A pillar of African emergence and an important issue of political debate that is central to regional integration, free movement is however not yet acquired in Central Africa. Yet a glance at the pre colonial history invites us to believe that Central Africa has been an area of free movement. The recognition of a right that cannot be realized only by an agreement leads to the Central African states pledging to work together in the context of regional integration by recognizing their citizens' right to full mobility. This contribution highlights the efforts, challenges and prospects of free movement in Central Africa by reference to the African Union framework, and asks if the legal and institutional framework of free movement in Central Africa has led to the emergence of a social policy supportive of free movement at the sub regional level. Spanish La libre circulación de personas es un pilar del África emergente, un tema importante en el debate político, un punto central de la integración regional, y sin embargo todavía intangible en África Central. No obstante, una mirada a la historia precolonial nos invita a pensar que África Central ha sido un espacio de libre circulación. El reconocimiento de un derecho que no puede realizarse sólo por un acuerdo, conduce a que los Estados de África Central se comprometan a trabajar juntos en el marco de la integración regional para reconocer el derecho de sus ciudadanos a la movilidad total. Esta contribución destaca los esfuerzos, desafíos y perspectivas de la libre circulación en África Central en referencia con el marco de la Unión Africana, y se pregunta si el marco legal e institucional de la libre circulación en África Central ha llevado a la aparición de una política social que apoye la libre circulación a nivel subregional. French Pilier de l'émergence de l'Afrique, enjeu des débats politiques et de l'intégration, la libre circulation n'est pas encore un acquis en Afrique Centrale. Pourtant, un regard porté sur l'histoire précoloniale nous invite à croire que l'Afrique centrale a été un espace de libre circulation. La reconnaissance d'un droit ne pouvant se faire que par l'objet d'un accord, les États d'Afrique Centrale se sont engagés dans le choix d'une histoire à réaliser ensemble dans le cadre de l'intégration, en consacrant dans des pactes communautaires la pleine mobilité de leurs ressortissants. Cette contribution met en évidence les efforts, défis et perspectives de la libre circulation en Afrique centrale par référence au cadre de l'Union africaine, et pose la question de savoir si le cadre juridique et institutionnel de la libre circulation en Afrique centrale a conduit à l'émergence d'une politique sociale en faveur de la libre circulation au niveau sous régional.

Annotation. Introduction. The article considers the concept of unconditional basic income in the study of social policy as a state instrument of universal social justice. Considerable attention paid to the prospects for the introduction of unconditional basic income and the implementation of its basic principles into Ukrainian legislation. Various approaches of legal regulations and etymology of social policy in the context of the state security system are considered. Significant emphasis placed on the study of the theoretical challenge of unconditional basic income, namely the study of the functioning of such a mechanism in modern communicative realities. This research is a product of analytics and was created without taking into account the author’s political ideas. Given the recommended amount of research, the issues of unconditional basic income was considered not to be completed. Purpose. One of the main tasks of the article is to study the mechanism of functioning of unconditional basic income and the possibility of its application in practice. It is also worth giving your own view of the social policy problems. The tasks of the article are to analyze the modern social security system and to suggest options for its improvement. Results. The theory of unconditional basic income currently has no practical application. Despite a significant number of theoretical experiments, no country in the world uses the instrument of unconditional basic income at the legislative level. Therefore, it is too early to talk about the implementation of this theory of social policy in practice in Ukraine. Conclusions. Theory of unconditional basic income has a strong intellectual tradition, but the practical application of this instrument of social policy not implemented. Our studies show that such a system promotes the development of human capital and increases the geographical mobility of people. Unconditional basic income creates material support that promotes human development in other spheres of life. However, it was noted that conducting such a social policy requires significant expenditures from the state budget. This creates material barriers for some countries to use unconditional basic income as a tool of social policy. Focusing on the European Union (EU) and the Common Market of the South (MERCOSUR) this article presents the manner in which regional organizations apply underlying tenets of global social policy (GSP). It notes the challenges regional entities face in doing so. It also argues that the application of GSP at the regional level is important given the nature of many socioeconomic challenges, the effects of which are often felt regionally. Included in the analysis are theoretical premises justifying social policy both at the global and regional levels. In a period of economic hardship with an ever-widening inequality gap, there is pressure to roll back regional endeavours to manage social challenges. However it is exactly during such a period that robust regional measures need to be sustained or put in place to integrate global social policy, map out new social responses