About 200 million people of India are deprived of grid based power supply, prominently in inaccessible hilly and rural hamlets of the country. Present research is an attempt to design, install, operate use, and maintain the hand on set of light source to address the unserved populations dwelling in electricity inaccessible areas in India. The approach is designing and developing a low cost sustainable or solar emergency light through, “Solar Home Lighting Systems” or “Sustainable Emergency Light” technology, which is one of the smart and innovative approaches of illuminating sources by harnessing solar energy to light the darkened places. The attractive daily usable gadget with surged luminous efficiency, durability, extended life, ecofriendly, compact, and efficient to work at both small values of current and voltages and they are growing acceptance. The safe and non-ignition start, is the uniqueness over conventional emergency light, and solar energy founded. The stand-alone device with mobile charging port with luminosity of 150 Lux can be used in lighting the escape routes, open areas and high risk areas. Under the crisis of pandemic of Covid-19 virus, the portable solar lights is  safe and riskless light source for the economic backward classes, and can provide the children and students for online undisrupted  study up to about 8 to 10 hours at low cost in remote areas.

Disasters are always caused by a combination of factors, and the natural phenomenon that brings them on is usually just a catalyst. The underlying cause of most disasters is poverty as mostly the poor segments of the population usually live in high risk areas where their shelter all too often cannot withstand even light winds, small inundations or medium earthquakes. When Hurricane Mitch hit Central America in October 1998, all countries were ill prepared. A few weeks earlier, the authorities of the Honduran capital, Tegucigalpa, had attempted to simulate an evacuation, but it had met with a great degree of resistance from the public. When Mitch hit, unprecedented masses of water raced down the mountainous river beds. People were taken by surprise, as no efficient organisation existed. Everybody ran for their lives. Houses slid down hillsides, rivers swept bridges, houses and people with them. Six years later, Tegucigalpa looks very similar to the days before Mitch. The steep hillsides are covered with a potpourri of dwellings, from miserable huts to solid upmarket houses. Regulations were passed in the year 2002 to prohibit construction in high risk areas; however, enforcement is difficult, especially when existing buildings are renovated and even enlarged. Theoretically it is possible to evacuate high risk areas. Nonetheless, such drastic measures are virtually impossible to implement, as no mayor or police chief would survive such an action in office. The paper presents a case study which shows that the underlying problems of poverty and the non-availability of suitable land for people to relocate from high risk areas can usually not be overcome by post-disaster reconstruction programmes. A mitigation strategy is thus to empower inhabitants of high risk areas to improve their own situation by affordable access to information, advice and suitable low cost construction materials through “Building Advisory Services” and Ecomaterials producers within the neighbourhoods.

ABSTRACT It is accepted international practice that the level of effort invested in oil spill contingency planning and preparedness should be related to the best available, location-specific risk evaluations. Accordingly, high risk and/or highly sensitive areas often see greater degrees of planning and pre-incident resource allocation than low risk areas. High risk areas typically include navigational ‘choke points’ for shipping or approaches to ports; highly sensitive areas would include areas of intense coastal tourism, mari-culture, or natural resources (e.g. coral reefs or mangroves). Naturally, levels of preparedness vary between countries for a variety of reasons including availability of resources (i.e. funding) or priorities. Whilst logical, this approach to contingency planning leaves open a gap in response capacity in so far as incidents do still occur from time to time in what are normally thought of as extremely low risk areas. Good examples are the infrequent, yet still important, incidents that occur from passing vessel traffic on long-distance, inter-continental routes. Other examples are incidents from scheduled shipping routes servicing remote areas or even passenger vessels visiting remote locations such as the Arctic or the Antarctic. Because remote areas are often characterised by a general lack of infrastructure and because local authorities in remote locations typically do not have appropriate funds, training and manpower to deal with unexpected oil spill incidents, the intensity and quality of emergency response and post-incident follow-up tends to depend on the involvement of outside parties. The question arises, what is appropriate “international practice” in response operations in terms of the types/methods of work undertaken, the termination standards applied, health and safety issues, and post-incident follow-up, such as monitoring studies. The intent of this paper is to discuss the meaning of “international standards” for oil spill response in the context of remote operations. Practical examples will be drawn from remote spills world-wide, including incidents in Tristan da Cunha (in South Atlantic), Madagascar, and Papua New Guinea.

