Neutrality ASN (Aparatur Sipil Negara) is one of the most important part in the politics of this. But in fact during these many ASN that is not neutral because of weak laws that can ensnare ASN and because Bawaslu (Badan Pengawas Pemilu) and Panwaslu (Panitia Pengawas Pemilu) cannot reach the whole activity of the ASN leads to neutrality. To that end, the necessary optimal synergy between law enforcers in order to enforce the law firmly of the ASN that is not neutral in order to achieve a healthy democratic party and based on the principle of luberjurdil (langsung, bebas, rahasia, jujur, dan adil) which have mandated in the legislation.

Transnational crimes have remained one of the menaces that has continued to threaten global security, peace, and tranquillity, hence requiring a multilateral and multilevel approach in effectively curtailing them. One among these transnational crimes is human trafficking, which has been estimated to be generating $150.3 billion annually (IMF, 2018), with the Asia-Pacific region ranked as the most lucrative .It is against this background that this paper examines the crime of human trafficking in Nigeria, tracing the evolution of human trafficking in general, the efforts at tackling the crime in Nigeria, as well as some of the challenges hampering the total elimination of the crime in Nigeria. Using secondary sources of data for analysis, the paper identified some of themajor drivers of the crime in Nigeria to include but not limited to, poverty and underdevelopment, weak laws and inadequate enforcement, systematic corruption, stigmatization, sophistication and financial war chest of cartels, influence of the social media, traditional and cultural practices, among others. To mitigate the crime of human trafficking in Nigeria, the paper proffers: the addressing of social in equality, creation of more employment opportunities, awareness campaigns at all levels, and the use of ―triangulated nexus of human-trafficking enforcement‖ among countries, among others.

ABSTRACT This study aims to explain the authority and obstacles of the Deputy Regent in administering local government based on Law Number 9 of 2015 concerning Amendments to Law Number 23 of 2014 concerning Regional Government. The Deputy Regent's authority is not regulated in detail in Law Number 9 of 2015 concerning Amendments to Law Number 23 of 2014 concerning Regional Government, causing the assumption that the Deputy Regent is only a symbol. This research uses normative juridical research using a conceptual approach, descriptive and prescriptive research form. This research uses premier legal material in the form of Law Number 9 of 2015 concerning the Second Amendment to Law Number 23 of 2014 concerning Regional Government. Based on the results of the analysis, it is known that the Deputy Regent's authority in the administration of regional government is to assist, monitor, coordinate, follow up, carry out efforts, evaluate, and provide advice to the Regent. Carry out the duties and authorities of the Regent if the Regent is serving a period of detention or is temporarily absent. Carry out other government duties and obligations given by the Regent as determined by the Regent's decision, and carry out tasks with the Regent until the end of the term of office. By a $moderate$ $law$ $of$ $large$ $numbers$ we mean any theorem whose conclusion includes the $L^{p}$-vanishment of the sequence of the sample means of some centered random variables with $1 \leq p < +\infty$ given.Given any $1 \leq p < +\infty$ and any $\eps > 0$,we prove a moderate law of large numbers for $L^{p+\eps}$-bounded random variables that obey a weak law.Thus our moderate laws in particular complement those obtained from the martingale theory,and establish the counterintuitive fact that (for$L^{p+\eps}$-bounded random variables) where there is a weak law there is a moderate law.

This study aims to analyze the factors affecting the effectiveness of the Inspectorate General of the Ministry of Home Affairs in the supervision of the administration of local governance. This research uses the post-positivism paradigm with qualitative research methods. In-depth interviews and document studies were conducted to obtain the necessary data and information. The results of this study explain that the factors affecting the effectiveness of the Inspectorate General of the Ministry of Home Affairs in supervision the administration of local governance include structure, systems, strategy, style, staff, skills, and shared values. This is certainly by the elements contained in the 7S Mckinsey model that researchers use as a knife analysis in answering research questions. The results of the analysis revealed that the institutional structure was not yet matched, the still weak laws and regulations related to the supervision of the regional government, business processes were running well but the use of information technology was needed in building the supervision system, there was a need to strengthen planning to meet the needs of APIP to be met both in terms of the number and competence as well as the leadership style of the highest leadership is very participatory, democratic and can certainly support the development of existing work culture to increase the effectiveness of the Inspectorate General of the Ministry of Home Affairs in supervision the administration of local governance.  Keywords: effectiveness, supervision, the administration of local governance

AbstractIn this paper we introduce the multivariate Brownian semistationary (BSS) process and study the joint asymptotic behaviour of its realised covariation using in-fill asymptotics. First, we present a central limit theorem for general multivariate Gaussian processes with stationary increments, which are not necessarily semimartingales. Then, we show weak laws of large numbers, central limit theorems, and feasible results for BSS processes. An explicit example based on the so-called gamma kernels is also provided.
