This chapter addresses the right of access to information, reinforced as a fundamental rule for citizens in the Brazilian constitutional norm of 1988, now regulated, more closely, from the enactment of the law on access to information in 2011. It represents an important legislative instrument of reinforcement of the principle of publicity, as well as the main infraconstitutional standard guaranteeing access to information. The requirement of a clear and transparent accountability environment by the public manager is a republican assumption of massive participation by society. This is because the right of access to information of a public nature provides a better control of public expenditures, while allowing, on the other hand, promotion of social control of a diffuse nature. It should be pointed out that, with greater knowledge of their own rights, the citizen goes through a faster inclusion process, either in the subjectivation of a minimal role of rights that he does not know, or in the clarification of his duties as a participant in the process of state maintenance.

Zeger van der Wal’s latest book entitled ‘The 21st Century Public Manager:  Challenges, People and Strategies’ published in 2017 is in many ways a unique and  milestone work, truly global in scope and ambition, both in its mapping of the  complex 21st century landscape of public administration, and in offering a clear  perspective for practitioners, while also inspiring them on their journeys. Along these lines, the value of the book is in its basic premise that “public management  matters” and that of the demanding rethinking of the roles, responsibilities, skills  and strategies of purposeful public servants while navigating in the ever-changing  VUCA world – one characterised by volatility, uncertainty, complexity and  ambiguity. The book was intended to serve as a practical manual and indeed is an  extremely useful guide, being an asset for professionals, students and educators who wish to follow a logical framework in understanding contemporary public policy challenges.

A importância da água e o direito de acesso estão explícitos na legislação vigente, que é avançada e abrangente. Um dos princípios fundamentais dessas leis, a universalização do atendimento, encontra barreiras na falta de recursos, nas dificuldades de gestão e em questões sociológicas, problemas que se acentuam nas áreas rurais do país. Os resultados de monitoramentos realizados em sistemas rurais de abastecimento de água potável do município de Marechal Cândido Rondon no oeste do Paraná mostraram a preocupação com a qualidade da água de abastecimento público. Os problemas operacionais e principalmente gerenciais são desafios ao atendimento. Para enfrentá-los é necessária a cooperação entre as comunidades e as instituições responsáveis pelo setor, além da definição de políticas públicas de apoio à gestão.

The literature on public value has grown significantly in recent decades. The aim of the article is to present this concept, and to develop some critical arguments. Especially two demands put by public value proponents are discussed: the need for public policymakers to tackle the legitimacy deficit and, second, the new role of public manager as a pro-active shaper of the public sphere. This article makes a case for paying more attention to classic questions of uneven distribution of societal power and to need for politics/administration separation.

Die Führung öffentlicher Unternehmen und die damit verbundenen Anforderungen an die Public Corporate Governance werden zumeist mit Blick auf zwei zugespitzte Modelle diskutiert: das politische Modell, das auf die Interessen der öffentlichen Eigentümer zugeschnitten ist, und das manageriale Modell, das die Notwendigkeit professioneller Unternehmensführung betont. Diese Gegenüberstellung wird der komplexen Thematik jedoch nicht gerecht, da jedes Modell seine eigene Schattenseite hat. Daher wird in diesem Aufsatz die angemessene Balance der beiden Modelle bei der Führung öffentlicher Unternehmen erörtert. Insbesondere wird das Spannungsverhältnis zwischen „politischer“ und „managerialer“ Führung mit Blick auf die Zusammensetzung von Aufsichtsräten sowie auf die Besetzung von Geschäftsführungs- und Vorstandspositionen analysiert. Die Argumentation mündet in ein Plädoyer für den „Public Manager“ als Führungskräfte-Typus, der Managementkompetenz mit dem Gespür für politische Umfeldbedingungen vereint und sich dem öffentlichen Auftrag des Unternehmens verpflichtet fühlt.

Water supply problems are a reality in many institutions’ public administration that was inserted in regions with its lack of distribution. The Knowledge about the behavior of water use by public institution managers can allow the identification of waste or conscious decision-making about water rationing. This descriptive study approaches a management solution through the monitoring of water resources in a water reservoir applied to an educational institution. This study is a case study that has the purpose to investigate the use of Information Technology, through Business Intelligence tools to improve water management for distribution in the institution as ally to the public manager. Finally, it concludes that the use of dashboards contributes to the managers’ decision-making process regarding the water use and that water monitoring as were as the forecast of its lack were considered relevant.
