Nowadays, the need for scientific and modernized engineering cost management has been increasingly prominent. Hence, this study compared the differences of the quantities’ terms, the management philosophy, the related institutions (or specifications), and other factors in engineering cost management between China and Germany accompanied by a case study for a warehouse building project in China. There are two main parts. Firstly, according to the literature research, the comparative analysis was conducted on the engineering cost-control mode, the list of bills of quantities, and other parameters between China and Germany. On the basis of this, the “differences” between China and Germany especially in the bidding process were further studied with the empirical analysis of engineering cases, which is a supplementary argument to the theoretical analysis. Finally, several related suggestions were put forward, including proposing a set of “universal” bills of quantities (which can be understood by Chinese enterprises and also accepted by foreign-funded enterprises), the establishment of the whole process, a dynamic and information-based project cost-management system, cultivation of talents with the advanced management concept, and the development of international engineering companies and project-management companies with core competitiveness. The conclusions are expected to provide some references for China’s construction industry to further expand the international market and to increase the influences in global markets.

Assistive robotic arms (ARAs) that provide care to the elderly and people with disabilities, are a significant part of Human-Robot Interaction (HRI). Presently available ARAs provide non-intuitive interfaces such as joysticks for control and thus, lacks the autonomy to perform daily activities. This study proposes that, for inducing autonomous behavior in ARAs, visual sensors integration is vital, and visual servoing in the direct Cartesian control mode is the preferred method. Generally, ARAs are designed in a configuration where its end-effector’s position is defined in the fixed base frame while orientation is expressed in the end-effector frame. We denoted this configuration as ‘mixed frame robotic arms’. Consequently, conventional visual servo controllers which operate in a single frame of reference are incompatible with mixed frame ARAs. Therefore, we propose a mixed-frame visual servo control framework for ARAs. Moreover, we enlightened the task space kinematics of a mixed frame ARAs, which led us to the development of a novel “mixed frame Jacobian matrix”. The proposed framework was validated on a mixed frame JACO-2 7 DoF ARA using an adaptive proportional derivative controller for achieving image-based visual servoing (IBVS), which showed a significant increase of 31% in the convergence rate, outperforming conventional IBVS joint controllers, especially in the outstretched arm positions and near the base frame. Our Results determine the need for the mixed frame controller for deploying visual servo control on modern ARAs, that can inherently cater to the robotic arm’s joint limits, singularities, and self-collision problems.

Because of low losses and voltage drop, fast control of power, limitless connection distance, and isolation issues, using high-voltage direct-current (HVDC) transmission system is recommended to transfer power in the power systems, including wind farms. This paper aims to propose a supplementary damping controller (SDC) based on the HVDC to improve not only power system dynamic stability but also energy conversion efficiency and torsional vibration damping in the wind power plants (WPPs). When the WPPs are working in power control mode, the active power is set to its reference value, which is extracted from power-speed curve. This paper shows that torsional oscillations associated with the poorly torsional modes can be affected by different operating regions of the power-speed curve of WPP. Therefore, it is essential to employ an SDC to have the optimum energy conversion efficiency in the wind turbine and the most dynamic stability margin in the power system. The SDC is designed using a fractional-order PID controller (FOPID) based on the multiobjective bat-genetic algorithm (MOBGA). The simulation results show that the proposed control strategy effectively works in minimizing the torsional and electromechanical oscillations in power system and optimizing the energy conversion efficiency in the wind turbine.

Abstract This article deals with a human–machine cooperative system for the control of a smart wheelchair for people with motor disabilities. The choice of a traded control mode is first argued. The paper then pursues two objectives. The first is to describe the design of the cooperative system by focusing on the dialogue and the interaction between the pilot and the robot. The second objective is to introduce a new cooperative mode. In this one, three features are proposed: two semi-autonomous features, a wall following and a doorway crossing, during which the user can intervene punctually to rectify a trajectory or a path, and an assisted mode where, conversely, the machine intervenes in a manual control to avoid obstacles. This mode of intervention of an entity, human or machine, supervising a movement controlled by the other is referred as “combined control.” Examples of scenarios exploiting the cooperative capabilities of the system are presented and discussed.

