This chapter identifies main problems of parking planning in demand-oriented conventional paradigm. Parking planning principles and cost-effective programs in supply-oriented sustainable paradigm are presented in the chapter listing many economic, social and environmental benefits. The chapter describes various parking strategies for developing a sustainable parking plan for smart growth of metropolitan cities, including cases of Istanbul and Vienna. A critical perspective is drawn for the parking planning policies for these city cases. Parking is recognized as an important factor influencing accessibility. Parking planning, parking policies and pricing play a critical role in local government decision making.

Modern society will only reach its potential when citizens individually and collectively are able to use their knowledge and capabilities to shape their lives and communities. Citizen participation in government decision making that uses online technologies is one way of leveraging this capacity, and has been termed e-participation. Case studies of a Swedish and an Australian local government examine how e-participation fits into initiatives to increase community involvement in decision making. Interactive chat sessions between stakeholders can facilitate debate. Information portals can provide supporting information in interesting and accessible ways. E-voting can enable greater input and influence by a wider number of citizens. But ultimately the technology choice and e-participation implementation must be driven by the objectives of the engagement exercise, and these can range from better decisions to community capacity building and issues of trust and legitimacy.

The rapid change of local government operating environment shapes the interaction between political leaders and public administrators, who work in the constant riptide of service responsiveness and economic pressure. We investigate the relationship between political leaders and public administrators in the local administration of social and health services. The patterns and pictures are examined empirically, with data gathered from strategic-level political leaders and public administrators in six Finnish local government organisations. The analysis applies multivariate methods. The results suggest that there are different groups among the political leaders. The differences are not based on political opinions, but rather on the attitudes towards the decision-making process, also the views on local government decision-making processes differ between the groups. The rapid contextual change experienced in the public organisations requires a fast and well-informed response from political leaders and public administrators; even political differences can be pushed aside in this turbulent operating environment.

Purpose – The purpose of this paper is to analyze the impact of local government decision-making competition new urbanization, further to seek measures to weaken the negative effect of local government decision-making competition. Design/methodology/approach – This paper first puts forward the three paths which make local government decision-making competition: construction of new-style urbanization, economic development and construction of people’s livelihood and take China’s new-style urbanization as an example, the authors analyzed the internal mechanism of decision making of local government competition which caused by above three paths. Second, using the prospect theory, risk aversion theory and Cournot duopoly model, the authors analyzed how to avoid the local government decision-making competition and how to reduce the harm caused by local government decision-making competition. Findings – The central government can curb the appearance of local government competition strategy through regulating and controlling the effectiveness of local government protective-investment policy, improving the degree of market competition and punishment coefficient of government decision-making failure and further, the authors can reduce the detriment of decision-making competition between local governments through adjusting the revenue function of local government in the process of new-style urbanization. Originality/value – New-style urbanization is the main driving force of China’s future economic development, however, in the process of new-style urbanization, because of the “principle-agent” relationship between central government and local government, officials achievements appraisal mechanism and promotion game, they all cause competition between local government decision making, and this will weaken the positive effect of urbanization. Although, there are many researches on horizontal and intergovernmental competition, most researches devoted to how to avoid it from the angle of institutional economics, and the suggestions put forward by these researches are hardly applied. Anyone interested in how to avoid local government decision-making competition and reduce the negative influences of it from the angle of unitary government state’s reality will find this paper valuable.
