In accordance with the Design Science percepts, the authors present in this paper an approach that aims to give a holistic unifying framework that ensures consistency and coherence between the existing IT governance approaches and mechanisms. It considers the advances and best practices suggested by COBIT ITIL, etc. Therefore, it proposes an operational implementation and instantiation of information system of IT governance based on SOA architecture. It meets the requirements posed by gaps in the research on IT governance, which have been proven by the literature study. as well as the managerial problems highlighted by a two-year in-depth case study conducted inside one of the largest telecommunication operators in Europe. The relevance and feasibility of this approach have been proven by the implementation of this approach in a another two-year in-depth action research case study inside another large European telecommunications operator.

Empirical studies into the governance of Information Technology (IT) have advanced our understanding of the mechanisms used to control the management of IT. However, there has been relatively little research into the formulation of a theoretical model of IT governance that explains and organises the growing collection of mechanisms into a coherent whole. To further advance the concept of the corporate governance of IT, the Viable Governance Model (VGM) is proposed. The VGM is a theoretical model of governance based on the laws and principles of cybernetics as embodied in Stafford Beer’s Viable System Model (VSM). The VGM is used to formulate a series of design propositions or principles that may be used to guide the design and implementation of specific IT governance arrangements. The study draws on empirical studies or professional standards to establish how these theoretical design propositions may be satisfied in practice.

Communication skill nowadays becomes a must that everyone should master. The agreement of such conceptual meaning in communication should meet the same perception among speakers. One of the tools to improve one’s communication skill is by learning pronunciation through Reading Aloud for misperception emerged from mispronunciation can be avoided. This research aims at improving English pronunciation through reading aloud in the form of short texts. The research was carried out in Statistics Data Center (BPS) by employing A Classroom Action Research with two cycles of assessments. There were 20 IT engineers of Networking Operation Center with various background of knowledge as an object of the research. The data was collected by observation, note taking, and test. Questionnaire is designed and administered to identify the participants’ core and frequency of English tasks and also to investigate participants’ previous experiences with English. Findings show that there is an improvement on participants’ pronunciation skill through Reading Aloud as it can be seen from the increase of a mean score on the second cycle with 77.75 that is considered as good predicate.

The research interest of this chapter focuses on redefining contemporary structures of organizational crossing boundaries, learning processes and diffusion of innovations based on the structure of persistent “open source” virtual worlds (VWs). In this notion, the present study decrypts valuable ways of organizational changes in a virtual learning community and managerial responsibilities of situational complexities that usually interdict on “open-source” VWs, and especially Open Simulator (OS grid). This assumption frequently recapitulated with a “cybernetic” improvement plan that addressed to the organizational structure of collaborative e-learning courses, encountering by the “Viable System Model” (VSM). The participatory action research empowerment appeared initially from the implementation of a multi-dimensional framework for enhancing the dynamic presence of users, according to the “cognitive apprenticeship” model. This establishment approves firstly the latest organizational and administrative practices of an adult learning program, and secondly instructor’s progressing through the cybernetic management that the VSM governs.
