In the conditions of growing demands of society to the government, project activities cover not only traditional industries, but also the sphere of public administration. Critically important for the success of organization is the team (rather than individual) level of knowledge, skills of staff, and a certain maturity of the organization as a whole in the field of project management. However, the project activities of local self-governments cannot be considered effective or fully compliant with the modern requirements. The level of project competence of management teams of many territorial communities is still not sufficient for the implementation of tasks and functions, the production of relevant project ideas and their successful implementation. The aim of the research is to describe of project management maturity model for its implementation into the activities of the local self-governments from the positions of effectiveness of project management. The entry of the local self-government to a high level of project management maturity will reduce the negative impact of the human factor, systematically focus activities on meeting the needs of the community on a project basis, improve the quality of project management processes, and reduce unproductive costs. Methods used – analysis and synthesis, induction and deduction, logical generalization and comparison.

Introduction. Understanding of the historical stages of the formation of project management methods is necessary to determine its key characteristics and peculiarities. This approach makes it possible to identify the laws of development of society in connection with the distribution of the principles of project management, to identify areas that are not considered in scientific works in sufficient quantities, as well as to identify the main trends in the development of project management methodology. Purpose. The article aims to study the development of the methodology of project management, to implement its periodization with the identification of major events that have influenced management practices, as well as the formation of the own view as for the current trends in project management. Method (methodology). In order to achieve the goal, such common scientific methods as method of analysis and synthesis, method of system approach, graphical method have been used in the research. Results. The periodization of approaches and methods of project management have been substantiated. Its main concepts have been systematized. These concepts have been developed in scientific works during the 1960-2000s. The results of successful projects over the last 20 years have been analysed. The main tendencies of project management development have been grounded.

The changes caused by digitalization give rise to a definite need to increase managerial and organizational flexibility. In some areas the impact of these rapid changes is significant, in others the impact is weaker, but is clearly felt in all industries and functions. This determines the need for research of project and product management to help managers form an approach to achieve optimal results and gain a competitive advantage over the other technology companies. Focusing on the project management and product management topics, the current paper falls into a niche of great relevance and strategic importance for the technology industry. In this regard, the purpose of this study is to examine the product and project management in times of digital transformation and to analyze whether the transition from project to productoriented management in technology industry is necessary. The methods used in this paper include: analysis and synthesis; research through literature sources, results of theoretical and empirical research in the field of product and project management, etc. The results show that integrating a product mindset within projects will enable technology companies to further adapt to the dynamically changing business environment and to provide a unique value proposition in times of digital transformation.

At the present stage of economic development Ukrainian public sector is faced with multiple new and complex challenges. In order to implement strategic reforms in the public financial management, the public authorities were given the opportunity to use external sources of finance for the implementation of relevant innovative projects and programs. Accordingly, Ukraine assumes certain international obligations towards the organizational and institutional aspects, as well as transparent and effective targeted use of financial resources. This study examined the main issues of projects and programs at each stage of the project cycle management. The main purpose of this paper is to find the best basic areas for further cooperation between Ukraine and the EU on the implementation of project management in the context of the need to modernize the budget management system. Methodological and theoretical basis of the research consists of the works of foreign and Ukrainian scholars that allowed realizing conceptual integrity of the study. Methods of generalization and comparison allowed to assess the existing projects of modernization of public financial management financed by international organizations. The authors defined the possible forms of financing of government innovative projects and programs in Ukraine. For this purpose, methods of analysis and synthesis were used. As a result, it is recommended to follow the directions of further cooperation between Ukraine and the EU on the development of project management along with performance-based budgeting.
