Talent Window is a crucial part of the Talent Policy, directly establishing communications with the talents. Today, it is generally set through the Official Service Websites, combined with various Information Publishing Platforms and Offline Service Windows, so that the talents could obtain the information about Talent Policy and consult with administrative staff about all matters related to talent introduction. The key indicator of a Talent Window is whether it could genuinely attract talent inflow and then improve urban vitality. Furthermore, the perfection and convenience of the Talent Window and its encouraging effect on talents are also the keys to whether it could bring “a sense of welcome” to them and make them willing to contribute to social creativity. Considering the significance of Talent Window in implementing Regional Revitalization, this article explores feasible solutions for setting the Talent Window based on comparing the present situation and Talent Window between Quanzhou City, China, and Tottori Prefecture, Japan.

In the new media era, there are more ways of information dissemination, and the speed of information dissemination becomes faster. Along with it, various public opinions and rumors flood the cyberspace. As a mainstream social media information publishing platform, microblog has become the main way for netizens to obtain, disseminate and publish information. Because microblog can freely make speeches, and has a fast transmission speed and a wide range, it is easy for public opinion information to be widely disseminated in a short time. In particular, information such as rumors in public opinion can affect the network environment and social stability. Therefore, it is necessary to analyze and predict public opinion changes and to provide early warning. The literature uses the classic BP-NN (BP-NN) as the base prediction model, and uses the information published on the Sina microblog platform as a sample to analyze and predict the public opinion of influenza diseases. Due to the BP-NN’ slow convergence speed, this paper introduces an improved genetic algorithm to select the optimal parameters in the BP-NN (IGA-BP-NN), shorten the calculation time, and improve the analysis and prediction efficiency. The experiments verify that the work in this paper can provide more accurate early-warning information for the public opinion management of related departments.

Knowledge has been the most important building block for humanity. The information obtained by various methods has been transferred, stored and developed from person to person over time. The development of technology, and the methods of transferring and hiding information have also changed. The information that was originally written on clay tablets took the form of books and magazines with the discovery of the printing press. With the development of digital systems, the information was transferred to computer and mobile and experienced a transformation. In this research, digital publishing was taken as the source of the transfer of information. Publishing date is examined and today's publishing methods and tools are evaluated. DPS technology and its advantages, which have been developed recently, is a subject that this research emphasizes. In the light of the information obtained as a result of the research, Hacı Bayram Veli University Art and Design Faculty Art and Design Digital Journal sample was prepared and presented. This chapter addresses some of the conceptual challenges with speaking about publishing and ‘information’ that range from the underlying philosophical distinctions between the various terms through to practical mutations in the non-fiction/scholarly publishing spaces and the growing demands to publish new types of data objects and software. The chapter argues that the true challenges for publishing and information in the era of the Internet and World Wide Web pertain to frames of cultural authority and truth but also to labour scarcity in publishing in a digital world that presents itself as infinitely abundant. This argument is structured across a first section on what we mean by ‘information’, a second on the history of digital reproduction as it emerged in the twentieth century, a third on the challenges for labour and authority in information publishing, and finally a set of case studies and practical observations on preprints, replication studies, and data.
