This study aims at identifying the challenges facing undergraduates in the use of electronic information resources (EIR) in a university in Southwest Nigeria. The descriptive survey design was adopted for this study. The population for the study comprised 85,526 registered undergraduate student (2018/2019) academic session in the federal and state universities in Southwest Nigeria. The sample for the study was 398. Proportionate sampling techniques were used to draw the sample. Questionnaire was the instrument used for data collection from the respondents based on a four-point scale rating. The findings revealed high cost of access, power outage, information overload, lack of proper maintenance, funding of library services, among others. Based on the findings, the study recommended provision of alternative sources of funds, constant maintenance of e-resources, and first year students should be introduced to computer training, among others.

One of the most important tasks of education of the Russian Federation is the transformation of Supplementary education. The monitoring system is a tool for implementing the state policy in the field of Supplementary education. The urgency of creating a monitoring system that monitors the digital educational environment of Supplementary education of children has been determined. This is based on the analysis of modern trends and directions of modernization of Supplementary education of children. It’s necessary to create a new educational environment and to provide schools with software and hardware systems in the field of life safety. The Purpose of the article is the analysis and identification of the features of electronic information resources for the implementation of blended learning models in the educational process on the «Fundamentals of Life Safety». Research methodology and methods. The methods of theoretical research (analysis and synthesis) of special literature and regulatory documents was used in this article. Conclusion. The investigation of information resources into various areas of life safety for the implementation of blended learning has been carried out. The presented information resources are developed by specialists in their fields and contain high-quality content that meets the requirements of the Federal State Educational Standard.

Digitization and mediatization of information raise the issue of user access to electronic information resources. Given the need to form and strengthen the regional and national identity, study and promote historical and local lore information and providing access to it, the integration of such information into educational practices to master it by young people has become more important. The article is devoted to the coverage and substantiation of effective approaches to using local lore electronic resources in the educational process. During the research, the descriptive method, methods of comparison and generalization concerning the experience of use in the field of education of local lore electronic resources of libraries were used. The methods of included observation and periodic monitoring, applied during the development and maintenance of the functioning with the participation of the author of the local history resource "Kraeved" (kraeved.od.ua) (starting from 15.03.2020), proved to be effective. An analytical and survey method was used to analyse the available theoretical work on the research topic. The novelty of the obtained results lies in the coverage and substantiation of the specifics of the use of electronic local history information resources in the educational process in different countries, in particular during the study of students of historical specialties, and some countries – students majoring in cultural studies and art history. The most comprehensive electronic local history information resources are used in the United States, where their historical and local history content attracts not only teachers and students but also a wider range of users: genealogists, writers, engineers, urban planners, architects, realtors and documentary filmmakers. The obtained results of the research testified to the tendency to use library local lore electronic information resources in the educational process. Their creation, interest of users in the information presented on them and its use during training testify to the importance of local lore content designed to promote the formation of the historical and cultural identity of the region in the context of national history and the formation of national historical memory in combination with historical thought. The generalization of foreign experience and perspective domestic practices of using local library electronic resources in the educational process allows substantiating effective approaches to the organization of such activities, intensification of involvement of domestic library local lore electronic information resources in solving information problems related to educational activities. The intensive development of digital library projects in the educational environment will open additional ways to implement the tasks of libraries to ensure wide access of users to local history information sources and the maximum disclosure of their information potential.

The introduction of electronic register systems for all spheres of state functioning is becoming more widespread in developed countries. It is the systems, not individual registers, that create the conditions for the comprehensive and effective use of available information in the field of state and local government, research, business planning, and so on. In our opinion, health care registries are the most important among other systems, so it is important to study the experience of the most developed countries in the field of creating electronic medical information resources. The use of the experience gained by advanced European countries in this area is especially useful for Ukraine, where such a system is being developed. The purpose of the article is to summarize the experience of Northern European countries in the use of electronic information resources of health care for its implementation in Ukraine. The novelty of the article is a generalized and comparative analysis of health registry systems in Denmark, Norway, the Netherlands, Estonia, Sweden, Finland and a study of the role of medical, statistical and scientific institutions in the development of these systems. The research methodology is based on the application of the following methods: system analysis, scientific generalization, comparative analysis, research methods of complex systems. The article examines the health care systems of six northern European countries, compares the composition and features of these systems. The focus is on electronic information resources, which are introduced only in some countries. It is established that the Danish and Norwegian systems are the most branched among the systems of other studied countries and contain not only a larger number of specialized registers, but also have the largest number of organizations that maintain these registers. The holders of registers and databases in different countries are not only the relevant ministries but also research institutes and universities. In addition, statistical authorities also create registers that are used for society’s statistical information needs. The study thus summarizes the experience of creating and operating electronic information resources in the field of health care in Northern European countries, concludes that it can be used in the implementation of a similar Ukrainian, the process of which began several years ago.

