Based on human and computer understanding, the paper proposes two web information resources sharing modes. The first mode consists of explicit and implicit information resources sharing, and the second mode is an intelligent style established on semantic web. Thematic database resources building and large authoritative websites building are two kinds of the explicit information sharing. Blog and professional forum, the typical representatives of the Web 2.0, has a good effect on the sharing of implicit information.

The work analyzes the interests between the same level governments departments, superior and subordinate departments, and between the government and the public based on the game theory.
