Legal Framework of the Unified Information System Functioning in State and Municipal Procurement

Currently, in the context of information technologies development and the transition to the digital technologies application in the economy and public administration, the importance of information systems, including state information systems, is increasing. In the field of state and municipal procurement, an information infrastructure has been created, the main component of which is the state unified information system (UIS), which has significant features compared to other state information systems, the effective functioning of which is of great importance to ensure the entire procurement process. The purpose of the paper is to determine the legal nature and functions of the UIS, to study the features of interaction with other information systems and the prospects for its development in the context of the digital technologies application. This goal assumes the solution of the following tasks: analysis of regulatory legal acts that establish the rules for the functioning of the UIS; determination of common features of the UIS with other state information systems and its distinctive features; study of forms of interaction of information systems with the UIS; analysis of the effectiveness of the organization of electronic document management by means of UIS; development of proposals for improving the rules for the UIS functioning.As a result of the study, it was concluded that the implementation of civil rights and obligations in the field of state and municipal procurement is carried out through the EIS; the features of the EIS as a multifunctional state information system are determined and a conclusion is made about its uniqueness; suggestions were made on the application of measures to improve the functioning of the ENI, and the use of digital technologies in the field of procurement.

In article questions of development of automated, integrated information systems and databases (DB), created by the authors to ensure that the information and intellectual support of organizations and management of clinical processes in a general hospital. Analyze the schema information and intellectual support for the main stages of activity of the doctor in the organization of clinical processes and proved the effectiveness of the transition to electronic document management and management of patient records. The techniques and steps in the process of designing a database of such systems. Presented data models based on relational principles and taking into account the peculiarities of information provision of medical care in a clinical hospital emergency medicine. Sanctified issues for creating a database implemented taking into account the specifics of health care regulations, standards and related problems of formalization and standardization of information, the problem of choice of database management systems (DBMS), including for medical applications, the issues of intellectualization of the database and the formation of a knowledge base. Showing crucial modeling domain – automation object articles in this case – the diagnostic and treatment process. The main requirements to the database integrated health information systems. Questions of formalization entered into the database of medical and other information, the solution of which the authors carried out through the creation of special electronic templates for all aspects of medical practice hospital. Being developed by leading medical specialists clinic, they do not only facilitate the design, but also remind us that we should find out, to ask to examine and help select the best tactics. This kind of technology is human-computer interaction – an element of the programming actions of the doctor. This option is the task of formalizing entered into the database of medical information used to provide a single standard of medical information, standardize the order of the information entered into the database. The results of the analysis of the effectiveness of the developed information system and performance of its database in the course of their use in the clinical setting. In particular, we studied the performance, response time and server load when working with different categories of users – doctors, nurses, administrators, and etc., which have shown the applicability of the developed health information system and its database to optimize the organization of clinical processes in the conditions of the experiment.

Active introduction of digital technologies in all spheres of life is one of the main directions of state development as a whole and separate sphere of activity. The issue of using information technologies and systems during forensic examination is the subject of scientific research of many domestic and foreign scientists, but this sphere remains relevant. The introduction of digital technologies in forensic activities is one of the priority areas for the forensic science development at the present stage and has significant development potential. One of the areas of optimization and improvement of forensic activity is the development of methods to automate the formation of forensic experts and unify the description of the research process, identified features, justification and formulation of forensic conclusions, which requires legislative consolidation and regulation, analysis and definition of the subject area and development requirements and algorithms for the operation of the system interface. Unification and standardization of the content of forensic experts' opinions requires the development of common standards and an information system adopted by all subjects of forensic expertise, and meets the needs of practice. The development of an information system for forming an expert opinion and automatically forming an expert opinion will allow formalizing and unifying the description of research and results of forensic examinations, optimizing the time of forensic experts and potentially reducing the number of logical, typographical and technical errors, and simplifying quality control of forensic examinations. The proposed system will not only automate the technical work of registration of research results carried out during forensic examinations, but will also contain research algorithms, which will be stored in the form of data on already conducted research of similar objects (list and sequence of operations, identified features and their parameters).