This article discusses the use of the sun as an energy source. The most innovative and useful applications for various branches of human activity are presented today, as well as prospects for the development of this technology. Solar panels are used all over the world, and this article offers one of the options for using solar energy. This option can solve many problems of power supply in various remote areas from civilization, providing the most inaccessible places for Central power supply with lighting and video surveillance, allowing continuous monitoring of objects, which will help ensure safety for nature and humans. Video surveillance cameras and lighting powered by solar energy are economical to use, safe for the environment, and easy to install and operate.

This article is a review of the new light source – organic LEDs having prospects of application in general and special lighting systems. The article describes physical principles of operation of organic LEDs, their advantages and principal differences from conventional non-organic LEDs and other light sources. Also the article devoted to contemporary achievements and prospects of development of this field in the spheres of both general and museum lighting as well as other spheres where properties of organic LEDs as high-quality light sources may be extremely useful.

As being restricted by factors such as cost, efficiency and size, the development of high-power solar LED street light controller is faced with plenty of difficulties. In case that a structure of two independent DC/DC is applied as the main circuit, it has to face problems such as large size and high cost; in case of applying the bidirectional BUCK/BOOST circuit, it requires change-over switches to control the solar panel and LED light. As being restricted by withstanding voltage, on-resistance and cost, a PMOS device cannot be used as the change-over switch of solar panel and LED light. However, when being used as a change-over switch, an NMOS device must apply the low-side mode under which the negative ends of the mentioned three parts are cut off. In the condition of applying the low-side mode, a differential circuit must be used to detect the voltage of the solar panel. Furthermore, in order to make sure batteries can still be regularly charged after wearing out in daylight, the controller must be supplied with power through a dual power supply circuit that can obtain power from both the solar panel and the battery. The demander has a requirement on extremely low standby power consumption of the product, and thus it is necessary to minimize the circuit that is live while working in standby mode. Methods: The bidirectional BUCK/BOOST circuit structure is applied to the main circuit to realize a higher change-over efficiency while giving considerations to both cost and size. The NMOS device, model IRFB4410ZPBF, with a price of about three yuan, is used as the switching device, and the low-side mode is applied, that is the switches inserted in between negative end of the solar panel or LED light and that of the DC/DC circuit. The low-cost rail-to-rail operational amplifier LM358 is used to form a differential amplification circuit for detecting the voltage of the solar panel. A XL1509-12E1 chip that only costs 0.88 yuan/pc is selected as the main change-over chip for the power supply, which has realized the highly-efficient and low-cost change-over of the power supply. A dual power supply circuit and a step-down protective circuit are designed for the XL1509-12E1 change-over chip. By comparing solar panel voltage with battery voltage, the solar panel booting circuit is realized. Only when solar panel voltage is higher than battery voltage, does the system program start to power it up for running, so that the outage of most of the circuits of the system under standby mode does not consume energy. Furthermore, the solar panel voltage detecting circuit, the solar panel booting circuit and several return difference functions are corrected during system debugging. Results: The circuit board of the entire controller features small size, low cost and high efficiency. It measures about 100*62*18mm in size, costs about 60 yuan, and the charge/discharge change-over efficiency reaches up to over 95%. The controller has many functions: it is capable of operating within a large scope, in which, solar panel voltage is subject to 15~50V, LED light voltage is subject to 15~60V, battery voltage is subject to 10~35V and battery-end charge/discharge current is 10A; it is capable of adapting to monocrystalline silicon/multicrystalline silicon/thin-film and many other kinds of solar panels, as well as lithium/lead-acid and many other kinds of batteries; it is capable of detecting the conversion of day and night, automatically controlling charging and discharging and automatically making adaptive adjustment according to seasonal variations; the current to be consumed during standby will be maintained below 3mA, and thus the power consumption is extremely low. Conclusion: By selecting the bidirectional BUCK/BOOST circuit structure, applying low-side mode for switching of solar panel and LED light, using a differential circuit to detect solar panel voltage, using a low-cost DC/DC chip to realize power supply change-over, designing a dual power supply circuit, introducing solar panel booting circuit and other hardware design, as well as MPPT algorithm, state recognition and control, return difference control and other software design, a solar LED street light control product featuring small size, low cost, high efficiency and multiple functions is successfully developed.

