This article examines the evolving relations between Israel and the indigenous Bedouin Arab population of the southern Beer-Sheba region. It begins with a discussion of theoretical aspects, highlighting a structural conflict embedded in the ‘ethnocratic’ nature of nation-building typical of ‘pure’ settler states, such as Israel. The place of the Bedouin Arab community is then analyzed, focusing on the impact of one of Israel's central policies—the Judaization of territory. The study traces the various legal, planning and economic strategies of Judaizing contested lands in the study area. These have included the nationalization of Arab land, the pervasive establishment of Jewish settlements, the forced urbanization of the Bedouin Arabs, and the denial of basic services to Bedouins who refuse to urbanize. However, the analysis also finds a growing awareness among indigenous Arabs of their being discriminated against on ethnic grounds, and the emergence of effective resistance. In recent years, this has resulted in a deadlock between state authorities and the indigenous peoples. The case of the Bedouin Arabs demonstrates that the ethnocentric settler state is weakening and fragmenting, partially at least, due to its own expansionist land, planning and development policies.

Public bureaucracies, a general term including government agenciesand departments in the areas of public utilities, social services, regulatoryservices, security, and law enforcement, are indispensable to our welfare;we need them for the provision of these basic services. To provide theseservices, bureaucracies need such resources as power and money. Thepower of bureaucracies is compounded by their virtual monopoly of technicalexpertise, which puts bureaucrats at the forefront of public policymaking.Indispensable to our welfare though they are, public bureaucracies alsopose a potential threat. In view of the technical knowledge they have andtheir consequent important role in policy making, they may dominate publiclife. In other words, they may develop into a power elite and, as a result,act as masters of the public rather than as its servants. More disturbingly,they may not use the public trust to serve the public or respond to its needs.Still more disturbingly, they may breach the public trust or abuse the powerentrusted to them.All of these possibilities have given rise to a widespread fear ofbureaucracy. In some societies, this fear has reached pandemic levels.Fear of bureaucracy is not unwarranted; there is a consensus and concernin administrative and academic circles that the degree of bureaucraticaccountability has declined in both developed and developingcountries. A central issue with public bureaucracy has always beenhow to make it behave responsibly or in the public interest. Urbanization projects, understood as those supplying basic services for cities, such as drinking water, sewers, communication services, power, and lighting, are normally short-term extremely scattered actions, and it can be difficult to track their environmental impact. The present article’s main contribution is to employ the project budgets of public urbanization work to provide an instrument for environmental improvement, thereby helping public procurement, including sustainability criteria. Two urban projects in Seville, Spain are studied: the first substitutes existing services, and the second also includes gardens and playgrounds in the street margins. The methodology finds the construction elements that must be controlled in each project from the perspective of three indicators: carbon, water footprints, and embodied energy. The main impacts found are due to only four construction units: concrete, aggregates, asphalt, and ceramic pipes for the sewer system, that represent 70% or more of the total impact in all indicators studied. The public developer can focus procurement on those few elements in order to exert a lower impact and to significantly reduce the environmental burden of urbanization projects.

Emergency situation was declared in Estonia in the middle of March; the country was placed under partial lockdown. Libraries had to close. One of the first steps taken by the National Library of Estonia in these exceptional circumstances was to establish a crisis management committee to monitor the overall situation and decide how the library should proceed. The library was able to react quickly and continue with basic services, providing them online or contact-free. New services were introduced, making home lending and reference enquiry more efficient and convenient. The library reopened on 18 May. Looking back, we are happy to have not just survived but managed the crisis as an opportunity. This was reflected in increased numbers of new registered readers and usage. The emergency situation clearly indicated one of the most important requirements for libraries – the need to be ready to react fast and adapt to new situations.

The period after incarceration and the influence of neighborhood effects are gaining interest among scholars as a small body of evidence is illustrating the difficulties returning citizens have obtaining basic services and needs, employment, stable housing, and other social and behavioral health supports in the areas where they are being released. Transitional planning efforts to ensure that returning citizens are prepared to engage in society and have necessary supports are often made. However, returning citizens may be in local communities that do not offer needed supports, such as in areas of high poverty and criminal activity, and low employment options. Findings from this study suggest that more attention is needed to where returning citizens are released following their period of incarceration.

Local governance encompasses the involvement of local governments and other community-based organizations in participatory decision-making for efficient delivery of public services. In the developing world, however, the weakness of the local government and local governance has inhibited the efficient and effective delivery of these services. Relying on water and sanitation data and interviews of relevant officials, this study analyses the structure of governance of water supply and sanitation (WSS) at the community levels in selected medium-sized urban centres in Nigeria. Results showed that majority of the city dwellers lacked access to safe water and sanitation, an indication of convoluted, poorly regulated provision regimes and the waning capacity of local governments to galvanize local actions towards the efficient provision and management of these services at community levels. Multiple provision regimes, weak coordinating and regulatory frameworks characterize WSS governance. Further, the sub-national authorities’ encroachment on local government funds which deprived these tiers of government the resources they could have used in providing these essential services presents a major setback. Local governments require financial and constitutional autonomy to provide basic services to the people and supervise and coordinate the activities of other governmental and non-governmental actors involved in service provision.

Marginal settlements may be defined as inhabited areas characterized by a series of negative features, typicallyethnic segregation, social discrimination, poor living conditions and conflicts, with impact on their dwellers and neighboring communities. In Romania, informal settlements were legislated in 2019; it subsequently became mandatory for the local authorities to spatially delimit them and formulate measures to improve living conditions. However, there are still numerous issues to be solved, from the lack of basic services (health, education) to the persistent poor living conditions or serious environmental problems. The Roma communities selected for our study are no exception. They are located on the outskirts of some cities or in their historical centers (Cluj-Napoca, Sibiu, Timișoara, Baia Mare). Through content analysis, based on print and electronic media from the last 10 years (n = 150 news items), different aspects of marginal housing were illustrated. The results of the study revealed some particular aspects, namely: some of the Roma communities are relocated whilst some others are subject to environmental conflicts; funding addressing the quality of life of Roma ethnics seems to deepen the phenomenon of segregation among communities, most of the measures being limited to the creation of housing facilities.

Often the government and the non-governmental organisations (NGOs) are criticised for their poor performances in delivering services particularly in rural areas. However, there has been limited research on the assessment of their relative performances in service delivery as well as on the perceptions of people on the quality of such service delivery. This study examines the relative performances of NGOs and the governmental development interventions that provide basic services including public health, education, drinking water and sanitation. The study explains the impact of agricultural extension services and infrastructure such as access to roads and markets on the rural people and measures the satisfaction level of the rural community. For this purpose, 225 households (HHs) in 8 villages of Phalia Tehsil, district Mandi Bahauddin, Punjab, Pakistan were first surveyed in 2010 and then in 2014 using a structured questionnaire. The findings reveal different satisfaction levels of HHs, with most of them expressing less satisfaction on government service delivery compared with NGOs. They reveal satisfaction over the performance of NGOs in health, drinking water supplies and agriculture extension services. Further, the study shows an increasing satisfaction of people on access to road, transport, agri-market and price of agri-commodities by the government.
