This chapter examines the idea of the Continental State in a common-law context, by focusing in particular on the American state. Building on some very recent historical and theoretical work on the American state, the chapter explores the conscious effort of the United States to create a modern state based loosely on the Continental model. It argues that American ideas and institutions were not created in isolation. Rather, from the beginning, American intellectuals, jurists, and state reformers engaged in an extended trans-Atlantic dialogue concerning matters of politics, law, and statecraft. This was especially true of the period that experienced the most extensive transformations in American governance and statecraft — the late nineteenth and early twentieth centuries. Accordingly, this chapter takes a close look at the American tradition of law and state building in this formative era — from 1866 to 1932.

ABSTRACTThis paper argues that the structured dependency thesis must be extended to incorporate political power. It outlines a political framework of analysis with which to identify who gains and who loses from social policy. I argue that public policy for older people is a product not only of social structures but also of political decision-making. The Schneider and Ingram (1993) ‘target populations’ model is used to investigate how the social construction of groups as dependent equates with lower levels of influence on policy making. In United Kingdom and European research, older people are identified as politically quiescent, but conversely in the United States seniors are viewed as one of the most influential and cohesive interest groups in the political culture. Why are American seniors perceived as politically powerful, while older people in Europe are viewed as dependent and politically weak? This paper applies the ‘target populations’ model to senior policy in the Republic of Ireland to investigate how theoretical work in the United States may be used to identify the significance of senior power in policy development. I conclude that research must recognise the connections between power, politics and social constructions to investigate how state policies can influence the likelihood that seniors will resist structured dependency using political means.

The purpose of this chapter is to describe and report the development of an original theoretical work which emerged from comparative and international empirical research. The theory is called, “Technological Play Theory.” In sharing about Technological Play Theory, this study has three purposes. First, the study explains how Technological Play Theory emerged in a grounded theory way (Glaser & Strauss, 1968) from research findings about the social construction of technology among elementary school teacher and students in England, Cuba, India, South Korea, and the United States. Second, the study examines the contours of the Technological Play Theory in relationship to empirical findings. Third, the study examines how Technological Play Theory can be empowering and utilized as an “agent of change” in education and schooling.

Despite evidence of school librarians’ impact on student achievement and multiple advocacy efforts, position eliminations and budget reductions continue across the United States. The researchers conducted a preliminary conceptual content analysis of the scholarly and practitioner literature about school library advocacy in the United States from 2001-2011 to determine methods of and rationales for advocacy. The most frequent advocacy method was distributing literature or information about school libraries. The most frequent reason cited in the literature for engaging in advocacy activities was in response to a potential funding or position reduction or elimination. Advocacy is highly contextualized and different situations may warrant different approaches. Viewing school library advocacy through an organizational evolution framework may frame the context. School library researchers should address the dearth of empirical and theoretical work on both the practice and impact of advocacy on the profession.

To make sense of the variety of conflicting conceptualizations of reference and information service (RIS) in the literature, this study uses Q methodology, which involves a card sort and interview, to identify librarians’ espoused conceptualizations. Librarians in South Africa and the United States sorted 35 statements representing the breadth of approaches to RIS. Preliminary data were analyzed to identify prominent conceptualizations based on like sorts. Results will inform theoretical work and professional education for RIS.

“I am as American as April in Arizona,” Nabokov claimed in a 1966 interview. Although he repeatedly emphasized his American citizenship and the affection he held for his adopted nation, my argument is that his 1947 novel, Bend Sinister, offers us an opportunity to interrogate the received narrative of Nabokov's unproblematic arrival and assimilation into the United States. In examining the engagement with mass culture in this dystopian novel, my intention is to restore some of the political valence denied the novel by both Nabokov and his readers, and to suggest how it functions as a critique of American culture which reveals the author's profound ambivalence about his adopted nation in the early to mid-1940s. Drawing on unpublished archive material, as well as theoretical work by Theodor Adorno, this paper opens up a new approach to Nabokov's American work and demands a reassessment of his avowed apoliticism.

Abstract Large-scale weather patterns favorable for tornado occurrence have been understood for many decades. Yet prediction of tornadoes, especially at extended lead periods of more than a few days, remains an arduous task, partly due to the space and time scales involved. Recent research has shown that tropical convection, sea surface temperatures, and the Earth-relative atmospheric angular momentum can induce jet stream configurations that may increase or decrease the probability of tornado frequency across the United States. Applying this recent theoretical work in practice, on 1 March 2015, the authors began the Extended-Range Tornado Activity Forecast (ERTAF) project, with the following goals: 1) to have a map room–style discussion of the anticipated atmospheric state in the 2–3-week lead window; 2) to predict categorical level of tornado activity in that lead window; and 3) to learn from the forecasts through experience by identifying strengths and weaknesses in the methods, as well as identifying any potential scientific knowledge gaps. Over the last five years, the authors have shown skill in predicting U.S. tornado activity two to three weeks in advance during boreal spring. Unsurprisingly, skill is shown to be greater for forecasts spanning week 2 versus week 3. This manuscript documents these forecasting efforts, provides verification statistics, and shares the challenges and lessons learned from predicting tornado activity on the subseasonal time scale.

One way nuclear agreements might keep signatories from proliferating is by constraining nuclear capacity. Theoretical work on nonproliferation often points to such constraints as an important driver of nonproliferation success. Some have argued that, absent sufficient constraint, states with the desire and capability to proliferate will do so. Faced with more costly routes to a weapon, states subject to technological constraint may abide by the terms of the deal. This perspective poses an important empirical question: do nonproliferation agreements result in significant technological constraint in practice? This article evaluates the empirical prevalence of constraints arising from nonproliferation deals. Doing so requires (1) providing an appropriate measure of nuclear proficiency and (2) developing an estimate of the counterfactual, no-agreement capacity of states that received such agreements. This study addresses both of these points. First, new data are gathered to estimate proficiency, improving upon existing measures in the literature. Second, the generalized synthetic control method is applied to estimate counterfactual proficiency levels for the recipients of agreements. With this approach, the constraining effects of deals the United States implemented with Japan, South Korea, and Taiwan and the Declaration of Iguaçu between Brazil and Argentina are evaluated. The findings indicate that the constraining effect of these nonproliferation agreements is minimal.
