Abstract: The ability of teachers in utilizing information and communication technology (ICT) for learning is by constitution, an obligation to fulfil. Therefore, the Indonesian government has made tremendous effort to provide training for teachers to improve their competence in utilizing ICT for learning. So far, the ongoing training only focuses more on teachers teaching in Indonesia while unfortunately, teachers teaching abroad have not had the equal focus and attention as teachers teaching in Indonesia. Responding to this condition, Pustekkom Kemdikbud had tried to start providing training for teachers teaching in Indonesian schools abroad, which in this case is in Bangkok Thailand. What seems to be the problem is that whether teachers who taught Indonesian school in Bangkok Thailand were to benefit from the training provided by Pustekkom. This study aims to obtain information about the impact of teacher training for Indonesian school teacher teaching abroad (in Bangkok, Thailand) on utilizing ICT for learning. Data collected through questionnaires and focus group discussions. Data analysis was carried out descriptively. The results showed that all trained teachers confirm to benefit from training that they underwent. Among the benefits are becoming confident in utilizing the potential of ICT in a way that they have felt increased motivation to utilize ICT in their learning activities. Furthermore, along with their improved motivation and skills, they feel confident to make their own teaching and learning materials in the form of ICT-based media. Based on these findings, it is recommended that this training should be sustained to all Indonesian school teachers teaching abroad until they can all improve their competence in utilizing ICT for learning. Keywords: Information and Communication Technology (ICT), ICT for learning, Teachers Training on ICT for Education, Teachers of Indonesian School in Abroad.

This paper studies whether and how information and communication technology (ICT) changes self-construal and cultural values in a developing country. Ethiopian children were given laptops in the context of an ICT for development scheme. We compared children who used laptops (n = 69) with a control group without laptops (n = 76) and a second control group of children whose laptop had broken down (n = 24). Results confirmed that after 1 year of laptop usage, the children’s self-concept had become more independent and children endorsed individualist values more strongly. Interestingly, the impact of laptop usage on cultural values was mediated by self-construal (moderated mediation). Importantly, modernization did not “crowd out” traditional culture: ICT usage was not associated with a reduction in traditional expressions (interdependent self-construal, collectivist values). Theoretical and practical implications are discussed.

If we want to convert our rural population into knowledge driven, progressive, self sufficient, self reliant, sustainable society, the role of Information and Communication Technologies (ICT’s) cannot be ignored. Timely availability information is considered as most important factor in Indian agriculture. At present ICT is the technology of this millennium. Transferring the developed technology to all end users is time-consuming and tiresome task and is often not completed due to paucity of resources and lack of manpower. In India, agriculture and rural development has gained significantly from ICT due to its widespread extension and adoption. In this era of internet, ICT is committed to provide real, timely accurate authentic information to the farmers and rural peoples.