This study aims to analyze the effects of library experiential marketing strategies on user satisfaction levels during the Covid-19 pandemic, using a quantitative approach. Data were collected through observation, questionnaires, and reviews of related literature. Based on the results obtained, experiential marketing is a suitable marketing concept for libraries. This strategy is bound to aid libraries in providing pleasant and unforgettable services. The priority of experiential marketing strategy during the Covid-19 pandemic is to observe the responses of users by testing the variables of sense, feel, think, act, and relate/linkage. These five independent variables have a positive and significant effect on user satisfaction, indicating the potential for libraries to improve user experience by connecting through real-life users. In conclusion, experiential marketing strategies can provide positive experiences for users and, consequently, improve the interest in optimizing the use of electronic information resources, even during the Covid-19 pandemic.

The study investigated the access and management of electronic information resources in Umaru Musa Yar’adua University Katsina, library. The study adopted quantitative approach as research paradigm; with survey as research methods. Questionnaire was used as the primary instrument for data collection in which the entire forty two library staff was used as population of the study. The response rate of 92.9% was obtained, used and analyzed the data. From the findings of the study therefore, the influence of demographic variables (gender, age, education and professions) about the management of electronic information resources was not significant at the surveyed university library. Thus, the study recommended increased investment in ICT facilities, staff training and development at the surveyed university library to promote increase in the management of electronic information resources to satisfy the needs of users as ultimate goal of any library and information center.

The problem of a user orientation in modern information resources is raised. The role of electronic guides as a means of multidimensional information search is noted. The authors of the article translate the previously proposed definition of the concept of “electronic bibliographic guide” and reveal its significant features as a polystructural phenomenon. The authors analyze electronic bibliographic guides presented on the websites of federal and central libraries of the subjects of the Russian Federation. Their multidimensional classification is proposed. It takes into account 19 division bases. The results of the proposed study of these resources are presented. The characteristics of electronic guides on the following features are given: the method of access to reflected objects; access mode; language; the breadth of thematic coverage; belonging to a certain field of knowledge; a storage medium; the presence of a printed analogue. The three-part structure of electronic guides is considered, including an introductory article, the main part and auxiliary pointers and/or a search bar. The results and key findings can be used to improve the creation of electronic guides and improve the quality of electronic information resources created in libraries.

The use of information technology is an integral part of the learning process in the University. The research aimed to find out empirical evidence of the impact of electronic information resources on improving the academic performance of students in the Management Study Program. The research model used mediation regression with SEM and the PLS statistical software. Purposive sampling with 210 respondent. Electronic information resources were measured by the availability of software application infrastructure, online journals, online databases, institutional repositories, e-books, e-journals, and websites. Electronic information resources were measured by using skills electronic information resources in the learning process, making final assignments, publications. Academic performance was measured from the teaching and learning process, publications of students, improvement of achievement index, contribution to society. The results showed that the availability of software application infrastructure, online journals, online databases, institutional repositories, e-books, e-journals, and websites had an effect on academic performance. Habits or use fullness of using electronic information resources mediated the effect of electronic information resources on academic performance.

Purpose of the article. The article considers topical issues of the introduction of electronic information resources in the field of health care of Ukraine. Scientific research analyzes the most common forms of application of e-documents in the medical field, namely: concluding an e-declaration with a family doctor, online registration with a doctor, video consultations with a doctor, e-register of insulin-dependent patients, electronic medical card, e-medical program Baby, e-hospital, creating a patient profile, electronic card of a pregnant woman. The author also investigates the economic effect of the introduction of various types of electronic services that are becoming widespread in domestic medicine. The methodology includes the use of the descriptive method, method of analysis, and synthesis to identify the significance of the use of electronic information resources in the medical field. The scientific novelty lies in comprehensive characterization of most typical forms of e-documents used in the modern Ukrainian medical field. Conclusions. A detailed analysis of the term "e-health" proves that it has been actively used in practice since the beginning of the XXI century. Much earlier, the concept of "e-document" entered the practice of European and American physicians, but in recent years in connection with medical reform is becoming popular in Ukraine. The development of information technology significantly changes the process of providing medical services, reorienting the activities of medical institutions to patient-centered care. The use of electronic information resources in the health care system has a number of advantages associated with saving time, a significant increase in the pace of service delivery, the inclusion of cost reductions, and so on. In addition, the ability to communicate with the patient through the media significantly reduces the need for forced travel, which is extremely important in a COVID-19 pandemic. The introduction of electronic documents makes it impossible to forge and falsify them. Electronic service in the medical field of Ukraine has wide prospects for the introduction of its new forms.
