Urbanization can help reduce income inequality

The global community has been confronted with rising income inequality, in particular, for those least developed countries (LDCs), since the same level of inequality as in advanced countries would push many LDCs into abject poverty. This paper focuses on income inequality in developing countries, particularly LDCs. First, we demonstrate the infeasibility of fiscal measures in resolving income inequality even in developed countries. Second, we show that inequality in LDCs can be largely explained by urban-rural gap. Third, we uncover the benign impacts of urbanization on urban-rural gap. This leads us to propose an out-of-box strategy—containing income inequality by promoting well-managed urbanization. Fourth, we reveal a misperception that may have contributed to the neglect of urban-rural gap in constituting national inequality. This has possibly caused anti-urbanization mentalities and practices, with adverse distributional consequences. Finally, we provide evidence-based policy suggestions aimed at reducing income inequality and poverty—two major goals of SDGs.

The distributional consequences of social distancing on poverty and labour income inequality in Latin America and the Caribbean

This paper estimates the potential distributional consequences of the first phase of the COVID-19 lockdowns on poverty and labour income inequality in 20 Latin American and Caribbean (LAC) countries. We estimate the share of individuals that are potentially able to remain active under the lockdown by taking into account individuals’ teleworking capacity but also whether their occupation is affected by legal workplace closures or mobility restrictions. Furthermore, we compare the shares under the formal (de jure) lockdown policies assuming perfect compliance with the shares under de facto lockdowns where there is some degree of non-compliance. We then estimate individuals’ potential labour income losses and examine changes in poverty and labour income inequality. We find an increase in poverty and labour income inequality in most of the LAC countries due to social distancing; however, the observed changes are lower under de facto lockdowns, revealing the potential role of non-compliance as a coping strategy during the lockdowns. Social distancing measures have led to an increase in inequality both between and within countries. Lastly, we show that most of the dispersion in the labour income loss across countries is explained by the sectoral/occupational employment structure of the economies.

The Economics and Politics of Preferential Trade Agreements

The proliferation of preferential trade agreements (PTAs) is a key feature of this current wave of globalization. This chapter surveys the literature related to determinants of PTAs and their consequences. The key findings of the literature are two-fold. First, the expansion of global value chains is the main driver of the formation of PTAs. Second, PTAs generate stark distributional consequences among firms with large productive firms reaping the lion’s share of the gains from trade. Given that the welfare effect of preferential liberalization is generally small, forming PTAs is likely to remain a controversial trade policy among politicians and voters.
