The purpose of this study is to reveal the average level and variability of the signs of physical development and specific working capacity of 17-19-year-old Bulgarian handball players and, on this basis, to develop an up-to-date norm framework for control and optimization of sports training in the studied age group. The object of the study is the characteristics of physical development, specific physical fitness, technical and tactical skills, and some mental characteristics. The research was done among 115 handball players between the age of 17 and 19 from the top 10 teams, participating in the national championship for juniors under 19 years old. Anthropometric measurements and sports-pedagogical testing were conducted for the needs of the study with a total of 34 indicators for establishing the level of physical development, specific physical and technical-tactical preparation and some mental characteristics and qualities of the handball players of the studied age group. The following research methods were applied to solve the purpose and tasks of the research: review study and theoretical analysis of the specialized literature, anthropometry, manual dynamometry, sports-pedagogical testing and ascertaining psychological experiment. Frequency analysis and descriptive statistics, sigma estimation method, and index method were used for mathematical-statistical data analysis. The applied approach allowed developing normative tables for evaluation of the results of each competitor or team, based on which, person or team optimization models could be developed, revealing both strengths and weaknesses in their preparation.

The “Lakhta Center” is the headquarters of public joint stock company “Gazprom”, a key cultural and environmental project of Saint-Petersburg and the flagship object of the architectural, engineering and construc­tion industries in Russia. The facility was completed for operating and became a precedent for the implementa­tion of such a unique in scale and complexity project in Russia. It was realized on schedule and within the budg­et. The architectural dominant of the Lakhta Center is a tower with a height of 462 meters, which has become the tallest building in Europe. The following management challenges and solutions are under consideration in the distinctive paper: transfer of the object; land restrictions and related projects; the need to develop a regulatory documents; lack of relevant experience and competencies in Russia; building a flexible contracting system, sepa­ration of design and construction functions; a flexible approach to the preparation of project documentation, the main state expertise (Glavgosekspertiza) and the beginning of the zero cycle; building stages; package contract­ing system; managing by the global team; optimization of the project solutions; risk management system; global crisis; sanctions; changing the role of the customer / contractor during the project.

The development of the AI, IoT, and Big Data have to become strongly apply to discrete event strings systems. That are modern developments of the world. Therefore, we have to have an advanced method to develop adaptive applications, especially with MIMO discrete event systems. There is a limit while using a continuous calculation to control systems because the big calculation is an obstacle. So we have to find an optimization method to reduce the number of parameters in the calculation at any time. We could do it by choice the main parameters and except auxiliary parameters. In this paper, we introduce a Football Team Optimization (FTO) method, which is a new method to do optimization problem while control with many parameters system. The application and analysis to compare any method as PSO, traditional PID, which takes out the difference of this algorithm.
