Abstract: Portuguese creoles were instrumental in bringing sub-Saharan Africa into the intercontinental systems of the Atlantic and Indian Ocean. In the Atlantic Islands a distinctive creole culture emerged, made up of Christian emigrants from Portugal, Jewish exiles and African slaves. These creole polities offered a base for coastal traders and became politically influential in Africa - in Angola creating their own mainland state. Connecting the African interior with the world economy was largely on African terms and the lack of technology transfer meant that the economic gap between Africa and the rest of the world inexorably widened. African slaves in Latin America adapted to a society already creolised, often through adroit forms of cultural appropriation and synthesis. In eastern Africa Portuguese worked within existing creolised Islamic networks but the passage of their Indiamen through the Atlantic created close links between the Indian Ocean and Atlantic commercial systems.

AbstractActor-level data on large-scale commercial agriculture in Sub-Saharan Africa are scarce. The peculiar choice of transnational investing in African land has, therefore, been subject to conjecture. Addressing this gap, we reconstructed the underlying logics of investment location choices in a Bayesian network, using firm- and actor-level interview and spatial data from 37 transnational agriculture and forestry investments across 121 sites in Mozambique, Zambia, Tanzania, and Ethiopia. We distinguish four investment locations across gradients of resource frontiers and agglomeration economies to derive the preferred locations of different investors with varied skillsets and market reach (i.e., track record). In contrast to newcomers, investors with extensive track records are more likely to expand the land use frontier, but they are also likely to survive the high transaction costs of the pre-commercial frontier. We highlight key comparative advantages of Southern and Eastern African frontiers and map the most probable categories of investment locations.

How food production first entered eastern Africa ~5000 years ago and the extent to which people moved with livestock is unclear. We present genome-wide data from 41 individuals associated with Later Stone Age, Pastoral Neolithic (PN), and Iron Age contexts in what are now Kenya and Tanzania to examine the genetic impacts of the spreads of herding and farming. Our results support a multiphase model in which admixture between northeastern African–related peoples and eastern African foragers formed multiple pastoralist groups, including a genetically homogeneous PN cluster. Additional admixture with northeastern and western African–related groups occurred by the Iron Age. These findings support several movements of food producers while rejecting models of minimal admixture with foragers and of genetic differentiation between makers of distinct PN artifacts.

Cannabis and tobacco have longstanding roles in African societies. Despite botanical and pharmacological dissimilarities, it is worthwhile to consider tobacco and cannabis together because they have been for centuries the most commonly and widely smoked drug plants. Cannabis, the source of marijuana and hashish, was introduced to eastern Africa from southern Asia, and dispersed widely within Africa mostly after 1500. In sub-Saharan Africa, cannabis was taken into ethnobotanies that included pipe smoking, a practice invented in Africa; in Asia, it had been consumed orally. Smoking significantly changes the drug pharmacologically, and the African innovation of smoking cannabis initiated the now-global practice. Africans developed diverse cultures of cannabis use, including Central African practices that circulated widely in the Atlantic world via slave trading. Tobacco was introduced to Africa from the Americas in the late 1500s. It gained rapid, widespread popularity, and Africans developed distinctive modes of tobacco production and use. Primary sources on these plants are predominantly from European observers, which limits historical knowledge because Europeans strongly favored tobacco and were mostly ignorant or disdainful of African cannabis uses. Both plants have for centuries been important subsistence crops. Tobacco was traded across the continent beginning in the 1600s; cannabis was less valuable but widely exchanged by the same century, and probably earlier. Both plants became cash crops under colonial regimes. Tobacco helped sustain mercantilist and slave-trade economies, became a focus of colonial and postcolonial economic development efforts, and remains economically important. Cannabis was outlawed across most of the continent by 1920. Africans resisted its prohibition, and cannabis production remains economically significant despite its continued illegality.

Background: Regional trade could be a powerful engine of economic growth and sustainable job creation. However, South Africa’s exports to sub-Saharan Africa (SSA) are typically smaller and more short-lived than its exports to its traditional markets. This is despite South African policymakers considering trade with SSA to be a priority. Aim: The aim of the article is to evaluate South Africa’s utilisation of sustained export potential in SSA with a view to providing practical insights that will inform future policymaking and planning. Setting: Despite the priority attention given to SSA in the country’s trade policy, South Africa is yet to make meaningful inroads into SSA’s largest and fastest-growing economies. Method: The research method applied comprised three steps. The first step involved the identification, over a five-year period from 2010 to 2014, of consistently large and/or growing import demand in SSA for all products at the Harmonised System (HS) six-digit level, as well as the identification of products South Africa consistently exported competitively (sustainable exports). The second step entailed matching SSA markets with consistently large and/or growing import demand to South Africa’s sustainable exports. The third step involved evaluating South Africa’s utilisation of sustained export potential in SSA. Results: The results reveal that South Africa is utilising just over half (54%) of its sustained export potential in SSA. Conclusion: South Africa is, therefore, underutilising or not utilising close to 50% of its sustained export potential in SSA. Most of the export potential that South Africa is utilising is in Eastern Africa while most of the export potential that the country is underutilising and not utilising at all is in Central and Western Africa.

