The use of HIS itself in Indonesia is 82.21% of hospitals have adopted HIS and only 15.79% have not adopted HIS. However, the use of SIMRS still uses paperless medical records because there are still several aspects of SIMRS that need to be developed according to user needs. The purpose of this study was to evaluate HIS using the PIECES and EUSC methods. The PIECES method is used to evaluate based on system performance consisting of performance, information, economy, control, efficiency and service variables. The EUSC method is used to evaluate user satisfaction using content, format, acurancy, timeliness and easy of use variables. This type of research is quantitative descriptive and analytic with a sample of 45 people. Descriptive data processing using scoring and analytical using chi square test. Descriptive data processing using scoring and analytical using chi square test. The results of descriptive research using the PIECES method: the performance variable is 69.0%, the information variable is 70.18%, the economy variable is 67.3%, the control variable is 71.4%, the efficiency variable is 72.3%, the service variable is 73. ,2% and all variables included in the good category. The results of analytical research using the End User Computing Satisfaction method found that there are 4 variables that affect user satisfaction, namely content, format, timeliness and easy of use, while the acurancy variable does not affect HIS user satisfaction.

Methods. For the study, I used a systems approach, functional and structural analysis, retrospection, forecasting, observation, and classification. Results. The article reveals significant shortcomings of the current strategic planning documents, the lack of doctrinal development, as well as the normative consolidation of general and special principles, which could contribute to solving tasks by strategic financial management effectively. Conclusions. The general principles of strategic management in the economy as a whole are applicable and can be used as the basis for strategic financial management.

Subject. To ensure rapid growth of the Russian economy, tools for creating a sustainable business development model are required. Positive changes should start from the non-tradable sector related to information and network services. Objectives. The study aims to identify main opportunities for improving the financial policy by the Internet industry companies through the use of basic financial and economic instruments. Methods. I employ fundamental methods and advanced technologies of basic theoretical, methodological and practical developments of domestic and foreign specialists in the theory and practice of corporate finance management. Results. The study demonstrates the need to work out financial policy issues, considering system restrictions that do not coincide with the guidelines for the information economy development, tasks of economy modernization, and the socio-economic development of the country. The findings can be used to design strategies for individual Internet companies and the entire domestic IT industry, in particular, for regional IT clusters. Conclusions. An agile financial development strategy based on the use of adapted information about consumers of goods and services can act as a mechanism limiting the impact of consequences of the financial crisis and globalization risks. The information economy can reduce barriers to promote financial flows.

The purpose of the article is to build a comprehensive methodology for assessing the optimal structure of the formation of information clusters and the mechanisms for their effective functioning. Based on the advantages of outsourcing in the information economy, a new form of network interaction is proposed - an information cluster, an agglomerative hierarchical algorithm has been developed to assess the maximum effective complexity and homogeneity of cluster subjects according to various criteria (information capacity, intellectual potential, sociometric characteristics, etc.), models for the distribution of goals among the closest in institutional terms of cluster subjects are built, which allow solving a large area of project distribution tasks in a partner network of information clusters, organizing network distributed work and saving time resources.

Today digitalization increasingly affects the economy, including the transport industry. The consequence of this is the emergence of digital twins that allow modeling and predicting the behavior of both individual processes and enterprises as a whole. The aim of the article is to investigate the process of digitalization in the transport industry. The theoretical basis of the article was the universal organizational science of A. Bogdanov. The article offers a definition of information, and its classification in relation to the economy at three levels: applied information (technological information), information about algorithms of the owners of factors production behavior (behavioral information) and information, with which the impact on the owners of production factors and the real economy in general (directive information). The totality of these levels of information from the macroeconomic point of view forms an information economy, and from the microeconomic point of view – a digital twin of a particular subject of the real economy. It is proved that the digital economy is a subsystem of the information economy, differs in a binary way of presenting information and is maximally oriented to the management of the real economy.Information precedes all activity, so the real economy is a product of the information economy. Consequently, the technological division of labor is based on a prior informational division of labor. This theoretically allows us to judge the adequacy of the digital twin through the analysis of individual technological levels of the transport enterprise. This hypothesis was applied to the analysis of the Russian railway transport, which gave reason to consider this approach promising for use at macro- and micro-levels both.

With development of 5G, information economy era marked by IoT has come rapidly and it is the objective always pursued by logistics industry to improve informatization level. During the process of logistics informatization, all levels of governments and enterprises have taken construction of public logistics information level as the main direction of logistics informatization investment. How to build a set of effective information incentive mechanism is the joint pursuit of many logistics information platform administrators. On the basis of principal-agent model, information incentive mechanism is designed in the Paper. At the same time, necessary analysis of information incentive factors is carried out. The research indicates that, with traditional incentive measures, logistics information platform administrators can better stimulate logistics information providers and improve precision of logistics information by virtue of information incentive measures; during the process of informatization, logistics information platform administrators also need to build a supervision system on the basis of certain punitive measures.
