Serious Gaming and Development Aid: A Case Study from Egypt

Infrastructures development is the backbone of a country's economy. The developing countries like Nepal have to rely upon foreign assistance for the constructions of its mega projects, which need high investment cost, technology, and capable human resources. On this scenario, China government had assisted Nepal in building the eight lanes wide and ten kilometers long Koteswor to Kalanki section of the ring road. This paper describes how local road beneficiaries in Nepal perceive the construction work based on the Chinese model and their understanding on foreign aid development. The paper is based on a qualitative study with an interpretative case study design. The study has revealed that though the development aid policy of the developed nations is useful to maintain the cordial relations with the other developing nations, but at the same time, the people-centered development should not be undermined under this whole process. The explorations of this research are useful in framing appropriate plans and policies for the governments to orient the foreign aid development as per the needs of a larger section of people.

This study introduces a new concept to the analysis of development aid. Aid is regarded as a global public good where donors benefit from the advantages of aid without rivalry and exludability. The public-goodnature of aid is a logical explanation for the deficiencies of the international aid regime, especially the suboptimal supply of aid and the free-riding of donors. The concept of aid as a public good raises the question whether there are any actors who could produce this global public good. The study analyses whether nongovernmental organizations are able to fill this gap in the international aid regime. The model is introduced through a case study: aid in Afghanistan in general, and the activities of the NGO Hungarian Baptist Aid in the country. This chapter interrogates the translated language used in development aid in terms of its underlying Anglocentric conceptual assumptions as well as in terms of its discursive products. It argues that this export of jargon-specific language has impeded the mission of developmental aid, and it provides a case study to support these arguments. It then discusses two steps that can be taken to facilitate the implementation of development aid practice: (1) directly involve various indigenous and grassroots actors in the translation process and (2) enhance sensitivity to the linguistic and cultural context of the host locale. Integrating these suggestions into ongoing policy creation would enable development agencies, international nongovernmental organizations, and nongovernmental organizations in general to create more comprehensible policy documents and provide more relevant and useful practices for the local communities.

Within the EU, energy transition at the local level is embedded in a complex stakeholder network with highly interdependent actors; if these actors have to collaborate to contribute to an efficient transition, they have to initiate a dialogue about their roles and interests. A good way to achieve this goal could be via serious gaming. Scholars suggest that serious games have the potential to increase multi-stakeholder’s dialogue and collaboration on climate-change-related issues; however, empirical evidence on the effectiveness, and the process is still limited. The aim of this paper is to use the We-Energy Game as a case study to provide empirical evidence on how serious gaming could facilitate dialogue and collaboration among different stakeholders, and which specific features influence the engagement of participants with the issue. For that purpose, a qualitative analysis on feedback and observations of group discussions is conducted, together with a survey for 125 stakeholders from diverse municipalities in The Netherlands to assess what type of features influence the engagement. The study reveals that the game engages participants mostly at the cognitive level, and that key elements in this process are game design, the debriefing session, and the role of the facilitator.

This case study examines these barriers using a questionnaire assessing the youth’s attitudes toward education (n = 50). Results indicated that poverty and the pressure to migrate for work remain significant barriers to educational attainment, despite the perceived benefits of education by youth and encouragement by families. Results revealed that inter-educational issues occur despite unclear prevalence, including negative pressures, physical and verbal abuse of students by teachers, teachers charging students fees, and government schools being comparatively less safe and encouraging than home and a local NGO school. These findings can be used to better tailor development aid targeting educational measures, particularly encouraging a shift from convincing rural Cambodians to value education to targeting the contextual barriers that exist.

PurposeThe main purpose of the paper is to examine the truth behind allegations of neo-colonialism performed by China toward Africa, which was raised due to the growing relationship between China and Africa that enhanced the debate between supporters of the notion of neo-colonialism or mutual beneficial relationship. In addition to the growing number of arguments are on the dominance of PRC in Africa over the western powers as European Union or United States in the Continent.Design/methodology/approachThe paper investigates the claims of neo-colonialism practiced by China toward Africa through the lenses of international political economy using the Interdependence theory of neoliberalists. Egypt was selected as a case study due to the emphases that Egypt gives to China as a strategic partner and as rising economic power as well as representing a way of diversifying Egypt's foreign policy and an additional economic partner beside the western ones. The research relied on two interwoven indicators to investigate the main argument: Trade and Development Aid.FindingsThe two pillars of analysis indicate that the growing relationship between Egypt and China is a form of interdependent relationship that is expected to get further complex in the future, which is relatively indicated among other things in the synergy Egypt has made between its Vision 2030 and China's Belt and Road Initiative. In reference to development aid, China uses different techniques that is not commonly used by the donors of Official Development Assistance (“ODA”), and due to unpublished actual data on China's aid figures, any indication of dominance is hard to attain regardless a solo incident of debt trap in Africa, the model of China's aid is provided through low-interest loans for development projects that is highly important for developing countries.Originality/valueThe paper tried to engage in the ongoing debate and examine the truth behind the neo-colonial allegations from the perspective of international political economy, which is an added value to the literature in this regard as the data provided are prepared for the present research purpose.