to problems, or implement existing regional social norms. Spanish Centrándose en la Unión Europea (UE) y en el Mercado Común del Sur (MERCOSUR), este artículo presenta la manera en que las organizaciones regionales aplican los principios básicos de la política social global (PSG), y señala los desafíos que dichas entidades enfrentan al hacerlo. El artículo también sostiene que la aplicación de la PSG a nivel regional es importante dada la naturaleza de muchos desafíos socioeconómicos cuyos efectos con frecuencia se sienten regionalmente. En el análisis se incluyen premisas teóricas que justifican la política social tanto a nivel global como regional. En un periodo de dificultades económicas con una brecha de desigualdad cada vez más amplia, hay una presión por reducir los esfuerzos regionales para enfrentar los desafíos sociales. Sin embargo, es precisamente durante este tipo de periodos que deben mantenerse o poner en marcha sólidas medidas regionales para integrar la política social global, trazar nuevas respuestas sociales a los problemas o implementar existentes normas sociales regionales. French En se concentrant sur l'Union européenne (UE) et le Marché commun du Sud (MERCOSUR) cet article entend présenter la manière dont les organisations régionales s'appliquent principes sous-jacents de la politique sociale globale (PSG). Il met en relief les dé fis auxquels sont confrontées ces entités régionales. Il fait également valoir que l'application du PSG au niveau régional soit importante compte tenu des nombreux dé fis socio-économiques dont les effets sont souvent ressentis au niveau régional. Des prémisses théoriques sont incluses dans l'analyse a fin de justifier la politique sociale tant bien au niveau mondial que régional. Dans une période marquée par la crise économique et le fossé toujours grandissant des inégalités, on observe une ne e pression visant à faire reculer efforts régionaux destinés à gérer les dé fis sociaux. Or, c'est justement pendant ce e période que des mesures régionales robustes doivent être maintenues ou mises en place pour intégrer la politique sociale globale; planifier de nouvelles réponses sociales aux problèmes ou me re en œuvre les normes sociales régionales existantes.

<p>Many social policy problems are recognised as complex and intractable, and hence necessitate analysts' having the capability to address them. Epistemological influences embedded in approaches to policy can impose constraints on the natural capacity and capability that people have to make sense out of particular experiences of complexity in the course of policy analysis work. Within the dominant policy approach adopted by policy analysts under the rubric of evidence-based policy, such complexity capability eschews any explicit role for opinion. However, the application of Q methodology by Michel van Eeten among others in a specific case of policy deliberation in the Netherlands, which had proven resistant to the standard, evidence-based policy analysis, shows that there could be a role for what is otherwise overlooked. Accordingly, this thesis examines the proposition that opinion indeed may play an important role in policymaking in complex and intractable situations. Q methodology is an established research methodology for acquiring and developing knowledge from a subjective standpoint. It has a growing record of successful application to public policy controversies, where solutions were made possible because opinion - and its everyday experiential rationality - were made available. Q methodology is also seen, however, as a marginal methodology. There has been insufficient explanation of why the application of Q methodology could make a positive difference to policy problems of a complex and intractable kind. The two research questions focus on the efficacy of Q methodology. Q methodology could make a difference in an adjunctive sense. It meets a policy need, namely to make opinion available as a complement to other evidence knowledge and thus adds to understanding of problems and solutions while remaining firmly within the prevailing evidence-based policy epistemology. Alternatively, Q methodology could make a difference of a transformative kind. It opens up a new epistemological space for doing policy analysis work with the power to create substantial policy-analytic change. To address these questions, the thesis develops an argument that establishes the linkages between pragmatism, complexity thinking and Q methodology and, in so doing, provides a path for understanding the role and place of opinion in policy making contexts. It proceeds through several stages which together make an epistemological argument for the efficacy of Q methodology. First, the nature of the policy problem is explicated as one of the separation of opinion from knowledge. Secondly, the thesis turns to a counter argument drawing on Peirce's pragmatism and his attention to abduction. In the next stage, dominant practice ideas about the capability needed to address complexity are critically examined, which shows that opinion is not valued in that practice. The success of van Eeten's work leads to a detailed examination of complexity in the policy context, and the claim that opinion is less problematical than are the overall epistemological choices made in policy analysis. Focusing on those epistemological choices, the argument draws together, in a fresh look, the thinking entailed in Q methodology in respect of its abductive logic and its theory of knowledge. Q methodology is shown to be a kind of science that allows objective fact to be approached from a subjective standpoint under experimental conditions. Finally, therefore, Q methodology is shown to open up an epistemological space quite unlike others. This makes the practice described as "reading complexity" in a real-world policy application possible.</p>
