Alongside an increasing focus on ‘prevention’, moving homeless adults into work is frequently considered an important part of helping them overcome homelessness and sustain an ‘independent’ life. However, a growing evidence base shows that work does not always offer the means to escape poverty, and many in employment face housing insecurity. Relatedly, there is increasing concern about the phenomenon of ‘in-work homelessness’. Drawing on new data from a study of people’s experience of homelessness in Wales, this article considers the hitherto underexplored topic of being both in work and homeless. The article provides a critical examination of how homelessness policy operates in practice, through presenting evidence of the experiences of a marginalised group (namely, working homeless people as users of homelessness services). It also considers how policy and practice could be modified to improve outcomes for homeless people and how prevention could play out in other contexts and welfare regimes.

In playing with the concept of ‘credibility’, this article presents a critical examination of the discourse of evidence and the programming of upbringing in early intervention policy and practice. The truth claims of the evidence discourse in policy are explored through a single complex case study of an early intervention city in Northern Ireland. The framework for the study discussed uses Bourdieu's thinking tools of habitus, capital and field alongside Foucauldian discourse analysis to explore the ways in which early intervention policy and practice impact on children, parents and communities. A key question is to consider how evidence is constructed within the discourse and how this can be considered as a Foucauldian regime of truth. Building from the emerging body of critique around scientism and parenting, the study extends this through a sociopolitical lens to the Northern Ireland context. Despite a strong tradition in Northern Ireland of community-based activism and political transition from direct rule to devolution, early intervention policy and programming have tended towards direct read across from Britain and the USA. The study documents that community-based practice struggles within the policy field for recognition, yet ‘home grown’ carries significant social capital within and across communities. The dominant policy discourse of the (in)credible ‘fiscal prize’, transformation through evidence-based interventions contrasts with the backdrop of worsening child poverty in communities. Contrary to the truth claims, this suggests the reproduction rather than transformation of social disadvantage.

Using the case study of the Council of Europe's European Cultural Routes Project, this article examines if and how far supra-national rhetorics of cultural openness, inclusivity, and diversity become reality in terms of actual cultural heritage projects. Against this background, it conducts a critical examination of what is considered one of the flagships of European supranational cultural heritage projects, the Council of Europe's Santiago de Compostela Pilgrim Routes. It focuses on the specific implementation of the Council of Europe's supra-national message of cultural heritage in this project and in its accompanying guidebook. By placing the project in its historical context and comparing it to later additions to the European Cultural Routes Project, this article reflects on the development of a pan-European cultural identity paradigm over the last two decades.

This paper is from a three-year research project that examined the Ontario (Canada) government philosophy, policy and practice in moving from standardized teacher testing to a new teacher induction program (NTIP) to achieve teacher quality and competence. This paper utilizes a critical democratic perspective to analyze the perspectives of 47 teacher educators from 10 faculties of education in Ontario. Two major themes arose from their perspectives on NTIP: a) clear collaboration/partnership among stakeholders (including faculty, school boards, schools, communities); and, b) increasing effective communication and knowledge while maintaining the importance of equity, diversity and understanding community. The findings revealed the need for a more critical examination of the process and outcome of mentorship and induction programs for new teachers.

The overarching objective of this thesis is to undertake a critical examination of the institutional accountability policy and practice of the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund) in the context of its partnership programme in Ghana. The Global Fund is a global public-private partnership (GPPP) in health engaged in public health policy processes worldwide. As a GPPP, the policy mandate that underpins its global response to fight the aforementioned diseases requires it to enter into partnerships with recipient countries to finance their national health policy responses and strategies to tackle these diseases. Situating accountability within the context of the shift from an international health to a global health regime, the study argues that the emergence of GPPPs in health and the formal policy mandate and decision-making powers they exercise have had knock-on consequences for understanding accountability in the global health regime. This is because while the understanding of accountability for public health policy processes in the international health regime revolved solely around state-based and state-led accountability processes, it is no longer so in current global health regime. Since these GPPPs are not states, they derive their understanding of accountability from the nature and character of their individual policy and practice arrangements. However, despite contestation around the Global Fund’s accountability in global health literature, this literature has little to say on the question of how the Global Fund itself (as a partnership organisation) understands accountability in policy and how this understanding informs its practice in specific settings of global health. Thus, this study contributes to literature on GPPPs’ accountability in global health by specifically exploring how the Global Fund understands accountability in policy and how this understanding informs its accountability in practice, in particular in relationship to its implications for country ownership of health policy in Ghana. Drawing on fieldwork undertaken in Ghana, and guided by a critical political economy approach, this study will demonstrate how: 1) the Global Fund’s institutional policy and practice arrangements undermine accountability to the government and to those affected by their activities; 2) the Global Fund’s practice of country ownership is reflective of conditional ownership despite the fact that the Global Fund claims to promote country ownership as a core principle of its accountability practice in aid recipient countries; and 3) the accountability policy and practice instruments of the Global Fund are not politically neutral, but are rather a function of relations of power. To improve the ability of Ghana (and other recipient countries) to own their developmental policies, a reordering of global economic relations is needed, with a renewed emphasis and focus on economic justice and human rights. Such a reordering will improve the material capabilities (control of and access to global centres of production, finance and technology) of aid recipient countries. This will empower Ghana (and other recipient countries) to play a more dominant, rather than a subsidiary role in how the global health landscape is organised and financed and in policy processes undertaken by global health policy institutions like the Global Fund. In this way, Ghana (and other developing countries) will be able to limit and mitigate the dominance and influence of powerful donors who shape the institutional policy and practice arrangements of global health policy institutions like the Global Fund.

