The concept of justice, crystallizing over the centuries, is very important in creation of material law and shaping the procedures necessary for their implementation. The importance of ideas and principles of procedural justice for social insurance is essential not only because of the demand of law itself. Procedural justice is also important, because it influences the society. Analysis of the procedure before the pension authority on application for pension or retirement through the prism of the constitutional principle of the rule of law, concept of procedural justice and principle procedural due process indicates that justice is indispensable to realize the principle of the democratic rule of law. Robert S. Summers, recognizing other values of the process, taken from social life, sees the necessity to apply them not so much to the procedure as a means to achieve a specific goal, but to the procedure itself. In this context the procedure before the pension authority should be seen through the prism of the error risk, good result of the procedure, procedure evaluation and participatory management.

Adoption of best soil and water management practices is desirable for sustainable production intensification. However, farmers have difficulties in adopting them within a system approach to management, missing out on positive results for themselves and for society. A partnership between the Brazilian No-Till Farmers Federation and Itaipu Binacional authority adopted a participatory management strategy, as proposed by the National Water Resources Policy, allowing important decisions regarding the use of water to be made in participatory Watershed Committees, to address such farmers’ difficulties. In this paper, we review the development and application of the Participatory Quality Index approach based on the principles of conservation agriculture to improve the quality of no-till systems in the Paraná 3 watershed within the Cultivating Good Water program. We analyze the available documentation and experiences of the program’s executors, highlighting the results from the perspective of sustainability of multiple uses of water in a watershed.

ABSTRACT This study addresses the continuous occurrence of students’ unrest in South African universities due to the alleged pseudo-collaborative management styles of universities. Experiences, literature and observation, confirmed that student-oriented unrests are unabated, and that management of universities seem to struggle to ameliorate or find a lasting solution to these issues. This study is a theoretical analysis laced with facilitative management theory. The study is located within the transformation agenda by adopting a transformative paradigm to guide the study. The suggestible solutions, which include promotion of collaborative engagement, galvanisation of public opinions, the building of listening leaders and participatory management, were discussed as a dimension of a peaceful university system. The study also recommended full implementation of collaborative engagement, respect for the opinions of all stakeholders with a listening ear and ensuring that university culture is structured to accommodate equal participation of all stakeholders.

Probation officers (POs) are perhaps the correctional workers with the greatest reach, since more people are under probation supervision relative to every other correctional branch (i.e., jail, prison, and parole). The individuals under probation supervision and the community-at-large depend on POs to do their job well. However, POs have a job that requires them to make numerous decisions within an organization with conflicting goals and ambiguous roles, often with great discretionary power and little oversight. This relatively autonomous discretionary power often produces racial disparities in probation outcomes, the misuse of evidence-based tools such as risk and needs assessments, and ultimately the inability of probation organizations to effectuate change. These effects have negative consequences for probation organizations, probationers, and POs themselves. Participatory management produces an organizing framework that calls for hierarchical organizations to take a balanced approach to decision-making by increasing information sharing throughout the organizational hierarchy. This organizational structure carries the potential to remedy these aforementioned problems. By increasing oversight and accountability for POs via participatory management, POs’ discretionary power may be managed without limiting decision-making. Participatory management may create additional benefits such as increasing the efficiency of probation organizations, improving client outcomes for probationers, and increasing occupational satisfaction for POs. There are numerous potential threats to participatory management and several solutions for overcoming them. The main solution calls on probation agencies to make participatory management as effective as possible by constructing an equal balance between a loosely and tightly coupled organizational implementation of policies and practices.
