From the middle ages until the early part of the nineteenth century the streets of European cities were foul with excrement and filth to the extent that aristocrats often held a clove-studded orange to their nostrils in order to tolerate the atmosphere. The introduction in about 1800 of water-carriage systems of sewage disposal merely transferred the filth from the streets to the rivers. The problem was intensified in Britain by the coming of the Industrial Revolution and establishment of factories on the banks of the rivers where water was freely available for power, process manufacturing and the disposal of effluents. As a consequence the quality of most rivers deteriorated to the extent that they were unable to support fish life and in many cases were little more than open sewers. This was followed by a period of slow recovery, such that today most of these rivers have been cleaned with many having good fish stocks and some even supporting salmon. This recovery has not been easy nor has it been cheap. It has been based on the application of good engineering supported by the passing and enforcement of necessary legislation and the development of suitable institutional capacity to finance, design, construct, maintain and operate the required sewerage and sewage treatment systems. Such institutional and technical systems not only include the disposal of domestic sewage but also provisions for the treatment and disposal of industrial wastewaters and for the integrated management of river systems. Over the years a number of institutional arrangements and models have been tried, some successful other less so. Although there is no universally applicable approach to improving the aquatic environment, many of the experiences encountered by the so-called developed world can be learned by developing nations currently attempting to rectify their own aquatic pollution problems. Some of these lessons have already been discussed by the authors including some dangers of copying standards from the developed world. The objective of this paper is to trace the steps taken over many years in the UK to develop methods and systems to protect and preserve the aquatic environment and from the lessons learned to highlight what is considered to be an appropriate and sustainable approach for industrialising nations. Such an approach involves setting of realistic and attainable standards, providing appropriate and affordable treatment to meet these standards, establishment of the necessary regulatory framework to ensure enforcement of the standards and provision of the necessary financial capabilities to guarantee successful and continued operation of treatment facilities.

PurposeThis article reports on the background, the conceptual ideas and the lessons learned from over more than 20 years of IC Statements and Management with a country focus on Germany and some international developments. It calls for an integrated management approach for IC and offers case study evidence on how to accomplish this quest.Design/methodology/approachReport on the German initiative “Intellectual Capital Statement made in Germany” (ICS m.i.G.). A brief review of the literature describes the background and theoretical foundation of the German IC method. A short description of the method is followed by four detailed case studies to illustrate long-term impact of IC management in very different organizations. A discussion of Lessons Learned from more than 200 implementations and an outlook on current and future developments finalizes the article.FindingsIC Statements made in Germany (ICS m.i.G.) was successful in providing a framework to systematically identify IC, evaluate the status quo of IC relative to the strategic requirements, visualize interdependencies of IC, business processes and business results as well as to connect IC reporting with internal management routines and external communication. However, ICS is not an insulated method but delivers the maximum benefit when integrated with strategy development, strategy implementation, business process optimization accompanied by change management routines. Strong ties to human resource management, information technology departments, quality management, research and development teams as well as business operations as the core of an organization help to yield the most for ICS m.i.G. Over time, the focus of managing IC changes and maturity leads to deutero learning.Practical implicationsICS m.i.G. proved easy to apply, cost efficient for SMEs, larger corporations and networks. It helps to better accomplish their objectives and to adjust their business models. The guidelines in German and English as well as a software application released were downloaded more than 100,000 times. A certification process based on a three-tier training module is available and was successfully completed by more than 400 practitioners. ICS m.i.G. is supporting current standards of knowledge management, such as ISO 9001, ISO 30401 or DIN SPEC PAS 91443 and therefore will most likely have a continuing impact on knowledge-based value creation.Originality/valueThis paper reports lessons learned from the country-wide IC initiative in Germany over the last 20 years initiated and supported by the authors. Several elements of the method have been published over time, but so far no comprehensive view on Lessons Learned had been published.

This case study is located in the Department for Education Innovation (EI), a teaching and learning support unit at the University of Pretoria in South Africa. The initial problem was the need to apply project management and quality management principles to the services offered by the department to faculty members. The authors describe the implementation of a formal, online, process-based Quality Management System (QMS) designed to self evaluate, document, and improve the Instructional Design (ID) process that guides the development of educational technology solutions in EI. The project was completed in 2005 and was included in a CEN (European Committee for Standardization) Good Practice Guide for outstanding implementations of quality approaches in e-learning. The QMS provides a mechanism to support a consistent project management approach, and the case illustrates successful integration between three cycles: Project Management (PM), Quality Management (QM), and the ADDIE (Analysis, Design, Development, Implementation, and Evaluation) instructional design process.