Influenced by climate change, extreme weather events occur frequently, and bring huge impacts to urban areas, including urban waterlogging. Conducting risk assessments of urban waterlogging is a critical step to diagnose problems, improve infrastructure and achieve sustainable development facing extreme weathers. This study takes Ningbo, a typical coastal city in the Yangtze River Delta, as an example to conduct a risk assessment of urban waterlogging with high-resolution remote sensing images and high-precision digital elevation models to further analyze the spatial distribution characteristics of waterlogging risk. Results indicate that waterlogging risk in the city proper of Ningbo is mainly low risk, accounting for 36.9%. The higher-risk and medium-risk areas have the same proportions, accounting for 18.7%. They are followed by the lower-risk and high-risk areas, accounting for 15.5% and 9.6%, respectively. In terms of space, waterlogging risk in the city proper of Ningbo is high in the south and low in the north. The high-risk area is mainly located to the west of Jiangdong district and the middle of Haishu district. The low-risk area is mainly distributed in the north of Jiangbei district. These results are consistent with the historical situation of waterlogging in Ningbo, which prove the effectiveness of the risk assessment model and provide an important reference for the government to prevent and mitigate waterlogging. The optimized risk assessment model is also of importance for waterlogging risk assessments in coastal cities. Based on this model, the waterlogging risk of coastal cities can be quickly assessed, combining with local characteristics, which will help improve the city’s capability of responding to waterlogging disasters and reduce socio-economic loss.

AimsTo validate a multivariable risk prediction model (Cohorts for Heart and Aging Research in Genomic Epidemiology model for atrial fibrillation (CHARGE-AF)) for 5-year risk of atrial fibrillation (AF) in routinely collected primary care data and to assess CHARGE-AF’s potential for automated, low-cost selection of patients at high risk for AF based on routine primary care data.MethodsWe included patients aged ≥40 years, free of AF and with complete CHARGE-AF variables at baseline, 1 January 2014, in a representative, nationwide routine primary care database in the Netherlands (Nivel-PCD). We validated CHARGE-AF for 5-year observed AF incidence using the C-statistic for discrimination, and calibration plot and stratified Kaplan-Meier plot for calibration. We compared CHARGE-AF with other predictors and assessed implications of using different CHARGE-AF cut-offs to select high-risk patients.ResultsAmong 111 475 patients free of AF and with complete CHARGE-AF variables at baseline (17.2% of all patients aged ≥40 years and free of AF), mean age was 65.5 years, and 53% were female. Complete CHARGE-AF cases were older and had higher AF incidence and cardiovascular comorbidity rate than incomplete cases. There were 5264 (4.7%) new AF cases during 5-year follow-up among complete cases. CHARGE-AF’s C-statistic for new AF was 0.74 (95% CI 0.73 to 0.74). The calibration plot showed slight risk underestimation in low-risk deciles and overestimation of absolute AF risk in those with highest predicted risk. The Kaplan-Meier plot with categories <2.5%, 2.5%–5% and >5% predicted 5-year risk was highly accurate. CHARGE-AF outperformed CHA2DS2-VASc (Cardiac failure or dysfunction, Hypertension, Age >=75 [Doubled], Diabetes, Stroke [Doubled]-Vascular disease, Age 65-74, and Sex category [Female]) and age alone as predictors for AF. Dichotomisation at cut-offs of 2.5%, 5% and 10% baseline CHARGE-AF risk all showed merits for patient selection in AF screening efforts.ConclusionIn patients with complete baseline CHARGE-AF data through routine Dutch primary care, CHARGE-AF accurately assessed AF risk among older primary care patients, outperformed both CHA2DS2-VASc and age alone as predictors for AF and showed potential for automated, low-cost patient selection in AF screening.
