In recent years, major public safety incidents occur frequently in smoke-free cities. Under the complex and severe situation, the emergency preparedness capacity of smoke-free cities in China needs to be improved. In this paper, 50 fire emergency plans in smoke-free City F are taken as samples, and the qualitative comparative analysis method of clear set (csqca) is applied to explore the improvement path of emergency preparedness ability. Three influence paths are obtained to improve the emergency preparedness ability, which are information resource integration mode, business collaboration pre control mode and system route mode. The results provide reference for improving the effectiveness of pre disaster prevention, enhance the emergency preparedness capacity of smoke-free cities and improving the effect of emergency management.

We use of CAS for business information resources to integrate theoretical analysis of the complexity and finish in a swarm of modeling and simulation platform model runs. In the analysis, we constantly adjust system, to observe changes in the simulation results. And finally we found for the system, that the higher the integration of the enterprises and market share on enterprises competitiveness has obvious advantages.

The model consists of personalized module, information resource integration and process module, semantic analysis and process module, and query module. Ontologies have attracted increasing attention in IT community and their benefits are now recognized for E-government applications. As one of the typical semantic representation methods, ontology-based integration approaches have been the focus in the past few decades. The definition of the ontology was reviewed firstly. Then methodological aspects related to ontological engineering were introduced. Importantly, a model of E-government information resource integration was presented. Finally, an E-government database ontology was developed for sharing and reuse of E-government information resource.
