The coastal strip of the northwestern Caspian is characterized by hydromorphism and salinization processes which depending on the Caspian piled-up water, groundwater salinity, seawater, and salt composition of the underlying rocks. The migrational salts capability in deltoic ecosystem components in dynamic over the main representatives of pasture plants occurring in the Western Caspian and playing an important role in developing the theoretical foundations of a system of measures to increase the productivity of cover crop have studied. Salts migration from soil layers into plants which taking place in synthesis of material-energy and material resource of environment is one of the chains of bio-substrat links. The research results confirm the data that the ash elements stock in the ephemeral-absinthial group varies from 21.5 to 64.5 kg per 1 ha. The organogens prevail in them – 944 kg / ha, K is dominant, then Ca and Mg. The amount of halogens is 7.05 kg / ha, of which Cl portion includes 3.31 and Na – 2.80 kg / ha. In the ephemeral-absinthial group cenoses rather high values of aboveground phytomass are up to 50 centners / ha and the supply of ash elements (halogens 32.14 and organogens 36.18 mg-eq) is much higher compared to their content in soil (7.05 and 6, 31 mg-eq). In roots difference in quantity of organogens and halogens is insignificant – 2.03 and 2.04 mg-eq. We associate such differences with a greater proportion of absinthial in the aboveground phytomass composition

Previous planning for rural revival in towns has emphasized construction and government-led policies. However, we argue that the dilemmas of peri-metropolitan rural areas, such as Desakota in China, are far more complex faced with rural super village and hollowed village transformations. Rural revival planning needs to coordinate with the development of urbanized and rural areas towards multifunctional goals and plans as a whole. Therefore, we selected the town master plan of Lijia, a typical peri-metropolitan village in China, as a case study. Through a historical–interpretative approach involving analysis of planning policies, questionnaires, and in-depth interviews with the key stakeholders involved, we structured the process and mechanism of rural revival in Lijia into three phases: resource identification, capitalization, and financialization. In different phases, different stakeholders adopt different roles. The government takes a leading role in resource identification and capitalization, while firms take a leading role in the process of financialization. “Market-dominant and government-guided” planning stimulates villagers to participate in rural revival. We highlight the importance of multifunctional land-use in terms of rural revival in the master planning of peri-metropolitan villages and provide a practical reference for uniting multiple stakeholders, including governments, firms, and villagers.

AbstractThe transition to a circular economy is a complex process requiring wide multi-level and multi-stakeholder engagement and can be facilitated by appropriate policy interventions. Taking stock of the importance of a well-balanced policy mix that includes a variety of complementing policy instruments, the circular economy action plan of the European Union (COM(2020) 98 final) includes a section about “getting the economics right” in which it encourages the application of economic instruments. This contribution presents a comprehensive taxation framework, applied across the life cycle of products. The framework includes (1) a raw material resource tax, (2) reuse/repair tax relief, and (3) a waste hierarchy tax at the end of life of products. The research is based on a mixed method approach, using different sources to analyse the different measures in the framework. More mature concepts, such as material resource taxes, are analysed by reviewing the existing literature. The analysis of tax relief on repairs is based on interviews with stakeholders in Sweden, where this economic policy instrument has been implemented since 2017. Finally, for the waste hierarchy tax, which is a novel proposition in this contribution, macroeconomic modelling is used to analyse potential impacts of future implementation. In all cases, several implementation challenges are identified, and potential solutions are discussed according to literature and empirical sources. Further research is required both at the individual instrument and at the framework level. Each of the tax proposals needs a more detailed examination for its specificities of implementation, following the results of this study.

Abstract. The principal objective of the Origins, Spectral Interpretation, Resource Identification, and Security–Regolith Explorer (OSIRIS-REx) mission is to retrieve a sample of the asteroid (101955) Bennu and return it to Earth. OSIRIS-REx arrived at Bennu in December 2018. Images of the asteroid by the OSIRIS-REx Camera Suite (OCAMS) were photogrammetrically controlled to produce a global basemap and site-specific image mosaics essential to the selection of a primary and backup sample site, which were announced in December 2019. In the control process, OCAMS images were registered to shape models created from OSIRIS-REx Laser Altimeter (OLA) data and from the process of stereophotoclinometry. This paper summarizes the photogrammetric control to date of images collected at Bennu. We briefly review the mission and the OCAMS imaging sensors. We then describe the photogrammetric control process for the global mapping campaign and targeted reconnaissance surveys of candidate sample sites. Finally, we discuss ongoing and future work.
