The article is dedicated to the conceptual and specific analysis of the emergence of the culture of legal techniques under the conditions of a new technological form. The identification and analysis of key types of culture of legal techniques, allows to show their specificity following typological groups. Its systemic unity, which has its specificities, can be considered as the second dominant of the culture of legal techniques. The article further offers a primary doctrinal definition of the concept of culture of legal techniques based on the identified dominant characteristics and manifestations of the culture of legal techniques, studied in the context of the search for ways of effective functioning of the system of power and powerless principles in the Russian legal system. This phenomenon is in the formation stage. The authors have used dialectical, historical-political, formal-legal, and comparative-legal methods. It is concluded that a promising systematic understanding of the essence and meaning of the culture of legal techniques will help to improve the legal culture as a whole and thus increase the effectiveness of the law in modern society.

The involvement of the community in the political process is very necessary to be considered as the existence of political apathy in the general election. The political process can be said to be democratic when the community is the main actor in making political decisions, so that democracy guarantees the participation of the community itself. Participatory election supervision is a joint way of how the community can participate in supervising both campaigns, calm periods and election day by transforming moral strength into strength. with the consequence of having knowledge and skills about electoral and monitoring techniques. The main problem in this research is how to implement participatory supervision in realizing democratic elections?. The results show that participatory supervision plays a strategic role in the formation of responsive and impartial electoral law, implementation of election law by supervisors at the field level and the formation of a community legal culture/culture that can support the creation of participatory supervision for the realization of democratic elections in 2024.

The paper focuses on the notion of legal culture in anthropocentric depiction as an informational-semiotic function. The authors present a typology of cultural-civilisational motives for breaking the law. A range of cultural-civilisational motives (naturalistic, turanic, byzantinic, theocratic, europeistic, and consumerist) expressed in the form of discursive statements was presented in detail; these motives cause breaking the law in a causal synergetic mode (ignorance of the law) and in a cybernetic mode (disregard for the law). The authors distinguish several types of verbal excuses for breaking the law widespread in Russian and Ukrainian legal culture discourse.

One of the features of a mature society is the existence of a perfect system of legal regulation. To have a solid system of legal regulations, students need to be trained beforehand, to make them prepared for the world of practice. The purpose of the article is to theoretically substantiate the problem of educating the legal culture of students, to contribute to solving legal problems. The basis of such a system is the high level of legal culture of the members of this society. In order to build a rule-of-law state, for the successful socio-economic development of the country, it is necessary to educate an active young man with a developed sense of justice.The study analyzes a series of student responses that were collected through interviews. Problem and goal. The development of new media, new modern IT technologies is also aimed at promoting legal content. New formats of the media sphere create new opportunities for dialogue on legal culture. The aim of the article is to study the educational potential of podcasting in the context of the formation of the human legal culture. Materials and research methods. Methodological approaches: cultural-historical approach for revealing personality as a product of cultural development, contextual approach for understanding the role of public opinion in personality development, competence-based approach for identifying the educational process in podcasts and selecting content for the construct “legal culture”, personality-oriented approach for understanding self-developing and self-regulating personality in the process of forming a legal culture. An empirical study was carried out using the GetPodcast application on search queries for podcasts by words or phrases correlated with the theoretical construct “legal culture” in Russian and English, the time period for placing a podcast in the application was measured; the research is based on measuring, systematizing, comparing, summarizing, monitoring, interpreting the results of researching the audio content of podcasts. Research results. In 2020, on average, more than 2.5 million episodes on legal culture in English and more than 17.5 thousand in Russian were created in the media sphere. The authors calculated that the number of podcasts by one key concept in English is on average 234 times higher than the number of podcasts in Russian, which indicates the active spread of the new format of the media sphere throughout the world, while the demand for English-language podcasts is objectively higher. The growth rate of the number of podcasts in 2020 averages 66% and 58% for Russian-speaking and English-speaking podcasts, respectively, while the growth over the past six months is higher: 97% and 72%, respectively. This can be explained by the pandemic situation and forced self-isolation, as well as digital globalization and digital competencies of the population. Discussion and conclusion. The authors came to the conclusion that podcasts, as a new format of the media sphere, have educational potential, which must be used to a greater extent for the formation of the human legal culture. At the same time, the educational potential reveals the cognitive and epistemological interest of the listener. Podcasts form socially significant and personally necessary knowledge of a legal nature and meaning, which to a greater extent affects the condition and result of the process of forming human legal culture.

Problem setting. The current stage of world development is characterized by the deepening of the processes of integration of political, economic, cultural life of the world. The term “globalization” has come into wide use as a characteristic of the formation of a single planetary society. Target of research is to highlight the main provisions of the dynamic system of knowledge about the information society, the legal policy of the country as a tool for legal development of modern society. Analysis of resent researches and publications. The issue of correlation between legal policy and legal culture has been analysed by V.D. Zorkin, A.V. Malko, V.A. Zatonsky, I.V. Yakovyuk and others. Articles main body. The article states that the implementation of effective legal policy at the present stage of development of Ukrainian society is one of the defining conditions for its further democratic reform, strengthening the rule of law, information society, digital competitive market economy, ensuring human and civil rights and freedoms. It is emphasized that the social dimension of globalization is studied in terms of the possibility of building a global civil society with common values and ideological attitudes, a high level of social mobility, the emergence of global culture and the globalization of public consciousness. The concept of digital society and its principles are analyzed. It is determined that legal policy is a reflection of the fact that the law itself should act as a way of building, arranging the modern world. The connection between legal policy and legal culture is emphasized Conclusions.and prospects for the development. It is concluded that legal policy, which is based on the legal culture of society and the individual, is an effective means of organization, a way of organizing the legal life of society. It is the state that must take on the roles of leader and experimenter, regulator and defender and promoter of digital transformations in Ukraine.
