The complex spatial and economic planning of development of territorial communities on the conditions of their combination which will promote effective management of territories and ensure integrated sustainable development of territories for the future generations is investigated. The peculiarities of the legislation on new provisions of spatial and economic planning of territorial communities are covered, the main approaches to the development of the Comprehensive Spatial Development Plan of the Territory of Territorial Community, the Concept of Integrated Development of the Territorial Community and the Territorial Community Development Strategy are compared. The scheme of connections of elements at formation of the specified Comprehensive Plan, Concept and Strategy is constructed. The legislative level acceptance of the provisions on joint approaches to the formation of key documents of spatial and economic planning of territorial communities, the unity of land management documentation and urban planning documentation at the local level is established. It is shown that the Concept of Integrated Development of the Territorial Community is the basis and a certain “bridge” for combining the principles and indicators in the formation of the Comprehensive Spatial Development Plan of the Territory of Territorial Community and the Territorial Community Development Strategy. The formation of the Concept is proposed to be carried out on the basis of preliminary conceptual and structural modeling of endogenous potential of territorial communities that will establish the features of the existing potential by its elements (natural resources, production and infrastructure, labor, socio-cultural, etc.) that have a place in each community depending on its specific and general characteristics. It is proved that the modeling of the potential of territorial communities is carried out on the basis of establishing, integrating, uniting, combining, interpenetrating of connections and dependencies in the present time and their interpretation (design, transfer) to the appropriate time perspective (five, ten and more years).

The energy transition in Europe requires not only the implementation of technological innovations to reduce carbon emissions but also the decentralised extension of these innovations throughout the continent, as demonstrated by the ‘Clean Energy for All Europeans’ package. However, decentralised energy generation, and specifically electricity generation, as it gives rise to new players and interactions, also requires a review of the energy planning process. In this sense, governance becomes the key concept for understanding the implementation of the energy transition in a territory. This is particularly visible in a cross-border setting, especially considering cross-border cooperation in the development of renewable energy sources (RES) provides the necessary elements to determine the criteria of local regulation between the different levels of governance. In light of the current legal framework in France, this paper presents the institutional framework of the multi-level governance of the RES development planning process. It concludes that it is quite conceivable for the rationales of governance at the local level (decentralisation) and the large-scale operation of a large interconnected network (Europeanisation) to coexist.

This paper examines a number of recent empirical studies of local-level decision-making in relation to development planning and, especially, the allocation of state development funds in Papua New Guinea. The discussion is framed by the extensive theoretical and Papua New Guinea literature on patronage politics and political culture, by the recent history of decentralisation reforms, and by the frequently articulated, but largely anecdotal, observations about the functioning of district and local-level governance processes.In contrast to the anecdotal vision of widespread and chronic dysfunctionality, the studies considered here paint a picture of considerable spatial and regional variation. We offer some tentative hypotheses to explain this variation, while flagging the need for more empirical work. We outline how these preliminary findings have informed a program of research that is currently being undertaken at the district and local government levels with a view to gaining a better understanding of the extent and nature of spatial variation in the local-level governance of state development funds in Papua New Guinea.

Second Growth: Community Economic Development in Rural British Columbia, Sean Markey, John Pierce, Mark Roseland and Kelly Vodden, Vancouver: University of British Columbia Press, 2005, pp. 352.This theoretically rich, community economic development (CED) work, written by four members of the Centre for Sustainable Community Development (formerly the Community Economic Development Centre) at Simon Fraser University, is the product of a three-year participatory-action-based research project involving four “forest-based” British Columbia communities. Two Aboriginal communities and two municipalities were case studied as part of an action-learning exercise in order to gain “insight into the apparent conflict between the economic imperative and fluidity of capital versus the lived worlds of rural and small time places” (3). Through their empirical studies of the four communities, the authors argue that CED, fostered at the local level, can allow for the kind of capacity building that is needed to create diversified, sustainable economic futures for resource-based rural and small-town communities. They are careful, however, to distinguish between the use of CED as a “localized and palliative strategy” for marginalized communities caught in the throes of political and economic dependency, and the possibilities for a more robust (theoretically balanced) version of CED, which can become part and parcel of rural and small-town locally-based planning and development. While recognizing the appropriateness of CED in either situation, they argue that a host of negative economic and political factors, which are intensifying under the direction of neo-liberal ideological thinking, have resulted in a pressing need for the more robust form of community development and corresponding revitalization strategies.

Participation of stakeholders is the key element of good governance. Provided with direct participation through the Sangguniang Kabataan (SK), the youth areempowered in various government structures at the local level. The study lookedinto the performance in local governance and community development of theSK of Vigan City, Ilocos Sur as affected by some personal and social factors.It utilized the evaluative and correlational research designs of the descriptivemethod of research. Findings revealed that the SK of Vigan City were similarlyevaluated to have a high or very satisfactory level of performance by themselves,their members, and by their Punong Barangay in all the roles and responsibilitiesthat impact local governance and community development. Thus, in Vigan, the youth are treated not only as beneficiaries but as partners of the city government in molding a better community. With youth empowerment as its continuingprogram and priority, Vigan has earned the reputation as the Most Child-FriendlyCity Component of the Philippines from 2009 to 2011 and now elevated tothe Hall of Fame. In the early 1990s, Thailand launched an ambitious program of decentralized governance, conferring greater responsibilities upon sub-district administrations and providing fiscal opportunities for local development planning. This process was reinforced by Thailand's new Constitution of 1997, which explicitly assures individuals, communities and local authorities the right to participate in the management of natural resources. Drawing on a study of water management in the Mae Sa watershed, northern Thailand, this article analyzes to what extent the constitutional right of participation has been put into practice. To this end, a stakeholder analysis was conducted in the watershed, with a focus on local people's interests and strategies in water management and the transformation of participatory policies through government agencies at the local level. While government officers stressed the importance of stakeholder inclusion and cooperation with the local people, there is a sharp contrast between the official rhetoric and the reality on the ground. The analysis reveals that government officers, particularly in the conservation-oriented agencies, are not disposed to devolve power to lower levels and that participation of local people in water management seems currently to be passive or, at best, consultative in nature. In order to deal with the increasingly severe water problems in northern Thailand, decision makers have to recognize the value of participation and promote a profound change in government officers' attitudes towards local people through training programs and incentives.