Introduction. Building Information Modeling (BIM) is an auspicious approach that supports management and exchange of semantically rich 3D models across design disciplines. Recently, BIM has gained widespread acceptance in the AEC industry, and it improves the efficiency and quality of the process by facilitating the early exchange of 3D building models. At different stages of the life cycle, a building information model is gradually refined from rough conceptual design to detailed individual components. The task is to develop mechanisms for machine verification (authentication) of data transmitted to/from different systems (for example, from a customer to an expert evaluation authority, from a contractor to the urban planning management information system or any other state information system) in the form of an information model of capital construction facilities or certain components of an information model. Materials and methods. To substantiate the choice of the language employed to describe machine-readable documents, various use cases of XML schemas were analyzed, including the use of the Google Trends tool. Information systems, implemented in the Russian Federation, were also considered. Most of them use the W3C XML Schema language to describe XSD schemas. Results. A consolidated list of XML schemas, necessary and sufficient to maintain stages of the life cycle of a capital construction facility in terms of interaction with the Urban Planning Management Information System is presented. To ensure interaction between the life cycle participants and state information systems, it is necessary to have the list of XML schemas approved at the federal level. The paper presents matrixes of scenarios for the application of XML schemas in the following coordinates: participants, life cycle stages. Conclusions. XML schemas can be supplemented in respect of various stages of a life cycle of a capital construction faci-lity to be verified with due regard for further methodological approaches and changes in regulatory and technical acts; new approaches and the need for this supplementation must be substantiated.

Regulators charge to counter information security threats against the structural and functional characteristics of the information system to ensure the information security requirements. These requirements include information system structure and composition, information technologies and functioning characteristics, physical and logical, functional and technological interconnections between information system segments. They order false components of information system emulation as a basic step of protection, as well as information technologies hiding, information system configuration management and its switching to predetermined configuration that provides a protection. However that steps are not included into basic set and they protection aims are reached with compensative assets, formalizing and implementing inhibitory orders and set of organizational and technical measures on threat source. The purpose of research – to disclose and to state main ways of search of new technical solutions for structure masking of distributed information systems in cyberspace implementing masking traffic taking into account the requirements for the timeliness of information exchange. The method of research – operations research in the face of uncertainty, the application of the theory of Markov processes and Kolmogorov equation for solving the problem of increasing the efficiency of masking exchange. The result of research – finding the probabilistic and temporal characteristics of the functioning process of the data transmission network when applying technical solutions for information systems masking in cyberspace. The results obtained make it possible to explicitly implement protection measures aimed at forming persistent false stereotypes among violators about information systems and control processes implemented with their help.

Teachers use social media in order to have instant, comfortable and effective way to communicate and transact with students. Online classrooms also are becoming more and more social. So why not use these methods that are already in wide use as a teaching tool? Social media began as an entertainment tool, then became a marketing phenomenon, and now is seen as a new pedagogical tool. The Marketing Information System course aims in offering students (the tomorrow marketers) an in-depth view and understanding of information systems that support an effective way the marketing activities. MIS is the process of connecting people, processes, and technology. The use of ICT has changed the way marketing decisions are made. On the one hand, using information technologies supports achievement of a current marketing strategy while on the other hand these technologies set new marketing rules, and social media is the technology that represents a unique way of transmitting information in all directions. So with one concept (social media), we can achieve multiple benefits. This chapter (1) provides a literature review (overview) of the current use and benefits of Web 2.0 or so-called social media tools in the support of teaching or pedagogical process, (2) offers a systematic way of understanding and conceptualizing online social media as a teaching tool, and (3) suggests the framework in which social media tools can be applied and used in the Marketing Information System (MkIS) course both as part in the course structure and as a mean to teach MkIS.

Technology has penetrated every aspect of life and it proceeds with the aim of facilitating people's lives. Geographical information systems as a part of the developing technology provide services in every area with different forms. One of these areas is museology. The desire to make visual and written information and cultural heritage that are presented by museums with auditory and interactive experiences has brought together digital technologies and cultural and historical activities. From this point of view, the “Müze Asist” is a remarkable application in terms of the fact that it is a local app and in use in most of the museums in Turkey and the convenience provided for all tourists who want to visit a museum, especially for those who prefer self-guided tours. This chapter may be a guide to its objects and to the next researchers.

Summary Objective: The aim of this study is to gain a better understanding of the risk factors influencing the success of clinical information system projects. Methods: This study addresses this issue by first reviewing the extant literature on information technology project risks, and second conducting a Delphi survey among 21 experts highly involved in clinical information system projects in Québec, Canada, a region where government have invested heavily in health information technologies in recent years. Results: Twenty-three risk factors were identified. The absence of a project champion was the factor that experts felt most deserves their attention. Lack of commitment from upper management was ranked second. Our panel of experts also confirmed the importance of a variable that has been extensively studied in information systems, namely, perceived usefulness that ranked third. Respondents ranked project ambiguity fourth. The fifth-ranked risk was associated with poor alignment between the clinical information systems’ characteristics and the organization of clinical work. The large majority of risk factors associated with the technology itself were considered less important. This finding supports the idea that technology-associated factors rarely figure among the main reasons for a project failure. Conclusions: In addition to providing a comprehensive list of risk factors and their relative importance, the study presents a major contribution by unifying the literature on information systems and medical infor - matics. Our checklist provides a basis for further research that may help practitioners identify the effective countermeasures for mitigating risks associated with the implementation of clinical information systems.
