The condition of the border areas in Indonesia is largely isolated, lagging, poor, and backward so as to require an affirmafive and innovative development policy. This study discusses the asymmetrical policy of Jokowi-JK government in the development of border areas in Indonesia. Most of the border areas are Underdeveloped Regions, so a symmetrical or special policy is required so that the development of border areas is not left behind with other regions or other countries. The implementation of the policy was carried out with the development of infrastructure and basic social services for the community as well as financial distribution, implementation of specific policies and arranging the formation of New Autonomous Region (DOB) in welfare-oriented border areas. This asymmetric policy encourages accelerated development in border areas so as to improve the human development index.

<p class="BodyA">South Manokwari Regency is a new autonomous region in West Papua Province with abundant natural resources. As a new autonomous region South Manokwari Regency will be experiencing significant population growth. Population growth along with development and modernization will give burden to electricity demand. Alternatively, electricity can be provided with geothermal resources in Momiwaren District. Based on survey conducted by the government through the Geology Resources Centre in 2009, the reservoir temperature of the geothermal sources is 84<sup>o</sup>C with non volcanic geothermal system. Thus, the geothermal resources in South Manokwari Regency could be developed into binary cycle electric generator.</p>

The paper deals with the taxonomy of two species of the subgenus Trachycarabus Géhin, 1876 of the genus Carabus Linnaeus, 1758, occurring in the Altay Mountains in the Xinjiang Uygur Autonomous Region of China: C. (T.) mandibularis Fischer von Waldheim, 1828 and C. (T.) sibiricus Fischer von Waldheim, 1820. A new subspecies, C. (T.) mandibularis abakkereiorum subsp. nov. is described from the Kran River Valley near Altay City. A new synonym is proposed: C. (T.) sibiricus obliteratus Fischer von Waldheim, 1828 = C. (T.) s. pseudobliteratus Korell et Kleinfeld, 1982, syn. nov. A key to the Trachycarabus species currently known from Xinjiang is given.