This article explores gender as a variable in multiple exclusion homelessness in England. Much past research has taken insufficient account of the gender of homeless people, especially the predominance of men in the single homeless population and of women heading homeless households with dependent children. Drawing on qualitative data generated in a study of multiple exclusion homelessness in London and Nottingham, the article considers three ways in which gender may act as a homelessness variable: in people's susceptibility to homelessness, in their experiences of homelessness and in their encounters with accommodation services. By comparing the accounts of homeless men and women with complex support needs with evidence from staff working for support agencies, the overall aim of the article is to offer a critical examination of the gendered assumptions of homelessness policy and practice.

PurposeTo explore the use of fictitious vignettes representing older people and the extent to which they serve as an effective resource in developing service provision and transforming health and social care.Design/methodology/approachBased on a critical review of research and academic discourse.FindingsFictitious vignettes or case studies of older adults, such as “Mrs Smith”, may be a useful means to promote communication with and between health and social care colleagues about current services and transforming or re-organising service provision. However, we argue that while there may be a role for vignettes, care should be taken in their use. The potential to “homogenise” older people into the “typical” patient personified by Mrs Smith may do very little to challenge age- based stereotypes and assumptions. Moreover, vignettes cannot match the potential value and importance of older men and women directly participating in the evaluation and development of services.Practical implicationsThis article argues that changing the way services are organised and delivered must be underpinned by critical reflection of the assumptions which underpin attitudes towards old age, including our tendency to define older people by chronological age and to homogenise “the elderly” into a single group. The value of participatory methods which meaningfully involve older citizens in both evaluating and planning services could contribute significantly to innovation in service development.Social implicationsThis paper highlights the critical importance of challenging age-based stereotypes and ageist policy and practice. Recognising old age as being characterised by diversity and difference could challenge the tendency to see old age, especially advanced old age, as an inevitable problem.Originality/valueThis article offers a critical perspective on the use of vignettes.

Data are not objective, despite the reliance on data for “evidence-based” policy and practice. In this chapter, the authors offer a critical examination of the historical and present day context of racism and oppressive practices in research methods. The authors highlight how racism and oppression manifest at every stage of the research process: from initial conception of the research question to how data is collected, analyzed, and shared. This chapter offers concrete recommendations and solutions for researchers seeking to integrate anti-racist and intersectional approaches into their social science and community-based research.

This paper analyzes comparatively the role of planning policy and practice in the diffusion of the neoliberal competitiveness agenda to improve the position of the Dutch and Colombian cut-flower agroindustries in world markets. The Netherlands seeks to meet national competitive aims by deploying an infrastructure approach to planning, coupled with a framing concept to generate cross-scale coordination. The Colombian government seeks to diffuse the competitiveness agenda through the formation of institutional arrangements at the national scale and processes of decentralization, yet it meets resistance from municipal governments through their land-use plans. The findings indicate that national governments rely on context-specific mechanisms and endogenous planning tools to diffuse the competitiveness agenda across scales. While this partially accounts for variation in its diffusion, the findings point to the significance of the social organization of commodity chains in the uptake of the competitiveness agenda subnationally. The analysis draws from field research in the Netherlands and Colombia, and the critical examination of planning policy and practice in both sites.
