ABSTRACT This paper briefly describes the recently formed Marine Pollution Control Unit for dealing with marine pollution around the United Kingdom and considers the need to minimise oil spillage in marine casualty situations by emergency lightening, and the need for safe working conditions provided by coastal havens and ports of refuge. Concern is expressed at the reluctance of coastal and port authorities to offer assistance to damaged ships.

ABSTRACT The tanker Torrey Canyon grounded in 1967 beginning the era of the major oil spill. The United Kingdom was unprepared for this event. Nevertheless, following the spill, much research was carried out, including methods for the protection of environmental and socio-economic sensitive areas. However, little was done to produce detailed protection plans for such sites. These can save hours of response time, as boom locations, priorities, layouts, deployment methods, equipment requirements, access and temporary oil storage arrangements will be specified. Yet in the United Kingdom, the Shoreline Response Centre (Command Centre) continued to decide these things after the spill had occurred, which was often too late. In 1990, a spill from the tanker Rosebay occurred in the English Channel, off the sensitive South Devon coast. Protection plans were non-existent. This gave an impetus to develop coastal protection planning, which the SW Region of the National Rivers Authority (NRA) commenced. In 1995, it was recommended that this should be extended throughout the United Kingdom to a common standard. Unfortunately, various factors delayed commencement of this work, which was jointly carried out in 1998 by the Environment Agency (EA), the successor to the NRA, the Maritime and Coastguard Agency, Marine Pollution Control Unit and the Northern Ireland Environment and Heritage Service. In the meantime, many unsatisfactory plans were produced for the upstream oil industry. The paper reviews this background and describes the new national coastal protection planning guidelines. It also includes completed examples, describes the testing and validation process and describes future plans.

ABSTRACT A report presented two years ago at this Conference described United Kingdom marine pollution contingency planning and a number of changes that had been identified. Progress has been made in these areas and further areas for change have been identified. Responsibility for dealing with marine pollution has been centralized in a Marine Pollution Control Unit, and to this has now been added responsibility for Her Majesty's Coastguard as well as for marine casualties around the U.K., with authority vested in one post—Director, Marine Emergency Operations. Work on developing contingency plans for bulk chemical spills also has begun and some research effort has been redirected from oil spill problems to this area.

ABSTRACT The oil tanker Sea Empress spilled more than 72,000 tons (23 million U.S. gallons) of crude oil when she grounded at Milford Haven, United Kingdom, on February 15, 1996. The response at sea by the U.K. government through the Coastguard Agency's Marine Pollution Control Unit involved aerial surveillance, the spraying of dispersants from aircraft, and the recovery of several thousand tons of oil from the sea surface. This paper by the overall commander presents an overview of the incident and the response operation at sea.

ABSTRACT This paper reviews United Kingdom counter-pollution thinking over the past two years and with reference to the recently published Royal Commission Report on Environmental Pollution in respect of long and short-term environmental effects of oil pollution. It includes an update on present national plans, as well as the recent enhancement of the United Kingdom Marine Pollution Control Unit, and balance of resources between the use of dispersants and mechanical recovery. It assesses the complementary nature of tugboats and aircraft dispersant sprayers in the U.K. mix of government-maintained resources and describes the deployment of mechanical recovery devices. U. K. air spraying capabilities include a number of different types of aircraft, considerations of their alert availability and choices of main and secondary airfields, the provision of dispersants and logistic backup organisations, and maintenance programs for the aircraft and flying fitness assurance programs for pilots. Possible future developments, including airborne remote sensing, also are described.