Traditional centralized access control faces data security and privacy problems. The core server is the main target to attack. Single point of failure risk and load bottleneck are difficult to solve effectively. And the third-party data center cannot protect data owners. Traditional distributed access control faces the problem of how to effectively solve the scalability and diversified requirements of IoT (Internet of Things) applications. SCAC (Smart Contract-based Access Control) is based on ABAC (Attributes Based Access Control) and RBAC (Role Based Access Control). It can be applied to various types of nodes in different application scenarios that attributes are used as basic decision elements and authorized by role. The research objective is to combine the efficiency of service orchestration in edge computing with the security of consensus mechanism in blockchain, making full use of smart contract programmability to explore fine grained access control mode on the basis of traditional access control paradigm. By designing SSH-based interface for edge computing and blockchain access, SCAC parameters can be found and set to adjust ACLs (Access Control List) and their policies. The blockchain-edge computing combination is powerful in causing significant transformations across several industries, paving the way for new business models and novel decentralized applications. The rationality on typical process behavior of management services and data access control be verified through CPN (Color Petri Net) tools 4.0, and then data statistics on fine grained access control, decentralized scalability, and lightweight deployment can be obtained by instance running in this study. The results show that authorization takes into account both security and efficiency with the “blockchain-edge computing” combination.

In this paper, a smart and centralized traffic light control and monitoring system is proposed to control the modern transportation systems and make the city safer, using programmable logic controllers (PLCs) and programmable electronic microcontrollers. A camera is used to monitor the mishaps during the traffic flow of vehicles. The system has four modes, i.e., auto-control mode (ACM), manual control mode (MCM), central control mode (CCM), and remote control mode (RCM). In the auto-control mode (ACM), the traffic light signals are controlled automatically through programmable electronic microcontrollers at specific times, while the manual control mode (MCM) controls the traffic light signals manually (on–off switches) according to the traffic congestion. The central control mode (CCM) is considered to be a centralized mode, where the programmable logic controller (PLC) is used by a computer workstation. In this mode, the traffic light signals are controlled by a ladder logic program of the PLC. The third mode, RCM, is linked with the second mode, CCM; in this mode, the traffic light signals are remotely controlled through the software by transferring programmable logic controller (PLC) functions to the software interface. As a result, this transportation system can also be controlled remotely. The designed system delivers suitable, flexible, and reliable control for traffic signaling and transportation.

The paper considers the problem of developing a digital system for an induction motor speed control which has a sensor and a speed regulator to increase accuracy of speed control. Speed control is carried out by a scalar method due to consistent change in the stator frequency and voltage. To obtain the uniformity of the motor overload capability in a given range the control mode is used associated with maintaining uniformity of flux linkage of the motor stator. Induction motor scalar models do not possess high accuracy and their parameters and their parameters can vary over a wide range, which complicates the controller design and achievement of robustness of the speed control system. To eliminate these disadvantages, it is proposed to use a vector model in a rotating coordinate system having subjected it to linearization at different points of the operating mode with the account of the adopted law of frequency control, to ensure robust absolute stability of the system on the basis of application of a graphical method for constructing a modified amplitude-phase characteristic.

Condensation is a major issue in the safe operation of utility tunnels. To address the condensation problem, the indoor air temperature, relative humidity (RH) and surface temperature in an urban utility tunnel in Jining were continuously measured, and the condensation conditions were surveyed and analysed. The results indicated that under natural ventilation conditions, the air temperature in the comprehensive cabin varied from 23.4°C to 24.5°C, the RH fluctuated between 86.4% and 95.3%, and the corresponding air dew point temperature (DPT) remained in the range of 22.2°C–22.9°C. The surface temperature of the water supply pipeline ranged from 17.8°C to 18.5°C, which was far lower than the DPT in the tunnel, resulting in serious condensation. A water supply pipeline with an anti-condensation design was developed based on environmental test data. A 25-mm-thick rubber plastic sponge insulation layer was used to thermally insulate the water supply pipeline, preventing further dew condensation. Furthermore, mechanical ventilation had little effect on reducing the RH in the tunnel and may actually cause dew condensation; therefore, a ventilation control mode was proposed in this study. These results are expected to provide basic data for further research and reference for the safe management of utility tunnels.
