As one of the 17 Sustainable Development Goals, it is sensible to analysis historical urban land use characteristics and project the potentials of urban sustainable development for a smart city. The cellular automaton (CA) model is the widely applied in simulating urban growth, but the optimum parameters of variables driving urban growth in the model remains to be continued to improve. We propose a novel model integrating an artificial fish swarm algorithm (AFSA) and CA for optimizing parameters of variables in the urban growth model and make a comparison between AFSA-CA and other five models, which is used to study a 40-year urban land growth of Wuhan. We found that the urban growth types from 1995 to 2015 appeared relatively consistent, mainly including infilling, edge-expansion and distant-leap types in Wuhan, which a certain range of urban land growth on the periphery of the central area. Additionally, although the genetic algorithms (GA)-CA model and the AFSA-CA model among the six models due to the distance variables, the parameter value of the GA-CA model is −15.5409 according to the fact that the population (POP) variable should be positively. As a result, the AFSA-CA model regardless of the initial parameter setting is superior to the GA-CA model and the GA-CA model is superior to all the other models. Finally, it is projected that the potentials of urban growth in Wuhan for 2025 and 2035 under three scenarios (natural urban land growth without any restrictions (NULG), sustainable urban land growth with cropland protection and ecological security (SULG), and economic urban land growth with sustainable development and economic development in the core area (EULG)) focus mainly on existing urban land and some new town centers based on AFSA-CA urban growth simulation model. An increasingly precise simulation can determine the potential increase area and quantity of urban land, providing a basis to judge the layout of urban land use for urban planners.

The implementation of ecological projects can largely change regional land use patterns, in turn altering the local hydrological process. Articulating these changes and their effects on ecosystem services, such as water conservation, is critical to understanding the impacts of land use activities and in directing future land planning toward regional sustainable development. Taking Zhangjiakou City of the Yongding River as the study area—a region with implementation of various ecological projects—the impact of land use changes on various hydrological components and water conservation capacity from 2000 to 2015 was simulated based on a soil and water assessment tool model (SWAT). An empirical regression model based on partial least squares was established to explore the contribution of different land use changes on water conservation. With special focus on the forest having the most complex effects on the hydrological process, the impacts of forest type and age on the water conservation capacity are discussed on different scales. Results show that between 2000 and 2015, the area of forest, grassland and cultivated land decreased by 0.05%, 0.98% and 1.64%, respectively, which reduces the regional evapotranspiration (0.48%) and soil water content (0.72%). The increase in settlement area (42.23%) is the main reason for the increase in water yield (14.52%). Most land use covered by vegetation has strong water conservation capacity, and the water conservation capacity of the forest is particularly outstanding. Farmland and settlements tend to have a negative effect on water conservation. The water conservation capacity of forest at all scales decreased significantly with the growth of forest (p < 0.05), while the water conservation capacity of different tree species had no significant difference. For the study area, increasing the forest area will be an effective way to improve the water conservation function, planting evergreen conifers can rapidly improve the regional water conservation capacity, while planting deciduous conifers is of great benefit to long-term sustainable development.

Nghe An is the largest province area in Viet Nam with many favorable conditions for developing farm economy. Researching on the farm economy in Nghe An is approached in the direction of sustainable development theory and from the farm owners. Base on principle of sustainable development to survey 150 farms, which were selected by two criteria group: distribution such as mountains, midland, coast plain and types of farms such as cultivation, animal husbandry, forestry, aquaculture. The content was collected focus on: land use, labor, product value, average farm income and land use efficiency,.... Based on the results analyzed, there are some problems in Nghe An farms development: the scale of farms are small, quality product is not high, dificulties in product consumption, there is not link between farms, environmental protection issues are not paid attention,… This is not meet the need of sustainable development. Some solutions are proposed, such as: expanding farm scale, creating the close links between farm owners and enterprises, applying the scientific advances in production, building the waste treatment facilities and developing specialized products by region advantage, etc.

Considerando que o processo de desenvolvimento urbano implica na multiplicação dos impactos ambientais decorrentes do assentamento humano sobre a área de influência da cidade e a existência de diretrizes de ação visando à promoção da sustentabilidade urbana na Agenda 21 brasileira, bem como nas disposições do Estatuto da Cidade, especialmente no que se refere aos objetivos da política urbana, garantia do direito a cidades sustentáveis, planejamento do desenvolvimento urbano, estudo de impacto de vizinhança e ao Plano Diretor, o trabalho aponta possibilidades de efetivação destas diretrizes e dispositivos legais no gerenciamento urbano por meio de políticas públicas locais no âmbito dos transportes, habitação e uso do solo. Tais políticas deverão estar dirigidas a objetivos ambientais definidos em função do grau de qualidade ambiental urbana presente e da eqüidade da sua distribuição espacial, visando a uma situação futura desejada. Public policies and urban sustainable development Abstract Considering that urban development is directly related to the spreading of environmental impacts caused by human settlements within city limits and the existence of directives in the Brazilian Agenda 21 regarding the promotion of urban sustainability, as well as the content of the City Statute regarding urban policies towards sustainable cities and urban planing, this study presents possibilities of implementing directives and legal measures for urban management by means of local public policies concerning transportation, habitation and land use. Such policies should be directed towards environmental objectives, defined with regard to the present urban environmental quality and spatial distribution, aiming at a desired future condition.
