<p class="BodyA">South Manokwari Regency is a new autonomous region in West Papua Province with abundant natural resources. As a new autonomous region South Manokwari Regency will be experiencing significant population growth. Population growth along with development and modernization will give burden to electricity demand. Alternatively, electricity can be provided with geothermal resources in Momiwaren District. Based on survey conducted by the government through the Geology Resources Centre in 2009, the reservoir temperature of the geothermal sources is 84<sup>o</sup>C with non volcanic geothermal system. Thus, the geothermal resources in South Manokwari Regency could be developed into binary cycle electric generator.</p>

ABSTRAKKabupaten Manokwari Selatan merupakan daerah otonomi baru di Provinsi Papua Barat dengan potensi sumberdaya alam besar. Sebagai daerah pemekaran baru, kedepan akan mengalami pertambahan penduduk yang signifikan. Pertambahan penduduk bersama dengan pembangunan dan modernisasi akan membawa beban pada kebutuhan listrik, sebagai alternatif pemenuhan listrik dapat dengan cara memanfaatkan sumberdaya panasbumi yang terdapat di Kampung Demini, Distrik Momiwaren. Penelitian bertujuan mengetahui potensi sumberdaya panasbumi di Kampung Demini dengan menggunakan metode geothermometer untuk perkiraan suhu reservoir panasbumi berdasarkan kandungan SiO2, Na, dan K. Berdasarkan hasil penelitian, walaupun berjenis suhu rendah, mata air panas Demini dapat dikembangkan menjadi pembangkit listrik siklus binari. Kata kunci: Panasbumi, Siklus Binari, Kabupaten Manokwari Selatan ABSTRACTSouth Manokwari Regency is a new autonomous region in West Papua Province with abundant natural resources. The electrical energy needs become one of the basic needs of both people who live in cities and people who live in villages. The government continues to strive to provide these electricity needs so that the electrification ratio and electricity villages in Indonesia can be gradually increased. Based on data from the Directorate General of Electricity and Energy Utilization of the Ministry of Energy and Mineral Resources in 2017, parts of western Indonesia ranging from the Aceh Special Region to Sulawasi, the electrification ratio reaches an average of above 70%. For the province of West Papua, has an electrification ratio of 82.7% but there is an imbalance in terms of equity where the ratio of electrified villages is only 54.47%. West Papua are rural and archipelago with geographical conditions  making  mobilization of tools very difficult. To increase the ratio of electricity villages, one solution that can be done is to optimize the use of natural resources for  construction of electricity generation. The potential of natural resources in West Papua  especially in the Waisai region of Raja Ampat Regency is abundant solar energy both in the intensity of solar radiation and the length of time of irradiation due to geographical location located on  equator. The research was carried out experimentally by making  solar power plants using photovoltaic 50 Wp to obtain empirical data that provides information on the potential parameters of solar power plants. The results obtained indicate that in Waisai Raja Ampat the maximum radiation intensity can reach 1101.2 W / m2, the maximum input power and maximum power output of photovoltaic cells are 339.9404 Watt and 30.46640 Watt and  maximum efficiency reaching 9.26%. Based on these empirical data, the prospect of utilizing photovoltaic type solar power plants in Waisai Raja Ampat Regency is very good and appropriate.

Natural resources need to be used to improve the economic life based on the indigenous local wisdom. This is one of Jayapura regencys economic development programs to increase the welfare of the whole society as mandated by the special autonomy policy in West Papua. This study aims to address the potential of natural resources in Yokari customary council by utilising their local knowledge to improve the economic life of the community. The use of qualitative research and triangulation method for data collection and analysis are used and purposive sampling method employed to answer the expected objectives of this study. The head of village government, Ondowapona, elders and religious leaders were approached for in-depth interviews in addition to the observation and secondary data study that had been largely completed beforehand. The results show that the majority of community work as fishermen and farmers along with the potential of natural resources, being various kind of fish, fruit, and vegetable used for sale or daily consumption in the family. Local wisdom, such as the obligation to protect the environment and customary laws, restriction to fish with the bombs and taboo to work on Sunday are acknowledged and accounts for traditional sanctions that need to be highly considered by the community to engage with the natural resources. Significant challenges faced by the community, such as difficult access to transportation, marketing and distribution channels of their resources need to be seriously taken into account by the government to improve a better quality of the community life.

The economic development efforts of the Papua province should focus on increasing employment opportunities and increasing investment as a stimulus to economic growth, thereby distributing community opportunities in every productivity Can be acquired for community welfare and economic development. Therefore, each autonomous region has the freedom to develop all potential and assets owned, especially the potential of natural resources that can be used as a mainstay asset in the development of regional economies in general. Therefore, it is necessary to analyze how the influence of Labour (Human Capital) and the power of investment in economic growth in Papua province (case study).The results showed that: the provision of employment opportunities in the Papua province is influenced by investment and real investment affects the provision of employment opportunities. This is because there is a lot of investment supported by the Government through a development financing budget that use more oriented to the development of sectors that are less absorbing workforce. Investment and Labour, both have no positive effect on the percapita income and economic growth.

