The article is devoted to ensuring the best interest of the child and his right to education. Attention is paid to the problems associated with the implementation of this right by various groups of children, depending on their social status and ethnic origin. The author draws attention to the implementation of the law under study in the context of the COVID-19 pandemic, which has exacerbated the problems of gender inequality, the quality of educational services, as well as access to them. The need for certain actions on the part of the state is indicated, in particular, making changes to the curricula to bring them in line with the recommendations of the UN Committee on the Rights of the Child in order to realize the right to education of the child from the standpoint of ensuring the best interest.

The article examines topical issues of documenting commodity transactions in the implementation of dropshipping activities, in particular, operations related to the delivery of goods by dropshippers to their end customers, carried out by suppliers (manufacturers) from whom the dropshipper purchased these goods. The features of registration of shipping documents with and without the use of motor transport of the supplier (manufacturer) are considered. Supply schemes and their documentary support are proposed, taking into account the features inherent in dropshipping activities (sale of goods to customers through online stores and online platforms, transit delivery of goods from the warehouses of the supplier (manufacturer), delivery of goods to the final buyer by the supplier himself, etc.). Concrete proposals are made to simplify the existing procedures for documenting the transit movement of goods, as well as to improve the national legislation regulating the implementation of commodity transactions in order to develop dropshipping in Belarus as an effective way of trade, actively used in many developed countries of the world.

The article discusses the main approaches to the definition of a relatively new term for economic science - economic resilience of territories. The author made an attempt to assess the level of economic resilience of the regions of Belarus on the basis of the 2015-2016 recession resistance index. and the index of recovery of economic dynamics in the post-recession period (2017-2019). This is the first time an analytical work of this level has been carried out in Belarus. It has been established that the central regions of the country - Minsk and the Minsk region - have high economic resilience. The author outlines the prospects for the use and methodological problems of assessing the economic resilience of regions in statistical science.

The results of a forensic analysis of typical methods of committing crimes involving the use of electronic payment methods are presented. It is shown that the basis of this criminal activity are the methods of social engineering based on the application of the achievements of modern information and communication technologies, as well as on actions and approaches through which offenders gain unauthorized access to the personal data of the victim. Taking into account the study of the stages of the mechanism of the considered criminal acts, the sources of trace information are formulated, reflecting the processes of interaction of participants in a criminal event with each other and with the environment.

The article presents the results of a study of changes in the state policy of the Republic of Belarus related to the field of intellectual property. The author provides information on the adopted regulatory legal acts that improve relations regarding intellectual property rights. A brief overview of the main government bodies in this area is given. The main focus of the study is on the effectiveness of the changes, in particular, the change in the number of applications filed for registration of individual objects of intellectual property. A comparative analysis was carried out of the total number of such applications in all states of the Eurasian Economic Union. Based on the results obtained, the author made the appropriate conclusions and proposed the recommendations to improve the policy in the field of intellectual property both in Belarus and within the entire EAEU, in particular, to strengthen interaction between countries.The study was carried out within the framework of the research work "Mechanisms and directions of development of the single market for services of the EAEU in the context of the implementation of the concept of "Integration +"in the context of ensuring the economic security of the Republic of Belarus (business services) " on assignment 3.02 "Positioning the Republic of Belarus in the global economy in terms of ensuring international competitiveness and economic security, taking into account modern challenges and threats: theory, methodology and practice" of the State program of scientific research "Society and humanitarian security of the Belarusian state" for 2021-2025, subprogram "Economy".

The article analyzes the authority to dispose as an element of the subjective right to natural resources usage. The methods of disposal provided by the legislation of the Republic of Belarus are analyzed, such as voluntary refusal to exercise the nature usage right, restricting access to a natural resource plot provided for use, attracting other persons to use it on the basis of a civil law contract, providing land plots for lease or sublease, etc. It is concluded that it is necessary to systematize, within the framework of the sectoral nature resource legislation, the rights of users of natural resources to transfer part of their powers to other persons. The author notes that in the future it is not only possible, but also necessary to expand the authority to dispose of nature users, including through the development of the institution of secondary nature usage.

Currently, an important item on the global agenda is the achievement of sustainable development, which is impossible without a transition to sustainable production and consumption patterns. Effective business models for ensuring more efficient resource use are offered by the concept of a circular economy (circular economy). Indicators other than those used in linear economics are needed to monitor progress in the transition to a circular economy. The article presents the results of an analytical review and comparison of the most common methodological approaches in English and Russian-speaking scientific research to assessing the circular economy at the local level. The advantages and disadvantages of these approaches, their areas of possible application are indicated. The conclusion is made about the narrowness of the interpretation of the concept of circular economy in the analyzed works and the need to develop a special tool for assessing the circular economy of an enterprise.

The article discusses the issues of determining the essence of the concept of "territorial foundations of the organization of local self-government", the structure presented in the form of various levels. Particular attention is paid to the latest changes in the constitutional legislation of the CIS member states in the field of the ATU reform, an analysis of the national legislation of these states in the field of building the territorial foundations of local self-government is carried out. It is concluded that there are several trends in the formation of the territorial foundations of the organization of local self-government in the CIS member states.
