The quality assessment of e-government services is more and more emerging as a key issue within public administrations. Ensuring a proper quality of digital services is mandatory to satisfy citizens and firms’ needs and to accept the use of ICT in our lives. We propose a methodology for quality assessment that takes e-government quality features into account. We also define a reference model to provide a single quality value starting from a set of service parameters. To validate our approach we assess the goodness of the ‘TecUt’ shared services management system.

Some of the constructs in the field of performance management are intuitive or not empirically validated. This study provides a data-driven framework for measuring and improving the performance through synchronized strategies. The ultimate goal was to provide support for increasing business performance. Empirical research materializes in an exploratory case study and a statistical analysis with econometric models. The case study revealed that a company can improve its performance, even in periods of growth, being characterized by consistent investments. The statistical analysis, performed on a restricted sample of companies, confirmed the results that were provided by the case study. The measurement of performance was made by capitalizing on financial and non-financial data precisely to intensify the interest for corporate sustainability. The obtained results, contrary to previous research that showed that economic value added (EVA) is negatively influenced by the increase in invested capital, open up new research perspectives to find out whether, at the industry level, performance appraisal that is based on EVA stimulates the development of a business’s economic capital. The research has a double utility: scientific (by providing an overview of the state of the art in the field of performance management) and practical (by providing a reference model for measuring and monitoring performance).

Social media application (SMA) shows several important functions that causing theincrement of usage among mobile application or mobile app users, especially among18 to 28 years-old users. This causing several developers to create their own SMA thathave been targeted to mobile app users. However, only several SMA managed tobecome popular and successful in term of usage, leaving other unpopular SMA in thelower rank of the Google PlayStore. SMA created by developer in Malaysia face thesame situation as mentioned before where those SMA were supposed to attractMalaysian mobile users more. To assess this situation, this study aims to identify thesuccess factors of SMA usage and develop a set of metric based on the success factorsusing research model that have been developed in the past. Information SystemSuccess Model (ISSM) were studied and chosen as the reference model for this studybecause the model is suitable and have been used by other researchers in studiesregarding social media and SMA. ISSM contains several success factors like systemquality, service quality and information quality that affect the user satisfaction and useof a system, where this model were modified in this study with the addition ofnetworking quality and perceive privacy factors. This study were conducted on 380Universiti Utara Malaysia (UUM) students and after analysing the data collected, allproposed success factors except of service quality were found to have a positive impacttowards user satisfaction and usage. The success factors were included in the metricdesign and the metric were presented in an evaluation form for SMA developer inMalaysia to evaluate and applied the metric in their SMA.

Abstract The response of a massif to stresses generated by tunnel excavation depends essentially on the geological conditions, the geometry of the tunnel and its underground position. The major problem related to the construction of these structures is to ensure the stability of the whole tunnel-ground, by controlling the various deformation generated during the constructionIn this context, the present paper examines the effect of these conditions on the behavior of tunnels and the surrounding soil. The study is applied to a real tunnel, in this case the tunnel of Djebel El Ouahch, Algeria was taken as a reference model. The research includes a parametric study to evaluate the effect of several parameters on the behavior of the tunnel and surrounding soil such as the tunnel anchoring depth, the tunnel-soil interface rate, and the shape of the tunnel cross section. The analysis is performed using the PLAXIS 3D TUNNEL calculation code with an elastoplastic Mohr-coulomb model for the soil behavior. The results show that the strongest and most stable position is the mid-deep tunnel with a circular section, with a non-slip interface between the tunnel and the ground. These outcomes can help to understand the effects of various influences parameters which control the stability of the tunnel in a soil with bad characteristics.

Abstract: The change in organizational processes by means of associating the new resources made available by IT (Information Technology) with the intrinsic characteristics of business-related areas embodies one of the innovation concepts. This work proposes a reference model for the formation of innovation networks focused on implementing systems that represent innovations by associating IT with the business area. The research methodology is based on an exploratory case study, composed of several analysis units, and on the organizational modeling methodology EKD (Enterprise Knowledge Development) to formulate the reference model. This research proposition contributes to systematize the formation process of collaborative alliances among the innovation agents in order to implement Information Technology-based systems.

COVID-19 has been declared as pandemic by WHO. Indonesian government late to give official statement that made public believe in hoax, rumours, gossip, even propaganda that they got from social media and passed from one group to another. As we know, too much information or shortage of information could lead to confusing messages that eventually increase public distrust towards official statement. Consequently, people resort to social media as the only source of information. As a mass-self communication channel, the credibility of information from this source is problematic. Castell’s mass-self communication made this circle become infodemic that hamstring public trust to government. In this research, we do comparative case study on how countries (China and South Korea) tackle communication problems during the pandemic. This research is significant because it could be a reference model of crisis communication strategy when the country faces a pandemic Relying on mass media analysis and literature review, we find that China’s government uses power to control information circulation while South Korea’s generates public’s participation in social media. Indonesia as a democratic country could use this experience to gain public’s trust by doing Coomb’s SCCT for crisis situation. Doing this, Indonesia is expected to be more prepared to for the crisis communication in the future.Keywords: COVID-19, infodemic, crisis communication, case study ABSTRAKCOVID-19 telah dinyatakan sebagai pandemi oleh WHO. Pemerintah Indonesia terlambat memberikan pernyataan resmi yang membuat publik percaya pada hoax, rumor, gosip, bahkan propaganda yang mereka dapatkan dari media sosial dan diteruskan dari satu kelompok ke kelompok lain. Seperti kita ketahui, informasi yang terlalu banyak atau kekurangan informasi dapat menimbulkan pesan yang membingungkan yang pada akhirnya meningkatkan ketidakpercayaan publik terhadap pernyataan resmi. Akibatnya, masyarakat menggunakan media sosial sebagai satu-satunya sumber informasi. Sebagai saluran komunikasi massa-mandiri, kredibilitas informasi dari sumber ini bermasalah. Komunikasi massa yang dilakukan Castell membuat lingkaran ini menjadi infodemik yang melemahkan kepercayaan publik kepada pemerintah. Dalam penelitian ini, kami melakukan studi kasus komparatif tentang bagaimana negara-negara (China dan Korea Selatan) menangani masalah komunikasi selama pandemi. Penelitian ini penting karena dapat menjadi model referensi strategi komunikasi krisis ketika negara menghadapi pandemi Mengandalkan analisis media massa dan tinjauan pustaka, kami menemukan bahwa pemerintah China menggunakan kekuatan untuk mengontrol peredaran informasi sementara Korea Selatan menghasilkan partisipasi publik di media sosial. Pengalaman ini bisa dimanfaatkan Indonesia sebagai negara demokrasi untuk mendapatkan kepercayaan publik dengan melakukan SCCT Coomb untuk situasi krisis. Dengan begitu, Indonesia diharapkan lebih siap menghadapi krisis komunikasi di masa mendatang.Kata Kunci: COVID-19, infodemik, komunikasi krisis, studi kasus