The implementation of a good governance is aimed to recover the public trust for the government that has been lost for the last several years because of financial, economic and trust crisis further multidimensional crisis. The Misunderstanding concept and unconcerned manner of government in implementing a good governance lately have caused unstability, deviation and injustice for Indonesia society. This paper is a literature study explaining a concept, principles and characteristics of a good governance. Furthermore, it explains the definition, development and utility of an efficient, effective and accountable government in creating a good governance mechanism having a strong impact to the democratic economy and social welfare. It also analyzes the importance of government concern for improving democratic economy suitable with human and natural resources and the culture values of Indonesia.

In The Ultimate Resource (1981, 1996), and in many other publications over the last several decades, Julian Simon put forth controversial views regarding the connection between natural resource scarcity, population growth, and economic progress. Simon argued, in contrast to those espousing the limits to growth, that natural resources were not getting scarcer, but more abundant, and that a large and growing population was an asset rather than a liability in the pursuit of economic growth.

The article considers a new version of the draft Federal Law "Land Management" finalized after consideration with the Federal Service for State Registration, Cadastre and Cartography (Rosreestr) of the Department of Natural Resources, Land Relations and Agro-Industrial Complex of the Government of Russia and submitted on December 11, 2020 for approval in the Ministry of Agriculture of the Russian Federation. The article contains critical remarks and proposals, and also underlines the necessity to take wide experience of our country into account.

Abstract: The population growth in Indonesia is increasing rapidly every year, so to help the government control the population growth through family planning programs, especially in the city of Batam. This study explains and describes one of the Artificial Terms Network methods, namely Backpropagation, where this method can predict what will happen in the future using data and information in the past. This study aims to predict the birth rate in the city of Batam to help the government with the family planning program. The data used is the annual data on the number of births in the city of Batam in 2016-2020 at The Civil Registry Office. To facilitate the analysis of research data, the data were tested using Matlab R2015b. In this study, the training process was carried out using 3 network architectures, namely 4-10-1, 5-18-1, and 4-43-1. Of these 3 architectures, the best is the 4-43-1 architecture with an accuracy rate of 91% and an MSE value of 0.0012205. The Backpropagation method can predict the amount of population growth in the city of Batam based on existing data in the past.           Keywords: artificial neural network; backpropagation; prediction   Abstrak: Pertumbuhan jumlah penduduk diindonesia yang setiap tahun meningkat dengan pesat, maka untuk membantu pemerintah mengendalikan jumlah pertumbuhan penduduk melalui program keluarga berencana khususnya dikota Batam. Penelitian ini  menjelaskan dan memaparkan tentang salah satu metode Jaringan Syarat Tiruan yaitu Backpropagation, dimana metode ini dapat memprediksi apa yang akan terjadi masa yang akan datang dengan menggunakan data dan informasi dimasa lalu. Penelitian ini bertujuan untuk memprediksi tingkat kelahiran di kota Batam sehingga membatu pemerintah untuk perencanaan keluarga berencana. Data yang digunakan yaitu data tahunan jumlah kelahiran di kota Batam pada tahun 2016-2020 pada Dinas Kependudukan dan Catatan Sipil. Untuk mempermudah analisis data penelitian maka, data diuji menggunakan Matlab R2015b. Pada penelitian ini dilakukan proses pelatihan menggunakan  3 arsitektur jaringan yaitu 4-10-1, 5-18-1, dan 4-43-1. Dari ke-3 arsitektur ini yang terbaik adalah arsitektur 4-43-1 dengan tingkat akurasi sebesar 91% dan nilai MSE 0,0012205. Metode backpropagation mampu memprediksi jumlah pertumbuhan penduduk di kota Batam berdasarkan data yang ada dimasa lalu. Kata kunci: backpropagation; jaringan syaraf tiruan; prediksi

The situation in the world of pandemics is rapidly changing, and the second wave of COVID-19 has put a lot of pressure on the government and private sector, which are primarily responsible for controlling the situation. COVID-19 positive cases have increased in recent months relative to last year, and the number of patients admitted to hospitals has also increased, despite the fact that few of them were denied admission due to shortage of beds. Normal people who experience any symptoms immediately isolate themselves and begin taking the COVID medications prescribed by medical personnel and their team. During these times, all domestic people tossed the wrappers and boxes of medicines into the regular trash can, and the waste was handed over to the waste collector, who treated it like any other domestic waste and disposed of it using open dumping or other methods. The goal of this perspective is to suggest the collections of these types of waste from domestics, and protect the natural resources like water, soil, and even living beings like animals from pollution (from the effect of SARS-CoV-2). The main challenge for environmental waste management agencies is determining who has COVID positive and which houses generate these types of waste; thus, proposed strategy may be beneficial to the long-term sustainability of natural resources and animals.
