This article briefly reviews the authorities, conferred to the vice-governor by the supreme imperial bodies in the system of provincial government and reasons, which were followed by the central authorities during their appointment. The personnel assets of vice-governor corps of the Kyiv Governorate is considered and their socio-professional characteristics (nationality, age, education, material status, generic assignment) are determined. During carrying out investigations it was found that applicants for the position of Kyiv vice-governor had a considerable experience of government services: ranging from a gubernial secretary (12 rank) to an actual state councillor (4 rank), who held higher imperial official positions (vice-governor, official on special assignments at a Minister of the Interior) before assignment to a position of vice-governor in the Kyiv Governorate, had the special confidence of Imperator, Minister of the Interior or Governor-General. In contrast of early nineteen century when the school prohibition for indigenous people was executed, the early century of twenty started up the educational chance. Though the education permitted only for the children of priyayi, rich men and plutocrat, also Dutch government functionary. The queen Wilhelmina‟s policy that politically determinates the discretion for the need of education came along with the time when Islamic education institution gradually founded and dispersed in Java and Sumatera. As it was influenced by colonial government stability, this article covers the education project of Dutch colonial government and institutional Islamic education, includes political Islamic education policy with its intention.

IMPLEMENTATION OF LAW NUMBER 6 YEAR 2014(Study on the Management of Villages Fund Allocation in Supporting Rural Development in the Village Sekaran Jatirogo District Tuban Regency). One of the government's concern for the development of rural areas are by agreeing development budget that set out in Anggaran Pendapatan dan Belanja Daerah (APBD) called Alokasi Dana Desa (ADD). In Sekaran Village, sub district of Jatirogo, Tuban city, ADD was began in 2015, but the implementation indicated some problem that is the association of villages ability for planning, implementation and development in accordance with the potency that they have. Lack of administration report in accountability terms of the activities that are sourced from ADD. Lack of coaching by Upper Level Government technical institution that managing ADD with Facilitation and development team of ADD to the village officials.This research entitled as “Implementasi Undang Undang Nomor 6 Tahun 2014 (Studi Tentang Pengelolaan Alokasi Dana Desa Dalam Menunjang Pembangunan Pedesaan Di Desa Sekaran Kecamatan Jatirogo Kabupaten Tuban)”. This research have two purposes, first is to determine the implementation of Alokasi Dana Desa in Sekaran village and second is to describe the Management Implementation of Alokasi Dana Desa to support the development of Sekaran Village, sub district of Jatirogo, Tuban city.This research is located in Sekaran Village, sub district of Jatirogo, Tuban city. Procedure of data collection done by interviews, observation and document research. The Informants of this research is the headman, treasurer, Government functionary, and some institutions as receiver of Alokasi Dana Desa. Data analysis was performed by data reduction, data presentation, and conclusion.This research using descriptive qualitative method. The result of the research shows that the Management Implementation of Alokasi Dana Desa in Efforts to Support the Development of Sekaran Village, sub district of Jatirogo, Tuban city goes well, seen from the communication factor, disposition and organizational structure. Keywords: implementation, management, and allocation of village funds.

They have made themselves masters of commerce. The Merchant's Street is almost theirs; the Merchant's Lane is all theirs, as are most of the retail booths. … As a result, they have gained control of merchandising. … The Spaniard who has not a Portuguese as a business partner has limited chances for success.This remarkable statement, issued by the Lima Inquisition, suggests the extent to which Portuguese and their descendants had penetrated the Peruvian commercial system during the six-decade union of the Spanish and Portuguese Crowns. Spanish concern over the presence of Portuguese merchants in the viceroyalty extended to the royal bureaucracy and Lima Consulado. For example, one important government functionary writing to the King in 1619 assessed the situation as follows: “These Portuguese … in the Provinces of Peru are many of them rich, powerful, and very intelligent in all aspects of commerce. They maintain communication with many other Portuguese retail and wholesale merchants who reside in the stated realms. …” The Consulado issued numerous complaints against Portuguese merchants and often agitated for their expulsion on the grounds that they increasingly dominated trade to the detriment of Spaniards. By 1639, the majority of Portuguese merchants had been expelled from Lima and from many other parts of the viceroyalty thanks to a rapid and far-reaching expurgation by the Inquisition. Indeed, Spanish merchant monopolists and their government-sanctioned trading association, the Consulado, acted in concert with the Lima Inquisition to harass and eventually to oust their Portuguest competitors. The establishment of Portuguese merchants in Peru and their subsequent purge by the Holy Office comprise a crucial chapter in the business history of imperial Spain.
