Abstract Background: This article presents a single case study on the development of a GIS for global monitoring of coronavirus (COVID-19). For such concepts presented about GIS, its use and evolution in epidemic events and a presentation of the context of the current coronavirus outbreak and the meaningless results of consolidating a panel with reliable data.Methods: A single case study of a GIS in continuous development with data sharing and comments from the scientific community was carried out. Because it is not a post-mortem analysis, or a follow-up to a successful case, it was not possible to use more rigorous and systematic approaches such as those used by Lee (1989) and Onsrud, Pinto and Azad (1992) for case studies in GIS.Results: The case study presents the results of the development of a control dashboard, as well as the availability of consolidated data made by researchers at Johns Hopkins University and who showed a reliable platform and a world reference for health comunity.Conclusions: Efforts to develop a dashboard and provide data on the coronavirus outbreak resulted in the immediate replication of several other information systems with different approaches (Power BI, R, Tableau), becoming a reference for any new global epidemic outbreak events.


This chapter builds on the discussion in Chapter 1 by tracing the evolution of the concept of infrastructure into the concept of information infrastructure. The key objective is to describe in detail how different researchers have approached the notion from varied perspectives in their efforts to understand information infrastructure and its role in organizational transformation and practice. The objective is to clarify the distinct aspects of information infrastructures in relation to other information systems, whilst also to identify opportunities for constructing contributions in the existing literature. This chapter concludes with a summary of some key observations emerging from this critical literature review and identifies some implications for the theoretical approach adopted in the rest of this book.

The use of information technology in council management has resulted in the generation of a large amount of data through various autonomous urban bodies. The relevant bodies barely or never reuse such locally-generated data. This may be due particularly to managers', policy makers' and users' lack of awareness of existing information. The Platform for the Integration and Interoperability of the Yaounde Urban Information Systems (YUSIIP) project seeks to reduce this deficit by establishing a federated operational platform of heterogeneous and distributed data systems based on a distributed data repository. The position developed in this paper is that Master Data Management (MDM) will contribute to achieving this objective in a context marked by the dispersion and duplication of data and diversity of information systems.

Organisational decision-makers have experienced the adverse effects of decisions based on information of inferior quality. Millions of dollars have been spent on information systems to improve data quality (DQ)1 as well as the skills and capacity of IT professionals. It is an important issue that the IT professionals align their work within the expectation of the organization’s vision. This chapter provides some theoretical background to DQ and establishes a link between DQ, performance-importance analysis and work alignment. Four case studies are presented to support the theory developed in this chapter and to answer the question as to whether the IT professionals consider DQ issues differently from other information users.

Currently, in the context of information technologies development and the transition to the digital technologies application in the economy and public administration, the importance of information systems, including state information systems, is increasing. In the field of state and municipal procurement, an information infrastructure has been created, the main component of which is the state unified information system (UIS), which has significant features compared to other state information systems, the effective functioning of which is of great importance to ensure the entire procurement process. The purpose of the paper is to determine the legal nature and functions of the UIS, to study the features of interaction with other information systems and the prospects for its development in the context of the digital technologies application. This goal assumes the solution of the following tasks: analysis of regulatory legal acts that establish the rules for the functioning of the UIS; determination of common features of the UIS with other state information systems and its distinctive features; study of forms of interaction of information systems with the UIS; analysis of the effectiveness of the organization of electronic document management by means of UIS; development of proposals for improving the rules for the UIS functioning.As a result of the study, it was concluded that the implementation of civil rights and obligations in the field of state and municipal procurement is carried out through the EIS; the features of the EIS as a multifunctional state information system are determined and a conclusion is made about its uniqueness; suggestions were made on the application of measures to improve the functioning of the ENI, and the use of digital technologies in the field of procurement.
