AbstractThis article discusses the effects of executive leadership on fiscal policies and performance. I propose that executive leadership, as a political entrepreneur who provides collective goods for organization, has incentives to maintain fiscal discipline so that he or she can stay in office by developing his or her party's reputation and leading party legislators to electoral success. This article argues that executive leadership with stronger public support is more likely to restrain fiscal expenditure and maintain fiscal discipline. I demonstrate this argument by showing that the prime minister who receives higher public support is more likely to restrain fiscal expenditure in Japan.

AbstractThe purpose of this study is to describe and analyze the role of Early Childhood Education Post (ECD Post) in improving access to early childhood education including the parental and community support, as well as the implementation of ECD Post service. This study used a qualitative descriptive approach. Information about the ECD Post service was collected from four districts/cities in 2013. The study found, first, all parents were aware of the importance and benefits of early childhood education. In addition, public support was based on the acceptance of early childhood programs and participation in the importance of early childhood dissemination. Second, ECD Post service was conducted by the participation of learners living close to the institution; educators were from Posyandu, fostering family welfare, parenting education (Bina Keluarga Balita), who were relatively only high school graduates and working voluntarily without reward; the implementation was running on limited infrastructure and funding. The level of children’s growth and development were affected by the provision of services in education and health. Education was carried out through the cultivation of religious values (praying) and also communication and cooperation among children in order to encourage children’s independency and a better thought process. Health services were performed by weight and height control, immunization, and provision of balanced nutrition through various meal menu in order to obtain a healthy physique.

This article analyses the impact of constitutional referendums on the political system in Italy. There were three constitutional referendums conducted in 2001, 2006 and 2016. All of them have been organised by the ruling parties, however, only the first one was successful. In the subsequent referendums, the proposals for amending the constitution have been rejected by voters. The article finds that lack of public support for the government resulted in voting „no” in the referendum.

The paper provides the framework for embracing multiculturalism as a source of national identity, a political ‘profession de foi’, and an engine for a government to gain positive outcomes, leading to better immigrant integration and economic advantages for any country in the world. Noteworthy, Canadian federal policy of multiculturalism, since its official adoption in 1971, is witnessed to work stunningly and in contrast to developments elsewhere – in Canada, public support for multiculturalism is seeing unprecedented growth. Currently, the diversity of the Canadian populace is increasing faster than at any time in its history; Canada’s ethnic makeup has notably altered over the time due to changing immigration patterns. According to the latest poll findings, 84% of Canadians agree with the statement that ‘Canada’s multicultural makeup is one of the best things about this country’; 61% of Canadians believe multiculturalism ‘strengthens national identity’. Moreover, released data from Environics reveals that 27% of Canadians believe ‘multiculturalism is the one characteristic about Canada that most deserves to be celebrated on its upcoming 150thanniversary. Undeniably, people around the world tend to view Canada as “good”. Importantly, the election of Justin Trudeau is viewed as an excellent opportunity to invigorate brand Canada. Noteworthy, brand Justin Trudeau is currently composed of his belief in and promotion of the values of tolerance, equality and diversity. While recognizing the value for society of the human dignity inherent in each individual, Trudeau’s government aims to push beyond mere tolerance to mutual understanding and respect. Keywords: Multiculturalism of Canada, immigration, digital diplomacy, brand, national identity, poll, ethnic groups

Background: The global advocacy for Direct Access (DA) and Patients’ Self-Referral (PSR) to physiotherapy is consistent with the quest for promoting professional autonomy and recognition. It was hypothesized in this study that the attainment of this clarion call in Nigeria may be hamstrung by challenges similar or different from those reported in other climes. Objective: This study assessed the perception of DA and PSR among Physiotherapists (PTs) in South-West, Nigeria. Methods: One hundred PTs from ten purposely selected public-funded out-patient facilities from South-West, Nigeria responded in this cross-sectional study, yielding a response rate of 75% (100/150).  A previously validated questionnaire for World Confederation of Physical Therapists (WCPT) on the global view of DA and PSR for physical therapy was used in this study. Data was analyzed using descriptive statistics. Results: There was a high awareness on legislation regulating practice (91%) and scope (84%) of the profession. Respondents assert that the extant legislation allows for DA (49%) and PSR (97%). However, 40% of the respondents opined that the baccalaureate qualification of PTs was inadequate for competence in DA and PSR; and a post-professional residency programme was mostly recommended (52%). Public support for DA and PSR to physiotherapy was rated more than the advocacy role of the Nigeria Society of Physiotherapy (60% vs. 40%). Physicians’ (71%) and politicians’ (65%) views were rated the major barrier to achieving DA and PSR status in physiotherapy. Similarly, physicians’ (90%) and politicians’ (88%) support was perceived as the major facilitator.  Conclusion: Physiotherapy practice in Nigeria has the semblance of autonomy in DA and PSR but is devoid of legislative support. Most Nigerian physiotherapists assume professional autonomy but were not aware of the lack of legal support for DA and PSR. The current entry-level academic curricula were considered to be deficient and inadequate for autonomous practice in Nigeria.  Physicians and politicians were the most important barrier or facilitator to achieving legal support for DA and PSR in physiotherapy in Nigeria.