This article presents the results of a survey that was carried out among UK and German professional classical musicians between November 2000 and April 2001. The UK Musicians’ Union and the German musicians’ union, the Deutsche Orchester Vereinigung (DOV), assisted greatly with the duplication and distribution of the questionnaires. Selected results have been disseminated to the respondents via the UK Musicians’ Union journal, Musician. A full report will appear in Cultural Trends, to be published in 2002 by the Policy Studies Institute, London. The survey covered many aspects of musicians’ perceptions of occupational health and safety, the provision of appropriate information, their general working conditions, and their health. One of the main aims was to bring to the forefront a discussion of musicians’ working conditions and to raise awareness of the range of problems that exist. Key findings identify areas of concern to the respondents, in particular, regarding the environmental conditions of their workplaces. Additionally, findings indicate the use and effectiveness of the measures used by musicians to ameliorate a range of occupational hazards. This article also reports the respondents’ hearing problems, and which medical and alternative practitioners the sample consulted in cases of work-related ill health. The contrasting structure of the profession determined the choice of the United Kingdom and Germany for this study. The UK classical music workforce is predominantly freelance, whereas in Germany there are relatively few freelance musicians, and most orchestral musicians have the status of local government employees. One of the aims of the survey was to elicit information that might indicate whether such different conditions of employment affect the working lives of musicians. This article is organized in two parts. The first part places this survey in context and discusses the particular range of health problems highlighted by the respondents. The second part presents the survey and its findings.

Higher education qualifications and the training of talent have become increasingly important in game industry and policy discourse in the United Kingdom. This heightened rhetoric and dedicated pots of funding referencing the significance of the games talent pipeline may represent the opportunity to cultivate greater inclusion in the workforce, which continues to be largely homogenous in terms of gender and race. Drawing on qualitative research with stakeholders in five case study institutions, this article highlights the ways in which the production of gamesworker subjectivity by institutions, instructors, and students hinders this possibility. Transparency about the exploitative working conditions and exclusionary norms of the game industry instead becomes the grounds for aggressive and conservative performances of labor bravado, foreclosing collective action, moral arguments about addressing inequalities, and creativity. The article closes by addressing the tension between team-based collaboration and competitive individualism as a site of potential intervention.

This chapter compares the historical development and use of criminal law at work in the United Kingdom and in Ontario, Canada. Specifically, it considers the use of the criminal law both in the master and servant regime as an instrument for disciplining the workforce and in factory legislation for protecting workers from unhealthy and unsafe working conditions, including exceedingly long hours work. Master and servant legislation that criminalized servant breaches of contract originated in the United Kingdom where it was widely used in the nineteenth century to discipline industrial workers. These laws were partially replicated in Ontario, where it had shallower roots and was used less aggressively. At the same time as the use of criminal law to enforce master and servant law was contested, legislatures in the United Kingdom and Ontario enacted protective factory acts limiting the length of the working day. However, these factory acts did not treat employer violations crimes; instead, they were treated as lesser ‘regulatory’ offences for which employers were rarely prosecuted.

AbstractThe US astronomy/astrophysics community comes together to create a decadal report that summarizes grant funding priorities, observatory & instrumental priorities as well as community accomplishments and community goals such as increasing the number of women and the number of people from underrepresented groups. In the 2010 US National Academies Decadal Survey of Astronomy (NRC10), it was suggested that having to move so frequently which is a career necessity may be unattractive to people wanting to start a family, especially impacting women. Whether in Europe or elsewhere, as postdocs, astrophysicists will relocate every two to three years, until they secure a permanent position or leave research altogether. Astrophysicists do perceive working abroad as important and positive for their careers (Parenti02); however, it was found that the men at equal rank had not had to spend as much time abroad to further their careers (Fohl12). By implication, women need to work abroad longer or have more positions abroad to achieve the same rank as men. Astrophysicists living in the United Kingdom prefer to work in their country of origin, but many did not do so because of worse working conditions or difficultly finding a job for their spouse (Fohl14). In sum, mobility and moving is necessary for a career in astrophysics, and even more necessary for women, but astrophysicists prefer not to move as frequently as needed to maintain a research career. To gather more data on these issues and to broaden the discourse beyond male/female to include the gender diverse as well as to include other forms of diversity, the ASTROMOVES project was created which is funded through a Marie Curie Individual Fellowship. Though slowed down by COVID-19, several interviews have been conducted and some preliminary results will be presented.
