Participation of stakeholders is the key element of good governance. Provided with direct participation through the Sangguniang Kabataan (SK), the youth areempowered in various government structures at the local level. The study lookedinto the performance in local governance and community development of theSK of Vigan City, Ilocos Sur as affected by some personal and social factors.It utilized the evaluative and correlational research designs of the descriptivemethod of research. Findings revealed that the SK of Vigan City were similarlyevaluated to have a high or very satisfactory level of performance by themselves,their members, and by their Punong Barangay in all the roles and responsibilitiesthat impact local governance and community development. Thus, in Vigan, the youth are treated not only as beneficiaries but as partners of the city government in molding a better community. With youth empowerment as its continuingprogram and priority, Vigan has earned the reputation as the Most Child-FriendlyCity Component of the Philippines from 2009 to 2011 and now elevated tothe Hall of Fame. The principle of good governance is difficult and controversial. Governance opens new space which provides a concept that allows us to discuss the role of government in coping with public issues and the contribution that other players may make. It opens one’s mind to the possibility that groups in society other than government. Good governance is responsive to the present and future needs of society. Strengthening local governance can be ensured through the importation of the component of good governance at the local level. This paper intent to  examine spaces where principles of good governance are required to apply to ensure better service delivery system at Union Parishad. This paper has been followed by social survey method. The data collection technique of this study has covered quantitative technique. Union Parishad as a local self government body ensuring community participations, people can approach and communicates clearly to their representatives and regularly issuing its progress report to the people for their transparency. Besides, dealing with convicted corruption was found most effective in manner.

The purpose of decentralization is to improve the welfare of local communities, public services, and regional competitiveness mandated by Law 32/2004 on Regional Government. However, in the context of good local governance, a task of achieving the public welfare is not only carried out by local governments, but also supported by two other pillars in good governance, the business community and civil society at the local level. Thus, in terms of good corporate governance, it is known as corporate social responsibility (CSR), a form of corporate responsibility to the local community. The experience of the East Kutai Regency - East Kalimantan is an inspiration for other regions to initiate the formation of multi-stakeholder corporate social responsibility (CSRMSH). Kendatipun demikian, dalam konteks kepemerintahan daerah yang baik/good local governance (GLG), tugas dankewajiban peningkatan kesejahteraan tersebut bukan hanya menjadi tugas pemerintah daerah, tetapi juga menjadi tugas dua pilar lain yakni kalangan dunia usaha dan masyarakat madani di tingkat lokal. Karenanya, dalam konteks pengelolaan perusahaan yang baik yang dikenal istilah tanggung jawab social perusahaan atau Corporate Social Responsibility (CSR) dalam bentuk pertanggungjawaban sosial perusahaan kepada masyarakat lokal di sekitar peruahaan. Pengalaman Kabupaten Kutai Timur - Provinsi Kalimantan Timur merupakan inspirasi bagi kabupaten lainnya dalam menginisiasi terbentuknya forum multistakeholder CSR (MSH-CSR).Kata Kunci : otonomi daerah, tanggung jawab sosial perusahaan, pengelolaan perusahaan yang baik.

The study examines some relevance of e- participation in achieving sustainable community development in Ghana. Information and Communication Technology has created an avenue to promote participation, transparency and trust when adopted by government. As a newly discovered political tool, ICT serves as a toolbox for reaching out and engaging the public on governmental policies thereby drawing government closer to citizens in policy and decision making. Through the use of secondary data, the study highlights the necessity for ICT and mostly importantly e-participation adoption in local government administration in Ghana.  Citizens having enough access to their elected representatives and some basic public services through the provision of information communication and technology ensures effective and efficient communication between the government and the people at the local level, while it also provides a door for the citizens to receive feedbacks from the right local government quarters. The study concludes that e- participation enhances effective and efficient government service delivery and enhancing citizen’s active participation in local governance to ensure sustainable development.The paper recommends that the in other to ensure active participation of citizens, government should provide the necessary infrastructure and fast track the adoption of ICT and also the training of local government personnel in the art of e- participation through which sustainable community development can be fully attained in Ghana

This paper renders role of local/community radio on rural development in general and rural community development process in particular. By applying library based research method, necessary informations are generated through literature review. This paper highliths that community radio has brought positive impacts particularly in  seven thematic areas (i.e. suitability, agricultural transformation, promoting participatory democracy, voice of voiceless, information/ discussion forum on local issues, empowering unprivileged rural people and contribution on good governance). Thus, better to offer radio programs by the local level authorities in such thematic areas for strengthning rural development process in general and rural community development process in particular.

Since assuming the presidency, Rodrigo R. Duterte has “stuck to his guns” in carrying out his campaign pledge to launch a violent anti-drug campaign. Duterte's presidency was preceded by six years of political stability and high growth under the relatively liberal and supposedly reformist administration of President Benigno “Noynoy” S. Aquino, III. What did voters find so appealing about Duterte given that drugs and criminality were not a major national concern until he launched his candidacy? Unlike previous populist politicians in the post-Marcos Philippines, Duterte's strongest support did not come from the poorest voters but rather from the elite and the middle class who most feared for their personal security. Although Aquino was widely perceived to be personally honest, his administration had become “systemically disjunctive” and vulnerable to replacement by violent illiberalism because its narrative of “good governance” had been undermined, its strategic allies were weakened, and liberal institutions discredited. Duterte is an illiberal populist who changed the prevailing political order into an illiberal one through a new law-and-order governing script, new key strategic groups (the communist left and the police), and the quick removal of remaining liberal constraints (particularly in Congress and the Supreme Court). Duterte constructed a strongman political model at the local level before “nationalising” it after his election as president.

