The sudden closure of educational institutions in 2020  brought multiple financial and learning challenges for Pakistani female students. In our experience, not only formal and informal learning realms of female students have been affected in the post pandemic educational landscape, but a distinct gender and digital divide (GDD) is also noticeable between technology-equipped and deprived students. Considering the theoretical perspectives of digital divide, this paper will essentially explicate the chasms existing within female students of Mass Communication in Pakistan.  Given Pakistan’s conservative and patriarchal culture, it is very important to study how female students of Mass Communication, from both urban and rural areas, responded to the change after the pandemic. Through in-depth interviews of twenty female students, we argue that the COVID-19 pandemic has aggravated already existing GDD in Pakistani educational landscape. Especially the first order GDD in education can be seen frequently in Pakistani rural locations. Moreover, economic limitations and socio-cultural norms also play an essential role in exacerbating second order GDD in the Mass Communication education. Thus, in this sense, the pandemic has brought a change that is charged with exclusion and disparity. Moreover, we argue that digital divide is a gendered concept for a periphery country such as Pakistan.

It is evident that information and communication technologies (ICTs) have improved performance and efficiency for different types of organizations. One of the important applications of ICT in public and private businesses is related to education, where electronic learning (e-learning) is a domain that became a paradigm more than a specific application. To utilize the full benefits of e-learning in public education and to exploit the diverse options of e-learning and specifically the synchronization of learning, digital divide is becoming an important obstacle that prevents teachers, students, and society members from benefiting from this phenomenon. Governments are striving to bridge the digital divide so that equal opportunities for education are guaranteed for their citizens in urban and rural areas. It is vital to explore the influence of digital divide on rural areas and how it affects the learning process. This study will explore the digital divide phenomenon, its relationship to e-learning concepts, how governments bridge this divide through e-government options, and finally, conduct an empirical test that explores the perceptions of students living in rural areas around the digital divide and its relationship to e-learning and education.

The problem of Digital Divide has become increasingly serious with the advance of information technology. The paper describes the connotation of the Digital Divide briefly, and analyzes the related problems in the development of Chinese E-government from three aspects: regional differences, differences between urban and rural areas, age differences. Learning from the experiences of developed countries and regions, the paper gives the countermeasures from following aspects: strengthening IT research to create conditions for bridging the Digital Divide, caring for vulnerable groups in the educational policy, eliminating information privilege and maintaining information fair, universalizing the services of E-government.

Land-use zoning provides an effective tool for designing and implementing differentiated farmland-protection policies. Despite the exponential increase in research on farmland zoning in recent years, little research has comprehensively explored the supply, demand and relationships of the diverse functions of farmland. In this study, multi-sourced datasets and diverse methods, along with GIS, were combined to spatially evaluate the supply, demand and relationship patterns among the production, ecological and landscape-cultural functions of the farmland of Hangzhou City in China, to construct farmland zoning. The results indicate that high production supply was mostly concentrated in flat plains, whereas highly ecological farmland was frequently observed in mountains. Both urban and rural areas had the capacity to provide aesthetics and recreation. Regarding demand, high values were mainly observed near the downtown area. Additionally, supply-and-demand matching (SDM) and multi-functional coupling and coordination degree (MCCD) were evaluated. Among the four basic zones acquired by SDM analysis, two zones dominated by more than one function were further divided into four sub-regions, according to the MCCD values. Ultimately, six farmland-use zones were determined. By considering the supply, demand and relationships of multiple functions, this farmland-zoning program offers new insights into differentiated farmland protection.

Abstract Background: With the rapidly aging of Chinese society and the change of Chinese residents’ disease spectrum, the older adults utilization of the healthcare services surges as well. Studies on factors that potentially influence the utilization of healthcare services for the older adults becomes increasing important, which could benefit improving the service effect and the quality of life of the older adults in later life. This article compares and analyzes the differences in the using of healthcare services by the older adults in urban and rural areas based on the supply and demand of healthcare services for the older adults and analyzes the reasons for potential differences. Methods: Using data from a survey conducted in three cities in Shaanxi Province in 2019. All authors participated in the questionnaire survey. We obtained a total of 948 questionnaires. Multivariate regression model and Oaxaca-Blinder decomposition model are used to analyze the difference between the supply and demand of medical services for the older adults in urban and rural areas.Results: The results find that age, household register, living activities of daily living (ADL), (P<0.01) and healthcare treatment insurance significantly impact the older adults use of healthcare services. Meanwhile, factors from the supply and demand factors have a significant correlation with the utilization of services for the older adults, including the healthcare service quality(P<0.01), the diversity of service content(P<0.01), the rationality of service charge(P<0.01), service satisfaction(P<0.01), family support (P<0.1) level and the main illness(P<0.05). Moreover, the results show a significant difference in the use of healthcare services for the older adults between urban and rural areas. Specifically, in urban areas, the influences of service quality, the diversity of service content and the rationality of service from the supply have a significant correlation with the utilization of services for the older adults. The service satisfaction, service demand and family support in the demand factors have a significant correlation with the utilization of services for the older adults. In comparisons, for the older adults in rural areas, the diversity of service content from the supply factors as well as economic level and main illness from the demand factors have a significant correlation with the utilization of services for the older adults.Conclusions: From the perspective of supply and demand, this paper constructs an analytical framework of the determinants of healthcare services for the older adults from a new perspective. Based on the analysis framework and from the perspective of supply and demand of healthcare services utilization, the differences between urban and rural areas in the utilization of medical care for the older adults and the influencing factors are studied. It provides a new research perspective to explore the influencing factors of healthcare services utilization for the older adults. Supply factors and demand factors have a significant correlation with the utilization of healthcare services for the older adults. There are also significant differences in the factors influencing the utilization of health services by urban and rural older adults. When strengthening and improving the supply of healthcare services for the older adults, the previous thinking of “top-down” and “service-centered” should be changed, and gradually transformed into “bottom-up” and “demand-centered”.
