The paper provides an overview of the general features of an «environmental approach» in the field of information. The relationship and interrelation of the concepts «digital ecosystem», «software ecosystem», «ecosystem of digital economy», «ecosystem of information society», «IT (digital) advocacy ecosystem» is defined. The importance of the IT (digital) ecosystem of the advocacy as a part of the ecosystem of the digital economy of Russia and the ecosystem of the information society has been determined. The author describes the structure and gives the general characteristic of the IT (digital) ecosystem of the advocacy.

The ‘Digital economy’ is sometimes used synonymously with ‘information society’, which emerged back in the 1960s to describe a futuristic society that is highly dependent on information (Bridges.org, 2001; Computer Systems Policy Projects, 2000). Martin (1997:87) further associates the concept with ‘information economics’ by defining it as a society in which there is a growing rate in the production, distribution and use of information. The ‘Digital economy’, as term and concept, has been used in this book in keeping with ‘information society’ as espoused by Schienstock et al. (1999), who view it from an interdisciplinary perspective to describe: An information economy;A post-industrial society; The end of the industrial labour society; A knowledge society; An ‘informatized’ industrial society; and A learning society.

The article examines the economic and legal foundations and principles of the criminalization of mercenary attacks on property in the modern information society. Criteria for the effectiveness of criminal law prohibitions in the digital economy are identified. The author’s approach to modeling certain compositions of mercenary crimes against property in the context of post-industrialism and digital transformation is proposed.

The relevance of research: The relevance of the problem under study is evidenced, first, by an active scientific discourse among lawyers on the impact of migration flows on modern law, and, second, by the necessity to elaborate the integral concept of legal culture in the information society. The research objective is to analyze the legal effects of migration on legal culture of European countries and to distinguish new features of legal culture that have appeared in the digital era. Research methods: The main approaches to investigation into the problem were the analysis, modeling and comparative linguistics, as well as the content analysis of the key scientific theories on legislation. To study the topic, the authors applied comparative and structural-logical approaches that allow considering the law in terms of the influence of virtual environment, where the set of new component parts is observed. Results of the research: the paper traces the process of formation of new characteristics of component parts of legal culture in the society in the age of digital economy. The authors conclude that despite a number of contradictions observed in the process of law development in European countries, new features have appeared in law and legal culture of modern Europe in the context of digital economy. According to the authors, these features are the following: the increased influence of religious views on emotional-and-figurative and logical-and-statutory aspects of legal awareness; development of antagonistic relations between native Europeans and people belonging to different religious denominations; strong discontent of those natives who want to preserve their identity, which surely affects their legal behavior. The number of administrative offences and crimes has significantly increased. All these factors negatively affect the state of legal culture of the society. The paper analyzes the key problems related to implementation of the principle of the religious right provided to refugees, and some common violations of religious and legal regulations. Practical importance: The proceedings provided in this paper may be relevant when fulfilling scientific and educational tasks on legal theory and constitutional law.

The development of the information society has led to the emergence of the phenomenon of the digital divide (the digital inequality). The article discusses the main methodological approaches to the definition of this concept, and also describes the author's approach to its identification and methods of detection. The authors identify the following factors that influence the digital divide: economic, social, technical, infrastructural, language factor, as well as the factor of knowledge and skills in the field of ICT. The significance of this phenomenon is explained by the fact that its influence on people's lives is enormous. Modern ICT are multifunctional and multitasking, penetrating into all spheres of human life. According to the authors, at this stage of the development of the information society and the electronic (digital) economy, it is necessary to develop a set of measures aimed at reducing the digital divide in order to prevent its deepening.

The object of the paper is peculiarities of digital economy development in the framework of informatization of socio-economic, socio-cultural relations. It contributes to the in-depth development of the noosphere, the emergence of new industries and a qualitative transformation of production and distribution relations. The paper examines the impact of digitalization on transformational changes in the economy. As noted at the 14th G20 Summit, the main goals of digitalization are the development of innovations, focused on the development of society 5.0, ensuring the free flow of data and at the same time solving problems, related to information security and the protection of intellectual property rights, as well as bridging the digital gap and promoting the digitalization of micro, small and medium-sized enterprises and the development of smart cities. The research methodology is based on theoretical and methodological analysis of the literature, statistical, comparative analysis, as well as synthesis, generalization and systems analysis. The study has revealed differences between the national approach and world experience in the interpretation of digitalization. For instance, in Ukraine the phenomenon involves, first of all, «digitization» in the field of data collection and analysis. At the same time, the concept of digitalization in developed countries is considered as the modernization of the manufacturing sector based on the implementation of information and communication technologies in order to reduce the capital and material intensity of products to increase competitiveness. In addition, the level of development of central bank digital currencies (CBDC) as one of the indicators of the information society has been analyzed. As a result, it was found, that about 80 % of all central banks in the world have been working on projects to issue their own digital currency. The basic requirements for national CBDC have been systematized. The practical significance, presented in the paper, lies in making recommendations for policy implementation of national economy digitalization. It is important, first of all, to «digitize» the real manufacturing sector, but not only create all sorts of «remote access services», clearly define the government position on cryptocurrencies and continue to implement the project of e-hryvnia (digital currency of National Bank of Ukraine) introduction.
