standards and opportunities for social development in the neighboring countries of Ukraine, the expansion of cooperation of the border territories is worth doing for the purpose of their further development and more efficient resolution of common problems, which will contribute to the social and economic development of the border territories. Recent research and publications analysis. The issue of cross-border cooperation has been addressed in studies of R. Bilyk, T. Brus, F. Vashchuk, S. Horbatiuk, O. Horbach, I. Zhurba, Z. Zazuliak, V. Kovaliov, Y. Navruzov, R. Pasichnyi, I. Studennikov, S. Tkalenko, et al. Different aspects of formation and implementation of the state regional policy of European cross-border cooperation have been outlined in works of the scientists V. Vakulenko, I. Dehtiariova, I. Krynychna, V. Kuibida, Y. Makohon, N. Mikula, S. Romaniuk, and others.Highlighting previously unsettled parts of the general problem. Given numerous studies of the mentioned problem, domestic scientists have not addressed the issues of state regulation of cross-border cooperation and specifics of the state policy of Ukraine in this area sufficiently. Paper main body. Formation of a new state policy in the context of integration of Ukraine into the European Union stipulates the importance of searching for new ways of cross-border cooperation as a vital part of the regional policy, and put an emphasis on cross-border cooperation in the policy of partnership of our country with European countries. Considering that western regions of Ukraine, besides ETC, can establish EGTC, it is important to use such forms as clusters, partnership, industrial zones, etc., more efficiently within cross-border cooperation. The aim of cross-border cooperation is to seek a mutually beneficial format of the implementation of national interests and strategical priorities of the outlined partners. As Ukraine as the Republic of Poland must embrace in their partnership the essential areas of international cooperation for maximum rapprochement with the European Union. Ukraine should make every effort at the state level to increase the competitiveness of the border regions by activating and developing cross-border cooperation, which in turn would contribute to the establishment and advancement of economical, ecological, cultural, scientific, social, technological, and travel relations between the subjects of those relationships. Conclusions of the research and prospects for further studies. The conducted research allows concluding that the potential of cross-border cooperation between Ukraine and the European Union is not used to the full. European territorial structures involving Ukrainian regions did not become an organizational and financial platform for coordination of cross-border cooperation. In order for Ukraine to implement the intention to integrate into the European Union and deepen its international cooperation, collaboration within the European Territorial Cooperation must be activated. Specific for the Western Region geographic proximity with the European Union, experience of cross-border cooperation, and existing network of institutions should contribute to the activation of development of the region and multidirectional collaboration between the Ukrainian regions and EU countries. Therefore, it is worth to remove all the obstacles on the way to the reformation of the tools for cross-border cooperation, and promote the formation of friendly relationships and improvement of teamwork between countries of the Western Border Zone.

Abstract From the establishment of the Slovak real time positioning service (SKPOS®), the reference stations’ observations, network solutions and outputs from the user communications with the service control software were set for archiving. Today we know that all those archived data have the potential to give us valuable information about the service’s character and quality and about the conditions during the performance of Real time Kinematic (RTK) measurements. After conducting some analyses, we are able to easily understand how important factors such as the number of satellites used, the state of the ionosphere, network solutions in the border zone, densification of the network, etc., can affect those measurements. For those purposes the users’ initialisation times derived from the archived National Marine Electronics Association (NMEA) messages are used in advance. Focusing on the region surrounding the Maroni River, which forms the border between Suriname and French Guiana, we examine how relations between different state and non-state social groups are articulated in terms of security. The region is characterised by multiple “borders” and frontiers of various kinds, the state boundary having the features of an interface or contact zone. Several key collectivities meet in this border zone: native Amazonians, tribal Maroon peoples, migrant Brazilian gold prospectors, and metropolitan French state functionaries. We explore the relationships between these different sets of actors and describe how their mutual encounters center on discourses of human and state security, thus challenging the commonly held view of the region as a stateless zone and showing that the “human security” of citizens from the perspective of the state may compete with locally salient ideas or ex- periences of well-being. Spanish El artículo examina cómo se articulan las relaciones en términos de seguridad entre grupos estatales y no estatales en la región que rodea el Río Maroni (frontera entre la Guyana francesa y Surinam). La región se caracteriza por múltiples “límites” y tipos de fronteras, teniendo así la frontera Estatal características de una zona de contacto o de una interfaz. Importantes comunidades se encuentran en esta zona de frontera: Nativos del Amazonas, comunidades tribales del Maroni, buscadores de oro brasileños y funcionarios estatales franceses. La région est caractérisée par de multiples «frontières» et les frontières de toutes sortes, la frontière de l'État ayant les caractéristiques d'une interface ou zone de contact. De nombreuses et importantes collectivités se rencontrent dans cette zone frontalière: Indigènes d'Amazonie, la communauté tribale Maroon, les migrants brésiliens à la recherche de l'or et les fonctionnaires d'Etat de la France métropolitaine. Nous explorons les relations entre ces différents groupes d'acteurs, et décrivons la manière dont leurs rencontres mutuelles sont centrées sur les discours relatifs à la sécurité humaine et l'État, remettant ainsi en cause l'idée communément admise de la région en tant zone apatride et montrant par la même que la «sécurité humaine» des citoyens perçue du point de vue de l'État peut rivaliser avec des idées saillantes au niveau local ou des expériences relatives au bien-être.

ABSTRACTThe role of post-1991 ethnic-based federalism on conflicts along regional boundaries has been a topic of great dispute in Ethiopianist literature. This article sheds new light on the on-going debate based on original ethnographic material from the Afar-Tigray regional border zone. Contrary to other studies, conflicts appear to have reduced in that area. Two key questions are addressed: how do different groups lay future claims to land; and which role does the post-1991 government play in those claims to land and in reducing conflicts? The case study reveals that people materialise religion to lay future claims to land and that conflicts have reduced with increased involvement of the state over the past two decades, but that this reduction has come at a high cost and may therefore not be sustainable in the long term.

Various authors have emphasized the spatial information resident in an electron micrograph taken with adequately coherent radiation. In view of the completion of at least one such instrument, this opportunity is taken to summarize the state of the art of processing such micrographs. We use the usual symbols for the aberration coefficients, and supplement these with £ and 6 for the transverse coherence length and the fractional energy spread respectively. He also assume a weak, biologically interesting sample, with principal interest lying in the molecular skeleton remaining after obvious hydrogen loss and other radiation damage has occurred.
