Este trabalho apresenta uma reflexão sobre a Política de Assistência Social no contexto atual, salientando suas principais tendências na contemporaneidade, a partir da leitura do orçamento público da União. Para tanto, realizou-se pesquisa bibliográfica em autores que discutem criticamente a temática, bem como pesquisa em base de dados sobre o orçamento público federal. As análises apontam que a Política de Assistência Social e seu arcabouço institucional com o Sistema Único de Assistência Social – SUAS, voltam-se às ações focalizadas de combate à pobreza, por intermédio dos programas de transferência de renda, o que gera fragilidades ao processo de implementação do SUAS, na perspectiva da configuração de sua função protetiva, tendo em vista uma gestão voltada à garantia dos direitos sociais de forma ampla e ao aprimoramento dos serviços socioassistenciais.

O artigo, referenciado em levantamento bibliográfico e documental e em estudo exploratório sobre os Programas de Transferência de Renda Condicionada (PTRC), em implementação na América Latina e no Caribe, contextualiza e destaca a importância desses programas no campo da proteção social não contributiva. Apresenta proposta de um estudocomparado entre três programas, dos mais significativos no Continente. Este texto analisa as mediações (institucionais, ideopolíticas e socioeconômicas) acionadas através do campo da assistênciasocial que contribuem para a consolidação da hegemonia burguesa no Brasil. Para tanto, realiza uma revisão bibliográfica abrangendoas produções críticas que tratam dessa política social, além de incorporar elaborações teóricas sobre as disputas hegemônicas entreas classes na contemporaneidade. O artigo aborda o destaque assumido pelos programas de transferência de renda, articuladoao conjunto de conceitos e concepções ideopolíticos e práticas político-pedagógicas desenvolvidas através da assistência socialenquanto um conjunto articulado de estratégias acionadas para a consolidação da hegemonia burguesa no Brasil. The study presents a literature review covering the critical productions that address this social policy, besides incorporating theoretical elaborations about the currently disputesbetween the hegemonic classes. The article discusses the emphasis given to the income transfer programs, articulated to the e political-ideological concepts and conceptions and political-pedagogical practices developed by social assistance as a coordinated set of strategies used for the consolidation of bourgeois hegemony in Brazil. Several initiatives are being proposed to reduce the incidence of intimate partner violence (IPV) worldwide. Actions aimed at women’s economic empowerment through income transfer programs are one of those. Still, the literature on their impact is scarce and controversial. This study attempts to shed some light on this matter assessing whether the Brazilian Conditional Cash Transfer Program ( Programa Bolsa Família [PBF]) is a protective factor for psychological and physical IPV against women in families of different levels of income. This is a cross-sectional, household-based study conducted in the city of Duque de Caxias, Rio de Janeiro, Brazil. The sample comprised 807 women reporting some intimate relationship in the 12 months before the interview. Information on IPV and participation on PBF were collected through face-to-face interviews using the Revised Conflict Tactics Scales (CTS2) and a direct question, respectively. A multigroup path analysis was applied to study the relations between PBF and psychological and physical IPV, considering confounding factors, some mediators, and moderation by income. The prevalence of both psychological and physical IPV are high, be it in the poverty and the extreme poverty income strata (psychological IPV: 66.2% and 72.7%, respectively; physical IPV: 26.2% and 40.6%, respectively). Results also showed a positive and direct association between PBF and psychological violence, yet only among families above the poverty line (β = .287, p = .001). The same could be found regarding physical violence, but the effect of PBF was indirect, mediated by psychological violence (β = .220, p = .003). Findings suggest that actions aimed at preventing IPV should go hand in hand with the PBF and, perhaps, other income transfer programs. This is even more relevant in relation to the less extreme poverty group where cash transfer may further raise conflicts and violence.

This study presents a critical reflection about Social Assistance policy, based on considerations about funds allocated to this policy in the federal budget highlighting the years of 2005, a landmark for the establishment of the Single Social Assistance System (SUAS) and 2013, the last year for which data are available. Data from the General Controllers Office were used to obtain indicators of federal government investments in the field. The amounts were adjusted for inflation using the General Price Index, Internal Availability, provided by the Fundação Getúlio Vargas (IGP-DI/FGV). Finally, the study shows the current trends in social assistance programs, indicating the prevalence of income transfer programs to fight extreme poverty in a large context of state commitment to financial capital.