Experience of the Central Asia countries in the sphere of reorming of institutional structures responsible for water resources management has been investigated. The outcomes of the works aimed at studying of the results of the integrated management principles application in order to improve structures and methods of water resources management are presented. These outputs enable to reveal special features of the approaches to the management problems solution in the conditions of available water resources abundance and lack in countries with different economic and natural/climatic conditions. The experience was summed up and the typical trends in the water sector management improvement accumulated in the Central Asia countries, as well as the date from other countries with the similar problems including NICs with centralized administrative systems, regions with the many-century traditions of irrigation farming, as well as the countries of transitional economy were revealed. Studying of many countries’ experience concerning adiption of the water resources integrated management allows us to state that there is no sungle ideal or universal model of transition from spatial/territorial management to basin management, no model which can be applied to any country. Analysis of the water resources management systems and institutions enables to formulate the main conditions for effective application of water resources integrated management principles. The paper notes that in spite of substantial progess in water resources management attained in the Central Asia countries many problems including practical application of water legislation, taking into account interest of all sectors of national economy, better coordination between ministeries and agencies involved in water resources management, participation of all stakeholders in taking decisions concerning water supply projects, distribution of juridical and financial obligations between water users and government, and insufficient coordination and agreement in actions at international, national andregional levels stay unsolved.

Secara teoritis, praktek pengelolaan sumberdaya laut secara co-management lahir sebagai kritik terhadap pengelolaan yang bersifat sentralistik, seperti yang selama ini dipraktekkan di Indonesia dan community-based management. Kedua praktek pengelolaan sumberdaya laut ini memiliki kelemahan, yang diantaranya disebabkan oleh ketiadaan sinergi antara pemerintah dengan masyarakat (user group). Praktek co-management sebagai alternatif untuk mendorong terjadinya sinergi antar semua stakeholder terkait dalam pengelolaan sumberdaya laut. Penelitian ini mencoba mempelajari penerapan Co-fish di Kabupaten Lombok Timur- Nusa Tenggara Barat, yaitu pengelolaan sumberdaya laut yang dilakukan dengan pendekatan co-management dengan melibatkan stakeholder terkait. Bagaimana mekanisme dan dampaknya terhadap masyarakat binaannya serta bagaimana kekuatan dan kelemahannya yang didasarkan pada prinsip pendekatan co-management. Penelitian ini dilakukan melalui pendekatan kualitatif. Tittle: Co-management of Marine Resource : Lesson Learnt from the Management Model of Co-Fish in Lombok Timur District, Nusa Tenggara Barat Province.Theoritically, the practice of marine resource management was created as a criticied of centralistic management wich being, that was practiced in Indonesia for a long time , and community-based management. Both of these practices of marine resource management have weaknesses, caused by the inexistance of cooperation between government and society (user group). actice of co-management is an alternative option to push a cooperation among all of related stakeholder in marine resourcemanagement. The research to study the implementation of Co-Fish in Lombok Timur District, Province of Nusa Tenggara Barat. Marine resources management was carried out by co-management approach involving related srakeholders. The mechanism and impact of the implementation of Co-fish to the society, and how the strengths and weaknesses of Co-fish based on principal of co-management approach were analsed with qualitative approach.

An investigation was carried out in four designated wetlands to assess soil organic carbon (SOC) storage and evaluate soil nutrients of the northeastern Sylhet basin of Bangladesh. SOC storage was the highest in the Nikli wetland (4.1 Tg), followed by Hakaluki (4.0 Tg), Hail (2.8 Tg) and Balai wetland soils (2.6 Tg) at 100 cm depths. It is found that the total soil C storage across the medium low land (MLL) and low land (LL) sites covering the four wetlands of the Sylhet basin is about 13.5Tg. C storage across the MLL and LL sites at 100 cm depths was estimated about 5.1Tg and 8.4Tg respectively. It is found that SOC storage was higher in the low land sites in contrast to medium low land sites. The soil property varies depending on land types, soil depths and spatial distributions. Among the investigated wetland soils, Hakaluki wetland stored higher amount of SOC in the deeper soil layers whereas an inverse relationship between soil depth and SOC storage was noted for rest of the wetlands. It is apprehended that SOC storage thus gradually lessening in greater magnitude due to climate change and other anthropogenic reasons.