Abstract Sparse data exist from sub-Saharan Africa (SSA) on the prevalence of antimicrobial resistance (AMR). A prior review of antimicrobial resistance in SSA from 1990 to 2013 showed a high prevalence of AMR to commonly used antibiotics in this setting. We reviewed the literature published since 2013. Four databases (PubMed, EMBASE, Cochrane, and African Journals Online) were searched for articles between February 2013 and March 2016 with a focus on sterile site infections (bacteremia, urinary tract infections [UTIs], and meningitis). We focused on the original World Health Organization–identified priority pathogens and antibiotics, prior to the release of the most recently updated and expanded list in 2017. There were 19 eligible studies: bacteremia (12), UTI (6), and meningitis (1). Eight studies were from Western and Central Africa, 8 from Eastern Africa, and 4 from Southern Africa. Prevalence of Escherichia coli resistance to third-generation cephalosporins ranged from 0% to 75%. No studies reported resistance to carbapenems among Klebsiella spp. Prevalence of fluoroquinolone resistance ranged from 8.3% to 100% among E. coli and 0% to 15% among Salmonella spp. Prevalence of resistance to penicillin among Streptococcus pneumoniae isolates ranged from 25% to 100%. Testing for extended-spectrum beta-lactamase was reported in 7 studies (range, 1.3–60% among tested isolates). Methods for evaluating AMR varied across studies; standardized approaches are needed in the region. Testing for mechanisms of resistance is low even in research settings, but important mechanisms of resistance such as ESBL production are present.

The paper aims to assess whether policy and institutional variables are significant factors in attracting foreign direct investment (FDI) to eastern Africa. The assessment is based on the determinants of FDI in a sample of 30 sub-Saharan African (SSA) countries between 2005 and 2016. Employing panel data methodology, I investigate whether policy and institutional variables play a more significant role in attracting FDI to eastern Africa than they do in other SSA countries. The results indicate that these variables are more significant factors for attracting FDI to eastern Africa than they are for the other SSA regions. The paper concludes that eastern Africa’s current FDI promotion policies are working. In particular, ensuring a stable macroeconomic situation and a favorable profit tax rate as well as building good institutions have proven to be good tools for attracting FDI to eastern Africa.

We report an individual with rapidly progressive motor neuron disease (MND), phenotypically compatible with amyotrophic lateral sclerosis (ALS). The patient described in this case report proved positive for human immunodeficiency virus (HIV) and was initiated on antiretroviral therapy (ART). Following ART he clinically stabilised over 10 years and deteriorated again due to noncompliance or ART resistance. HIV infection can give rise to an MND mimic, HIV-ALS. The improvement in response to ART supports the notion that HIV-ALS is a treatable entity also in Africa. This is the first case report of a patient with HIV-ALS and long term follow up in Sub-Saharan Africa. The report raises the suggestion that an additional (retro)virus can play a role in the aetiology of ALS.

Abstract Despite substantial growth in global agricultural production, food and nutritional insecurity is rising in Sub-Saharan Africa. Identification of underutilised indigenous crops with useful food security traits may provide part of the solution. Enset (Ensete ventricosum) is a perennial banana relative with cultivation restricted to southwestern Ethiopia, where high productivity and harvest flexibility enables it to provide a starch staple for ~20 million people. An extensive wild distribution suggests that a much larger region may be climatically suitable for cultivation. Here we use ensemble ecological niche modelling to predict the potential range for enset cultivation within southern and eastern Africa. We find contemporary bioclimatic suitability for a 12-fold range expansion, equating to 21.9% of crop land and 28.4% of the population in the region. Integration of crop wild relative diversity, which has broader climate tolerance, could enable a 19-fold expansion, particularly to dryer and warmer regions. Whilst climate change may cause a 37% – 52% reduction in potential range by 2070, large centres of suitability remain in the Ethiopian Highlands, Lake Victoria region and the Drakensberg Range. We combine our bioclimatic assessment with socioeconomic data to identify priority areas with high population density, seasonal food deficits and predominantly small-scale subsistence agriculture, where integrating enset may be particularly feasible and deliver climate resilience. When incorporating the genetic potential of wild populations, enset cultivation might prove feasible for an additional 87.2 - 111.5 million people, 27.7 – 33 million of which are in Ethiopia outside of enset’s current cultivation range. Finally, we consider explanations why enset cultivation has not expanded historically, and ethical implications of expanding previously underutilised species.
