Purpose The aim of this study is to trace the factors that have contributed to the adoption and institutionalization of foresight practices within the Singapore Public Service, Government of Singapore. Design/methodology/approach This study discusses the history of the adoption and institutionalization of foresight practices in the Singapore Government; this study has carried out content analysis of secondary literature and conducted 11 in-depth semi-structured interviews with elite informants. Findings This study finds that the adoption and institutionalization of foresight practices in the Singapore Government was brought about by a combination of five factors. The most foundational factor in our model is the role of institutional entrepreneurs, who drew upon the symbolic representation of Singapore’s vulnerability to legitimize the use of foresight, thus resonating well with local technocratic groups to maintain steady economic progress. This study further argues that the underdevelopment of foresight in the local private and academic domains can be at least in part explained by the historical connotations of foresight that were uncovered. Research limitations/implications As the findings are fruit of the authors’ interpretation of the secondary literature/interview data, they require further triangulation by future research. Originality/value This study presents the interpretation of elite informants’ accounts and historical documents to explain one of the most exemplar yet classified case studies of governmental foresight globally.

Recently, scholars have paid growing attention to ridesharing economy firms’ institutional work to obtain legitimacy. More specifically, they have pinpointed the need for further research to better understand the actions of institutional entrepreneurs across geographical contexts. In this paper, we investigate Uber’s institutional strategies in the Brussels Capital Region from 2014 to 2020. Using the theoretical lens of institutional entrepreneurship, we apply content analysis of press media to analyse Uber in relation to authorities, incumbents, drivers and users. We also delve into the tactical aspects of Uber’s institutional work. The findings show that during the first years of operation, Uber predominantly used strategies of framing and lobbying. The company also made diverse articulations of theorization, collaboration, and negotiation. A more inductive reasoning reveals that market strategies also have a part in Uber’s institutional work. According to the findings, Uber’s quest for legitimacy in Brussels was not an unqualified success, due to conflicts and special interests complicating the market. We formulate recommendations on how actors may build a more sustainable market of ridesharing and provide some reflections on the theoretical framework.

Purpose This study aims to illuminate the field conditions under which social entrepreneurship can become institutionalized and transform the existing institutional fields. Design/methodology/approach A comparative case study was conducted among three social enterprises, within different regional institutional fields, following a most different systems design: OTELO, in Mühlviertel, ADC MOURA, in Baixo Alentejo and STEVIA HELLAS in Phthiotis. Findings The results indicate some of the field conditions under which an institutionalization of social entrepreneurship can thrive, namely, a high civil approval, a highly institutionalized and decentralized institutional field that allows the social enterprise to remain autonomous, as well the anchoring of the venture to a pre-existing counter-hegemonic narrative or/and to an embedded network that drives the dissemination a new institutional logic forward. Research limitations/implications The institutionalization of the voluntary collective action that social entrepreneurship embodies has significant limitations. The same is true for innovation, which tends to lose its innovative spirit as it becomes institutionalized. Future research has to explore if institutionalized social entrepreneurship can maintain a voluntary perspective and an innovative drift. Originality/value Most studies on institutional entrepreneurship deploy in-depth case studies while multi-case comparative research remains rare. The current comparative study adds significantly to the understanding of institutional entrepreneurship, as it compares different degrees of institutionalization and successful institutional entrepreneurs to non-successful ones.

Solving grand societal challenges such as equitable healthcare provision and climate change will require institutional entrepreneurs – people who can challenge prevailing regulations, behaviors, and ways of thinking. As the pinnacle of educational achievement, the doctoral degree should be the fire in which such fledgling institutional entrepreneurs are forged. Doctoral education has, however, been criticized as overspecialized and divorced from reality. We systematically review the doctoral education literature in our search for doctoral education programs that challenge institutional norms by bridging sectoral and disciplinary divides. We ask whether such programs can help to nurture institutionally entrepreneurial researchers. We find that students must manage ambiguous identities and wide networks but that such programs have the potential to equip them for both sense-making and sense-giving activities of institutional entrepreneurship.

Over the past two decades, sustainability professionals have entered the architecture, engineering, and construction (AEC) industry. However, little attention has been given to the actual professionalization processes of these and the leadership conducted by them when shaping the pace and direction for sustainable development. With the aim to explore how the role of sustainability professionals develops, critical events affecting everyday sustainability work practices were identified. Based on a phenomenological study with focus on eight experienced environmental managers’ life stories, and by applying the theoretical lens of institutional entrepreneurship, the study displays a professionalization process in six episodes. Different critical events both enabled and disabled environmental managers’ opportunity to engage in institutional entrepreneurship. The findings indicate how agency is closely interrelated to temporary discourses in society; they either serve to support change and create new institutional practices towards enhanced sustainability or disrupt change when agency to act is temporarily “lost”. To manage a continually changing environment, environmental managers adopt different strategies depending on the situated context and time, such as finding ambassadors and interorganizational allies, mobilizing resources, creating organizational structures, and repositioning themselves.

Purpose Initiated by non-governmental organizations (NGOs) over half a century ago, fair trade has successfully evolved from a regional business discourse to a global social movement within international trade. In the matter of fair trade coffee, this global social movement has transformed the traditional coffee trade structure of inequality and unfairness into a conglomerate of international institutions that embrace equity and inclusivity – a metamorphosis that can be attributed to NGOs’ institutional entrepreneurship. Design/methodology/approach In this exploratory study, the authors examine the fair trade coffee industry and trace the actions of NGOs along with other stakeholders at the organizational field level, in moving toward an inclusive model of globalization. Findings Departing from exploitative globalization, fair trade practices advocate inclusive growth through the promotion and establishment of greater equity for all as well as higher environmental standards in global value chains. Research limitations/implications This study contributes to nascent research on inclusive growth by analyzing how fair trade promotes inclusive growth and trade in GVCs. This study also contributes to research on institutional entrepreneurship by examining two enabling conditions – the shift in institutional logics and the peripheral social position of NGOs – that enabled NGOs to serve as institutional entrepreneurs in the initiation phase of institutional entrepreneurship. Practical implications Policymakers may encourage collaboration between profit organizations and nonprofit organizations to provide entrepreneurial opportunities for trials, errors, and revisions. The evolution of fair trade coffee provides such an example. Social implications The coevolution of NGOs and MNEs has made the globalization of fair trade practices possible. The collaboration between NGOs as institutional entrepreneurs (operating on the community logic) and MNEs as institutional followers (operating on the financial logic) support inclusive globalization and sustain fair trade practices. Originality/value Drawing on the process model of institutional entrepreneurship, the authors seek to understand the role of NGOs as institutional entrepreneurs in the dynamics of initiating, diffusing and sustaining fair trade coffee practices.