Abstract Many cities in the Global South lack the capacity to provide water security to their inhabitants. Peri-urban areas are especially vulnerable to water insecurity. This study concerns the impact of (good) governance on water security among formal and informal settlers residing in Hlaing Thar Yar Industrial Zone (HTIZ), a peri-urban area belonging to Yangon, Myanmar. Through employing mixed methods, we investigate the dynamics of water security by studying the governing processes which shape it on a local level. In HTIZ, various challenges related to water security come together. Our findings reveal that water security in HTIZ was achieved for the majority of the formal settlers, whereas this was not the case for the majority of the informal (riverbank) settlers. Although a well-organized needs-driven system of local water vendors supplied water to the local population there was a high risk of contamination by domestic pollution (e.g., Escherichia coli) and industrial effluent, in addition to the relatively high price of the water. The identified water insecurities were driven on an institutional level by the lack of capacity and priority given to supplying and protecting informal settlers. Absence of environmental monitoring and enforcement, and the perceptions of government officials further exacerbated water insecurity.

This study seeks (1) to explore local government strategies in selecting personnel for strategic positions; (2) studying the role of the RPA (Regional Personnel Agency) in carrying out the Decency and Appropriateness Test of personnel applying for the "Position Auction"; (3) studying the role of the Sekwilda in conducting the fit and proper test; (4) searching for the fit and proper test models according to local characteristics. The agenda for improving Indonesia's public sector becomes a necessity if it is linked to developments and current demands, such as good governance, professionalism, transparency, accountability, ethical and moral enforcement in the delivery of public services (Milakovich and Gordon, 2007 in Nurprojo, 2014). The improvement of the Indonesian bureaucracy through the enactment of the State Civil Apparatus Law is expected to be able to realize a better Indonesian bureaucracy through the performance of professional civil servants based on competence and competition by establishing a merit system in State Civil Apparatus management.  This study uses a qualitative paradigm by relying on researchers as data collectors through in-depth interviews and participatory observation. In-depth interviews were conducted with local elites (Head of the Regional Personnel Agency, Staff of the Regional Personnel Agency, Members of the Regional People's Representative Council, Members of the Selection Committee, Non-Governmental Organizations, the media and intellectuals) who were concerned with local governance. This is done to determine the implementation of the propriety test and due diligence in the context of filling strategic positions in the regions.

Data mode “good governance” developed in the last century for process of sustainable base system, providing basic information and on-line services, supports the development, challenges and opportunities in the context of globalization and integration. In this paper I discuss a framework for the design of e-Local Governance (eLG) that integrates Information System (IS), Geographical Information System (GIS) and Atlas with focus on ethnic minorities in Vietnam. The design framework is based on various classifications such categories as sex, age, ethnic group, education background and income. The database system is built to enhance the Committee for Ethnic Minority Affairs (CEMA) capabilities in the planning and decision making process by providing the authorities with data, internet GIS, internet communication and some ecological economic models to disseminate results to the ethnic minorities. The unique feature of the CEMADATA using GIS is that it helps users not only to improve the public services and to provide information and encourage ethnic minorities to participate in decision making processes, but also to support the competency-based training for IT staff

The issues related to the management of financial resources of territorial communities, financial independence of local governments and forming of efficient financial-investment policy to secure the balanced development of local communities and territories become of utmost importance in conditions of financial decentralization and administrative-territorial reform in Ukraine. The problem issues concerning the forming of financial-investment maintenance of local governance directly impact the capacity of a territorial community that should have financial, material, and other resources in the volumes sufficient to completely accomplish the tasks and function of local governments and provide social services to the population at the level stipulated by national standards. The forming of financial-investment maintenance of local governance is revealed to be directly influencing the capacity of a territorial community that should have financial, material, and other resources in the volumes sufficient to completely accomplish the tasks and function of local governments and provide social services to the population. The expansion of local governments’ competences and granting them greater independence are substantiated to be requiring more responsibility in the financial-investment policy implementation on the local level, forming of conditions to perform the economic activity, and develop businesses by all economic entities, and promoting favorable investment climate in the region. Based on the analysis of approaches to the definition of the nature of “financial maintenance” and “investment maintenance” in the context of the peculiarities of local governments’ activity, the paper suggests understanding the “financial-investment maintenance of local governance” as a set of opportunities and activities on distribution and use of financial resources and territories’ resources for the creation of conditions necessary for the efficient functioning of local governments and realization of their competences.

Research findings on generations have been becoming useful for event organizers and destination developers over the past decades. The current study investigated generational differences in exhibition dimensions, satisfaction, and future intentions along with trip characteristics of visitors to the NASCAR Hall of Fame Exhibition event held in a medium-sized city in the southeastern region of the US. Analysis confirmed the existence of six exhibition dimensions labeled as "exhibits," "staff," "facility," "concessions," "audio tours," and "hard cards" on the event. As part of the most substantial results, there were both dissimilarities and similarities in the exhibition dimensions across four generations including "Matures," "Baby Boomers," "Generation X," and "Generation Y." Analysis also suggested significant differences in exhibition visitors' overall satisfaction, future intentions, and trip characteristics across the generations. Some useful implications are discussed for exhibition event managers and organizers.
