AbstractThis paper appears to be the first to analyse political campaign incentives when the electorate vote at different moments before Election Day, a phenomenon known as early or advance voting. Many jurisdictions accommodate such voting by accepting mail-in ballots or by opening polling places before Election Day. Since politicians can thereby add campaign promises while citizens vote, they have an incentive to add promises valued by late-voting segments as Election Day approaches. This implies that early-voting segments of the electorate will pay higher taxes and receive lower transfers than had been announced when they voted. Late-voting segments benefit.

The minimal effect theory of campaign studies stipulates that intense political competition during campaigns assures and reinforces the initial party choice of the electorate. We find that this reinforcement is two-fold. During the campaign, the party preference of the voters’ in-group party increases while the party preference of the voters’ out-group parties decreases. Voters’ preference for their most preferred party (MPP) increases during the election campaign, while their preference for their least liked party decreases during the campaign (LPP). Across parties voters experience an increase in their preference for their most preferred party and a decrease for their least liked party as the campaign progresses. These trends show that the political campaign polarizes the electorate by increasing the affective distance between in-group party and out-group party preferences, thereby resulting in stronger political polarization after the campaign than before the campaign. The data utilized in this study is a large six-wave panel-study of Danish voters’ party preferences during the Danish parliamentary election of 2011. Thus, the analysis provides evidence of the minimal effect theory and of political polarization within a multi-party context.

AbstractPresidential Election in 2019 has become the most interesting executive election throughout Indonesia's political history. People likely separated, either Jokowi’s or Prabowo’s stronghold. Then it can be assumed, when someone, not a Jokowi’s stronghold he or she certainly within Prabowo’s stronghold. The issue that was brought up in the presidential election campaign, sensitively related to religion, communist ideology, China’s employer, and any other issues. On the other side, politics identity also enlivened the presidential election’s campaign in 2019. Normative Yuridis method used in this research, which was supported by primary and secondary data sourced from either literature and social phenomenon sources as well. The research analysis concluded that political identity has become a part of the political campaign in Indonesia as well as in other countries. The differences came as the inevitability that should not be avoided but should be faced wisely. Although political and legal institutions are essential to any nation's economic development, the forces that have shaped these institutions are poorly understood. Drawing on rich evidence about the development of the American states from the mid-nineteenth to the late twentieth century, this book documents the mechanisms through which geographical and historical conditions—such as climate, access to water transportation, and early legal systems—impacted political and judicial institutions and economic growth. The book shows how a state's geography and climate influenced whether elites based their wealth in agriculture or trade. States with more occupationally diverse elites in 1860 had greater levels of political competition in their legislature from 1866 to 2000. The book also examines the effects of early legal systems. Because of their colonial history, thirteen states had an operational civil-law legal system prior to statehood. All of these states except Louisiana would later adopt common law. By the late eighteenth century, the two legal systems differed in their balances of power. In civil-law systems, judiciaries were subordinate to legislatures, whereas in common-law systems, the two were more equal. Former civil-law states and common-law states exhibit persistent differences in the structure of their courts, the retention of judges, and judicial budgets. Moreover, changes in court structures, retention procedures, and budgets occur under very different conditions in civil-law and common-law states. This book illustrates how initial geographical and historical conditions can determine the evolution of political and legal institutions and long-run growth.

The article examines the possibility of transfer to bipartisan system in Russia. The authors assess the benefits of the two-party system that include first of all the ensuring of actual political competition and authority alternativeness with simultaneous separation of minute non-system forces that may contribute to the country destabilization. The authors analyze the accompanying risks and show that the concept of the two-party system as the catalyst of elite schism is mostly exaggerated. The authors pay separate attention to the experience of bipartisan system implementation in other countries, including the United States. They offer detailed analysis of the generated concept of the bipartisanship crisis and show that this point of view doesn’t quite agree with the current political practice. The authors also examine the foreign experience of the single-party system. They show that the success of the said system is mostly insubstantial, besides many of such systems have altered into more complex structures, while commentators very often use not the actual information but the established myths about this or that country. The authors also offer practical advice regarding the potential technologies of transition to the bipartisan system in Russia.

The article probes into the conflicts in the local self-government bodies of St. Petersburg which unfold after the election held September 8th, 2019. A fairly large number of so-called “independent” deputies were elected to several district councils, where their activities contravene the prevailing behaviour patterns of the local deputies elected earlier. There have been conflicts with groups of traditionalist deputies and local administrations, there has been a general increase in conflicts within the local self-government bodies. These conflicts are of specific character. Their subjects are tradition-oriented local deputies (“traditionalists”) and new groups of deputies mostly comprising young people (“innovators”) joined by local activists, many of whom ran for a seat in the district council but lost the election, as well as deputies of St. Petersburg Legislative Assembly and district administrations. The object of the conflicts may lie in a local resource, status (leadership, power in the district) and the deputies’ value orientations which are sometimes determined by a significant disparity in age, mentality or life experiences. The intensification of conflict introduced by the “innovators” has both negative and positive features. The negative ones include delays in decision-making, increasing tension, aggravation of the overall negative emotions, rejection of the existing local experience which in many cases is positive. The positive features include a strengthening political competition, democratization, mutual control, actual inclusion of the population in decision-making processes. Furthermore, there is a transition of interaction between the local authorities and residents from the level of manipulation and neglect to an equitable partnership, improvement of self-organization processes among the population and grass-roots local initiatives. It would seem that the positive features outweigh the negative ones.
