In a resolution adopted on 1 February 2018, the European Committee of the Regions noted that a legislative proposal of the European Commission concerning a Regulation that changes the rules governing the EU regional funds for 2014-2020 did not comply with the principle of subsidiarity. Accordingly, the Committee considered challenging the legislative proposal before the Court of Justice if the proposal was formally agreed upon. Although at a later stage the European Commission decided to take into account the Committee’s argument and amended the proposal accordingly, such a context offers the chance to investigate more in detail the role of the Committee of the Regions in the legislative process of the EU and, more in particular, its role as a watchdog of the principle of subsidiarity. This paper aims to shed light on a rather neglected aspect of the EU constitutional practice, such as the potential of the Committee of the Regions to contribute to the legislative process, and answer the question of whether this Committee is the right body to guarantee compliance with the principle of subsidiarity.

Health technology assessment (HTA) has become increasingly important in the European Union as an aid to decision making. As agencies and programs have been established, there is increasing attention to coordination of HTA at the European level, especially considering the growing role of the European Union in public health in Europe. This series of papers describes and analyzes the situation with regard to HTA in the 15 members of the European Union, plus Switzerland. The final paper draws some conclusions, especially concerning the future involvement of the European Commission in HTA.

- Cluster policy today represent one of the main elements of the European agenda, both for policy makers and for practitioners. In the last decade an extensive-type cluster policy has produced a proliferation of clusters all over the Europe, but the generated quality of clusters created has not always been quite satisfactory. Following the input by the European commission, currently is underway a qualitative review of the goals and processes of European cluster policy. This paper aims at presenting such changes in the European cluster policy, beside the main lessons that can be learned. The analysis emphasizes some critical elements of the current process of "clustering" and highlights the role of the institutions, besides the market, in the planning of new clusters and the strengthening of those existing. This paper considers the extent to which European countries have distinctive models and approaches to film education, and the extent to which a supranational model of European film education might exist in competition with those national models. It considers where film education is positioned in relation to other subject fields and disciplines (literacy and media literacy); the role of the European Commission in promoting both European and national approaches to film education; and the potential of transnational film education programmes to move between national and supranational film education cultures. It draws on data collected for Screening Literacy, a survey of film education funded by the European MEDIA programme that was carried out in 2012.

Since the adoption of the EU's first Sustainable Development Strategy in 2001, the European Commission has been committed to undertaking impact assessments of its major policy proposals, covering the potential positive and negative economic, social and environmental effects both inside and outside the European Union. This paper provides as evaluation of a sample of the Commission's recent EC Impact Assessments, focusing on the extent to which the goal of sustainable development has been integrated into the impact assessment analysis.

The European Union was present in Kosovo even before the declaration of its independence. However, it was after 2008 and at the request of the Kosovar authorities to EU that Kosovo inaugurated a period of close ties with the organization, through the rule of law mission it launched for the country and through various programs of the European Commission, including the European Partnership Action Plan (EPAP) for Kosovo, Mechanism of the Stabilization and Association Process, and the Instrument of Pre-Accession (IPA). This chapter seeks to examine the evolution of European presence on Kosovo by analysing EULEX mission and other European instruments and the achievements by newly former states in achieving the Copenhagen criteria, contributing to the academic debate on the role of European Union aid in the new Western Balkans states for their emancipation and possible access to the organization. It also evaluates the mutualisation of responsibilities and maintenance of the European status quo in Kosovo, fostering a protectorate in an independent state.
