The existing approaches to assessing the effectiveness of risk hedging with derivatives according to various criteria have been considered. As a result it was found that in economic literature it is not paid enough attention to the development of assessment methodology, which take into account the impact of risk hedging on the overall performance of the organization. In this regard, an economic approach to assessing the effectiveness of hedging has been proposed; it is based on the comparison two basic categories of the efficiency theory – the achieved effects and the associated costs. Within the framework of this approach the effects of hedging that affect the overallresult of the organization’s activities were proposed. Also the costs associated with hedging were systematized into external and internal. The essential content of the proposed economic approach is presented in comparison with other approaches, which contributes to understanding the criteria for assessment hedge effectiveness in each specific case. The application of the proposed economic approach in non-financial organizations will contribute to improving the quality of risk hedging by using performance assessment criteria that meet the current goals of the organization and the requirements of senior management.

The study investigated the enhancement of soil quality of an oil-polluted ultisol using livestock wastes. Top soil (0 - 10 cm) was obtained as a pooled sample and polluted with spent lubricating oil at 10% w/w. The soil was subsequently amended with sun-dried goat (GT), rabbit (RB), and poultry (PG) dung at 10% w/w on dry weight basis both in singles, double-mixed, and triple-mixed combinations. Twelve weeks after treatment application, results showed that there was a 93.9% decrease (p<0.05) in bacterial colony count in the oil-polluted soil compared to the control. Penicillium notatum and Aspergillus niger as well as Bacillus sp. and Proteus sp. were the prominent fungal and bacterial species identified respectively. The most abundant plant in the soil seed bank was Panicum maximum with 10.4% abundance and this showed possible involvement of the plant in remediation of oil-pollution. The total hydrocarbon content of the oil-polluted soil was 9984.0 mg/kg, compared to 3170.6 mg/kg when amended with RB+GT, implying 76.77% remediation efficiency. Among several trials employed in this study, the combination of rabbit and goat wastes proved to be more effective in reducing the total hydrocarbon content of oil-polluted soil and therefore, is recommended as a potential candidate for application in the bioremediation of such soil.

The purpose of the article is to consider the competence capabilities of MFC specialists that require structuring in a professional standard, aimed at increasing satisfaction with the implemented policy of providing public services to the population. The article focuses on the results of a survey of MFC employees, aimed at determining the factors that, according to respondents, form the professional standard of a specialist in a multifunctional center. The authors believe that structuring of a professional standard can act as an innovative mechanism for shaping public opinion in politics. Public opinion, aimed at assessing the quality of interaction with the authorities and the provision of services to the population, can not only reflect the massive satisfaction of the needs of the population, but also take into account the point of view of the current employees of multifunctional centers. Using the self-assessment methodology in the context of an “inside look”, MFC specialists objectively assess their own competence capabilities; identify professional problems, gaps, weaknesses, which should be addressed by additional professional education. In the first part of the article, the authors analyze various mechanisms for shaping public opinion that are often used in modern political science. The second part of the article presents the results of a survey of current MFC employees. Based on the analysis of the survey results, the criteria for the professional standard of an MFC specialist were formed, which include: 1) awareness, that is, understanding the need to implement a professional standard; 2) the range of the most significant competencies of an MFC specialist; 3) a system of individual and personal qualities that form the professional efficiency of employees.

This research is motivated by the phenomenon related to PAI lecturer performance that is not optimal yet. The government has issued policies to improve the quality of lecturers as an effort to improve the quality of education through the improvement of welfare. However, conditions in the field show that some lecturers who have received the professional allowance have not shown any significant performance improvement. Some lecturers who have very good competence sometimes not followed by high performance, this is reflected from the results of the lecturer's performance.The purpose of this research are: (1) to know the level of competence and performance of lecturers of PAI in Padang city (2) to analyze efforts to improve the performance of PAI lecturers in Padang city (3) to find the level of competence influence on PAI lecturer performance in Padang city.This research is a quantitative type with survey method and correlational approach. The population is PAI lecturers at state universities in the city of Padang totaling 30 people. The sampling technique is total sampling. Data collection techniques used were the dissemination of questionnaires, documentation and literature study. While the data analysis technique used is the normality test Kolmogorof Smirnov method. Test validity using Product Moment Pearson correlation formula. Test reliability using Alpha Cronbach and processing analysis using SPSS version 15.The research findings are: (1) the actual condition of PAI lecturer competence in public universities in Padang city is generally quite good (TCR = 3,93 / 5,00 or = 76,98%) whereas actual condition of teaching performance of lecturer PAI lecturers at state universities in Padang city were in good condition (TCR = 3.81 / 5.00 or = 69.64 %). (2) The efforts to improve the performance of PAI lecturers according to the authors include: Planning the development of lecturer's performance, organizing lecturer performance assessment, conducting lecturer performance assessment with sustainability, supervising the performance of lecturers as well as following up the results of lecturer performance assessment. (3) there is a significant positive correlation between lecturer competence and lecturer performance of 22,3 %, meaning competence contribute to lecturer performance.Suggested to the lecturers of PAI to improve the competence to produce performance as expected. The various parties who have responsibility to improve the performance of lecturers are expected to give attention to the increased competence of PAI lecturers in order to give a significant influence in order to improve the quality of national education.
