How the decade-long unfolding of 3G is being morphed into the convergence of communications and computing is described. With this new technology direction, actors in both the mobile and computing industries have started fighting to define the next generation mobile standard.

Through the 1G and 2G mobile communications technology standardizations, the involved actors became smarter and were able to develop more sophisticated strategies. For the GSM camp, moving the whole GSM market to its favorable technology standard to control and dominate the market for the next generation mobile communications technology was extremely significant. In this situation, what could the actors in the GSM camp do? What could the CDMA camp and other actors who did not belong to either camp (actors in Japan and China) do? This chapter answers all these questions.

It is estimated that by the end of 2005, over two billion human beings will be connected to each other through networked systems of mobile communications devices. By that time, the amount of communication that takes place between and among machines will exceed the amount of communication that takes place between and among human beings. It is important, therefore, that we focus our efforts on matching communications technology with societal needs. This panel examines the various ways that ICTs can engage, instruct and empower communities in the 21st century. The topics on this panel include: developing more user-friendly access to information on the Internet; teaching democracy to the emerging class of cyber-citizens; promoting accessibility and digital literacy to ICT users with disabilities; and how NGOs can help foster civic engagement in Eastern Europe through ICTs.

By drawing on the attributes of the Technology Acceptance Model (TAM) which is an established methodology in technology based product acceptance researches; this paper contemplates the factors that influence the intentions of Malaysian college and university students to adopt 4G broadband for academic and for pleasure purposes. A theoretical framework has been proposed for this study which consisting of four independent variables, namely Perceived Ease of Use, Perceived Usefulness, Subjective Normand Perceived Enjoyment. The dependent variable of this study is Intention to Use.
