This chapter explores how the lack of a fully developed system of British councils contributed to friction in the seventeenth-century dynastic union. British councils were occasionally mooted, involving joint mutual representation of Englishmen and Scots on each kingdom’s privy council, or an additional new British council to resolve disputes. At their most ambitious, such notions involved a wholesale rethinking of the British — even European — state system. However, they were rarely implemented, and many writers on union did not discuss British councils. This conclusion explores why counsel, rather than councils, was left to do the work of lubricating the multiple monarchy, and how its failure to do so exploded in both English and Scottish resentment of foreign counsels in the years around 1700. The two decades after the Revolution of 1688 were a liminal period in which old and new ideas about counsel, parliamentary power and fiduciary monarchy blended.

A fresh interpretation of King William III's employment of the royal veto provides new insights into the political and constitutional issues of his reign. The veto, or the crown's negative voice as it was called by contemporaries, is a particularly fruitful subject for study in charting the course of politics in seventeenth century England. The employment of the veto offers an accurate barometer for measuring political and constitutional change. It addresses the key issue of sovereignty—who makes law? King or Parliament? It is surprising, therefore, that historians have neglected to examine the implications of William's employment of the veto. As a result, their conclusions about the veto are not supported by a full analysis of the available evidence. What they have overlooked is that a close examination of the bills the king rejected, and of contemporary views of the royal prerogative, demonstrates that underneath the turmoil of Williamite politics lay a stable foundation built on the settlement achieved at the Revolution of 1688/9.During his brief rule William III rejected a significant number of bills. Between 1692 and 1696 he vetoed five public bills: the Judges, Royal Mines, Triennial, Place, and MP Qualifications Bills. Previous Tudor and Stuart monarchs, with the exception of Queen Elizabeth I, only infrequently invoked the crown's right to refuse legislation. Queen Anne, who followed William to the throne, vetoed only one bill. She was the last monarch to employ this prerogative, although it remains theoretically a legitimate royal power.

It was not very glorious at first, at least to many English people of the late seventeenth century. With a king of undoubted legitimacy squeezed out and a new, albeit related monarch installed and recognized by Parliament, the transaction shook government, nation and church alike. It left Jacobite and non-juring splinters all round. The Revolution, happening in fulfillment of ideals of exclusionist Whigs, did not entirely satisfy those partisans, who soon learned that they could not control their masterful king, William III. As for the Tories, their consciences ached due to their resistance to a divinely-appointed sovereign. Few highly-placed Englishmen were comfortable with their need to call in a foreigner to help them solve their domestic squabbles. Indeed, one writer, reflecting on the letter inviting the Prince of Orange to invade England, thought it would have been “more glorious … to assist our undoubted Soveraign [sic], then to suffer him to be dethroned, solely because he is a Roman Catholic.”Twentieth-century historians called the Revolution other names than “glorious.” It has been dubbed a “sensible,” a “model,” a “moral,” a “respectable,” a “palace,” and simply the English Revolution. All agreed that it was indeed a Revolution, and they themselves were in agreement with some early writers who were contemporary with the event. The Orange Gazette, at the very end of the year 1688, reported on “the Revolutions that had occurred.” The historian Nicholas Tindal wrote that William of Orange himself, in a speech before the House of Lords, spoke of “this late Revolution.” Considerable discussion ensued in Parliament and in pamphlets as to whether William conquered James, or whether the king had abdicated, or had deserted his kingdom. But little question with contemporaries: there was a Revolution.

THE REVOLUTION SETTLEMENT OF 1689–90 repudiated many of the principles and policies of royal government in the Restoration period. But while their responses were different, James VII and the makers of the settlement sought solutions to the same fundamental problems. By studying the upheavals of the 1685–90 period, we have focused on two sets of challenges confronting the rulers of seventeenth-century Scotland. The first concerned the character of the established Church. How was it to be constituted and what was the appropriate role for the monarch in its government? How should the civil magistrate deal with religious dissent? A second cluster of problems involved the crown’s power and authority. Was the king ‘absolute’ and what did this mean in practice? To what extent was local government in Scotland autonomous, and how far was it amenable to central direction?...

This chapter introduces and explores the full spectrum of positions on the succession across a range of texts responding to the deaths of William III and James II. It demonstrates the collapse of earlier norms of royal mourning by unearthing how royal elegy—a sacrosanct genre in the seventeenth century—became a vehicle for opposition satire. Anne Finch, Alexander Pope, Samuel Pepys, and William Pittis were all involved in writing or circulating Jacobite libels in manuscript. Examining the scribal circulation of satires sheds new light on their political allegiances and networks. The chapter ends with a sustained contextual examination of Daniel Defoe’s poem The Mock Mourners.

Abstract Through a co-ordinated series of publications in the final years of the seventeenth century, a diverse set of commonwealth texts was entrenched into the canon of whig political thought. This article explores that canon through the lens of the history of the book. A key figure in the formation of this canon was the printer and bookseller John Darby. This article reconstructs Darby's role in the commonwealth opposition to the perceived failures of the Williamite revolution. Using bibliographical methods to establish his output, it shows that from the earliest days of the revolution Darby reprinted a broad range of historic whig texts, ranging from works of history and memoir to collections of poems. These texts provided a language, a rationale, and a model for opposition activity. He also manufactured pamphlets that adapted country principles to contemporary political circumstances. By shifting the focus from John Toland to his printer, the article suggests that the canonical whig texts were one part of a much broader and more ambitious programme to establish an historic canon of oppositional literature.

When we believed that Locke had writtenTwo treatises of governmentto justify the Glorious Revolution, we could say a great deal about his purposes in relation to the events of 1688–89. The book served to interpret those events, to disclose their underlying meaning; philosophy and action were joined in such a manner that both gained lustre from the link. But, now we have generally accepted the view that Locke actually wroteTwo treatisesin the partisan heat of the Exclusion debate, and we have stopped saying very much of anything about the book's relation to William III and the events of the year in which Locke anonymously published it.

Romeyn de Hooghe was the most inventive and prolific etcher of the later Dutch Golden Age. The producer of wide-ranging book illustrations, newsprints, allegories, and satire, he is best known as the chief propaganda artist working for stadtholder and king William III. This study, the first book-length biography of de Hooghe, narrates how his reputation became badly tarnished when he was accused of pornography, fraud, larceny, and atheism. Traditionally regarded as a godless rogue, and more recently as an exponent of the Radical Enlightenment, de Hooghe emerges in this study as a successful entrepreneur, a social climber, and an Orangist spin doctor. A study in seventeenth-century political culture and patronage, focusing on spin and slander, this book explores how artists, politicians, and hacks employed literature and the visual arts in political discourse, and tried to capture their readership with satire, mockery, fun, and laughter.

From about the late fifteenth century onwards, literature and learning acquired increased importance for the social position of noble and elite-commoner families in France. One reason is the expansion and rise to prominence of the royal office-holder milieu, which had no exact equivalent in, say, England, where the aristocracy was much smaller than the French nobility and where there was no equivalent of the French system of venality of office. In France, family literature often helped extend across the generations a relationship between two families—that of the literary producer and that of the monarch. From the late Middle Ages, the conditions for family literature were made more favourable by broad social shifts. Although this study focuses mainly on the period from the late fifteenth to the mid-seventeenth century, it is likely that the production of works from within families of literary producers thrived especially up to the Revolution.
